The main functional role of Roads and Buildings Department is the construction and maintenance of Roads and Buildings within Andhra Pradesh. The functions, responsibilities and operations of Roads and Buildings are defined under the Andhra pradesh Public works code, 1976 and the subsequent amendments to the code. With respect to the Roads, Roads and Buildings is responsible for the construction and maintenance of the State Principal Road Network including National highways(on behalf of Govt. of India), State Highways and Major District Roads.

Within the Roads and Buildings, there is a special wing responsible for the National highway network under Chief Engineer, who is directly responsible to the principal Secretary.

The roads and Buildings is also vested with the responsibility for construction and Maintenance of public works for Government Departments. Government Departments requiring a new building approach the R&B and after obtaining the plans and estimates obtain sanction of the Scheme through its administrative department in Government. The work is executed by the R&B subject to availability of funds in the budget and after completion of the construction continues to maintain the building irrespective of the occupying department.

There is an Architectural Wing attached to the Building Wing with a State Architect and supporting Staff, responsible for preparing Building Plans needed by the Government.

To reconstruct the Roads and Bridges ravaged by the fury of 1990 Cyclone and to Construct Cyclone shelters a separate wing, CERP headed by a Chief Engineer was created in year 1990. This wing, on completion of the assigned programme was converted into A.P. Hazard Mitigation Emergency Cyclone Relief Project in the Year 1996.

To manage the works taken up with the financial assistance of the National Bank for Agriculture and Rural Development, a new wing , NABARD came into existence in the year 1997. This wing is headed by a Chief Engineer. With the financial assistance of the World Bank, works are taken up under Andhra Pradesh State Highways project, headed by the Engineer-in-Chief (R&B) A&EAP. Funds were raised through public contributions for the development of Roads in the State. The financial affairs and works programmes are controlled by the A.P. Road Development Corporation, of which the Engineer-in-Chief (R&B) (A&EAP) is the Managing Director. The works taken up with these funds are executed under the control of the Engineer-in-Chief (R&B) Roads.
