Andhra Pradesh Scheduled Castes Co-op. Finance
Corporation was set up in the year 1974 with a view to take up programs for the
economic development of Scheduled Caste families in the State. The Corporation
is registered under the AP Coop Societies Act with a share holding pattern of
51:49 percent between the State Government and the Government of India
respectively.

The Corporation and affiliated District
Societies
The Corporation head office formulates policy in terms
of preparing Annual Action Plans, monitors implementation of schemes by way of
conducting review meeting and securing progress reports on monthly basis. The
Corporation mobilizes resources from Government of India, State Government and
other financial institutions and in turn releases to District Societies for
implementation of schemes. The District Societies also mobilize district level
resources in terms of SGSY subsidy from DRDAs, loans from banks and 15%
earmarked funds from the local bodies. The VC & Managing Director manages
the affairs of the Corporation under the guidance of the Committee of Persons.

1). The VC & Managing Director is assisted by General Managers, subject
specialists (Special Officers) and other supporting staff.The District
Societies function under the guidance of a committee with the chairmanship of
the District Collector. The day to day affairs are managed by the Executive
Director assisted by subject specialists (APOs) and other subordinate staff in
implementation of the Schemes.
General Profile
The State of Andhra Pradesh has nearly 106 lakh SC population (1991 census)
which forms nearly 16% of the total population. Among the 23 Districts, East
Godavari has the highest SC population (7.79%) followed by West Godavari
(5.94%), Krishna (5.79%), Chittoor (5.66%), Guntur (5.41%), Karimnagar (5.22%)
and Mahabubnagar (5.12%). Out of 59 sub-castes, Madigas and Malas are the two
prominent ones. The literacy rate among the Scheduled Castes is 31.58% as
against the overall literacy rate of 44.1% in Andhra Pradesh. The highest
literacy rate is in the districts of Hyderabad (58.91%), Visakhapatnam
(44.74%), West Godavari (40.74%), Krishna (40.1%) and the least is 14.52% in
Mahabubnagar District. The highest female literacy is again in Hyderabad
(48.64%) while it is the least in Mahabubnagar (5.42%).
A vast majority of the SC families eke out their livelihoods from Agriculture -
mostly as agricultural labourers and some from farming operations. Allied
occupations eg. Dairy, Piggery, Sheep & Goat Rearing, Poultry etc., also
provide livelihood to a substantial number of SCs. Many landless SCs have
migrated to urban and semi-urban areas fining jobs as construction labourers
and in the tertiary sector. As per the 1992-93 agricultural census there were
11,88,407 holdings covering Ac.10, against which the SC farmers hold 44,110
acres. The percentage of land holdings held by the SC farmers is 12.79%, while
the extent held by them is a meagre 4.6% of the total extent. As against the
average land holding size of 2.52 acres for all castes, the average land
holding size of a SC farmer is 0.88 acres. This reveals the stark deprivation
of the SCs in terms of owning the most basic economic asset.
Monitoring & Evaluation of Schemes
The Corporation has developed software for monitoring
progress of implementation of schemes on monthly basis. The Corporation
scrutinizes the data related to sanction and grounding status with reference to
funds received and mobilized by the District Societies along with recovery of
loans, the staff cost and other related expenditure. Similarly, the Corporation
conducts review meetings with the Executive Directors at frequent intervals on
progress of Action Plan and guidelines to be followed for implementation of the
schemes.
Annually the Corporation conducts impact studies by engaging certain neutral
agencies on schemes implemented by the District Societies to assess the
performance of the assets and also the income generated out of the assets
provided to the beneficiaries. The Corporation takes up concurrent evaluation
in addition to the product evaluation of certain important schemes.
