(A) Technical Matters: 1.      Approval of all industrial installation cases upto 200 H.P.E.M. including saw mills and slab polishing units (except chemical industry, industries manufacturing explosives and factories with affluent injurious to public health) after duly obtaining clearance from Pollution Control Board and concerned departments where ever necessary and strictly as per rules. b) Initiation of disciplinary action against the concerned in respect of Un-authorised constructions and un-authorised sub-divisions of lands and installations. Note:    The file should be forwarded to Director of Town and Country Planning in respect of 1(b) for further disciplinary action. 2.      (a) Final approval of layouts upto two hectares in respect of Gram Panchayats one hectare in respect municipalities including vicinity Gram Panchayats if there is a approved Master Plan. (b) Tentative approval of layouts upto four hectares in respect of Gram Panchayats and two hectares in respect of municipalities including vicinity Gram Panchayats if there is a approved Master Plan. Note:-(i) Copy of the layout in respect of 2(a) approved by Regional office should be marked to Head Officer for record. (ii)The file in respect of 2(b) shall be referred to Director of Town and Country Planning with feasibility report for final approval with in one month from the date of application. 3.      Change of land use in I.L.U.Ps without deletion of roads and approval of re-alignment of roads of I.L.U.P. Note:-  (i) The copy of approved plans shall be sent for ratification of Director of Town and Country Planning after due incorporating in the original plan. 4.      Approval of type Designs for buildings upto 200 sq.mtrs. built-up area except for I.D.S.M.T. Schemes which shall be forwarded to Director of Town and Country Planning for approval. 5.      Approval of all layouts for Weaker Section Housing in Gram Panchayats and Municipalities as and when requisitioned. 6.      Sub-division of plots in approved layouts both in Municipal area and Gram Panchayats as per rules in force. 7.      Technical approvals of all buildings plans upto 670 sq,mtrs., extent of site and G+3 floors as per G.O.Ms.No.422 M.A., Dt.31.07.1998 except cases where approval of competent authority as per Zoning Regulations is required on appeal. 8.      Maintenance of Joint Account of I.D.S.M.T. Funds with Commissioner of the Municipality. (B) Annual Inspections: 1.      Annual inspections of all Municipalities upto Special Grade including all Mandal Head Quarters in the region. Note:- Joint Director of Town Planning will inspect all municipalities up to Selection Grade. Assistant Director of Town Planning will inspect all Municipalities up to Grade-I including Gram Panchayats Annual inspection of all Gram Panchayats can be carried out with the assistance of Town Planning Assistant. In each case report should be forwarded with in a week for further action. (C) Administrative Matters Sanction of all kinds of leave and annual increments of Town Palnning and Building Overseers, Town Planning Supervisors working in Municipalities, staff in Regional Offices (including Master Plans Survey Unit staff) except cases involving substitute arrangements up to Architectural draftsman level. Maintenance of Service Registers of all Town Planning and Building Overseers , Town Planning Supervisors working in Municipalities and staff of Regional Deputy Directors of Town Planning office (including Master Plans Survey Unit staff) upto Architectural Draftsman level. Sanction of all non-interest bearing advances of all non-Gazetted officers and staff of Regional Deputy Director of Town Planning office(including Master Plans Survey Unit staff) upto Architectural Draftsman level. Sanction of General Provident Fund advances/part final withdrawals of staff of Regional Deputy Director of Town Planning office (including Master Plans Survey Unit staff) upto Architectural Draftsman level. Sanction of Leave Travel Concession of Town Planning and Building Overseers , Town Planning Supervisors working in Municipalities and Regional Deputy Director of Town Planning office (including Master Plans Survey Unit staff) upto Architectural Draftsman level. Performance evaluation and Grading of all Municipal Town Planning staff up to the level of selection grade in Municipalities and up to Assistant Director level in the Regional office (including Master Plans Survey Unit staff). (D) Financial Matters: 1.      The stationery required for Technical work in Regional offices (including Master Plan Survey Units) shall, in future, be procured by the respective Regional Deputy Directors locally as per prescribed procedure. Note:-  (i) They shall, however follow all rules as in the financial code and obtain approval of Director of Town and Country Planning and Government wherever required.             (ii) The powers delegated in respect of financial matters and are excerisable under various financial codes and rules in force shall continue to be followed.
