Safety of public residing in the vicinity of  Major Accident Prone/Hazardous  Factories. Safety of the plant, machinery and material in Factories. Legislation being implemented on The Factories Act, 1948 and  Andhra Pradesh Factories Rules The Payment of Wages Act, 1936 and Andhra Pradesh Payment of Wages Rules (in respect of Factories) The Maternity Benefit Act, 1961 and Rules (in respect of Factories) Manufacture, Storage and Import of Hazardous Chemicals Rules–1989 (in respect of Factories) Chemical Accidents (Emergency Planning, Preparedness and Response) Rules 1996 Services Advice and guidance for management of factories Approval of plans of new factories within one week As per the instructions of Hon’ble Chief Minister, to promote industrialisation in the state, the Factories Department is according approval  of plans of new factories which are in order within one week as against the prescribed statutory limit of one month. For providing relief to the management and making procedures simple, transparent  and hassle free, A. P. Factories Rules are already amended incorporating the following: Permanent License No approval of plans up to 30 HP (Non Hazardous) 31 to 74 HP–No prior approval, only submission Common Annual Return Self certification Self Certification is introduced  in respect of specified industries permitting them to submit self certificates under the following enactments: The Factories Act, 1948 & A. P. Factories Rules, 1950. The Maternity Benefit Act 1961 & Rules made there under. The Payment of Wages Act, 1936 & Rules made there under. In this regard, orders are already issued by the Government vide G. O. Ms. No. 28 of Labour, Employment, Training and Factories Department dt. 21. 4. 2001 permitting Information Technology Industry, Information  Technology enabled services, Bio-technology Establishments, Export oriented units, units in Export processing zones and Tourism based Establishments to submit self certificates under the various labour laws mentioned in the G. O.   Necessary instructions are already issued to field officers in this regard. Special safety drives Safety surveys in the accident prone factories are being conducted and necessary advice and guidance being given to the managements to prevent occurrence of accidents. Interactive meetings Organising interactive meetings at various industrial estates/ pockets in the state       To ensure Interaction between Department, Management,   Workers, Trade Unions and Public       To create awareness in the fields of Industrial Safety, Health and Environment       To sort out problems, if any relating to the Department Welfare measures  for the industrial workers For ensuring safety of workers Special drives organised, suitable advice and guidance given to the management – Accident Rate in Andhra Pradesh has come down from 3.04 per thousand in 2001 to 2.64 in 2002. The All India Rate is 11.74. Ameliorative measures The Department by using its good offices is requesting the management to extend liberal ameliorative measures like payment of exgratia, provision of jobs to the dependents, education to children etc. , to the dependents of the deceased workers in case of fatal accidents and in case of serious accidents payment of exgratia, incurring medical expenses, provision of artificial limbs wherever required etc. , to the injured workers. The Managements of Factories paid Exgratia amounts of Rs. 97,97,467/- and Rs. 1,03,88,126/-to the dependents of the deceased workers who died in industrial accidents during the years 2002 and 2003(15-10-2003) respectively. Welfare amenities The Department ensures provision of canteens in factories employing 250 or more workers, Rest Sheds in factories employing 150 or more, Creches in factories employing more than 30 women workers, Ambulance Rooms with Doctors in factories employing 500 or more workers, Safety officers in  factories employing 1000 or more and in other notified factories and Welfare Officers in factories employing 500 or more. Special drives are also undertaken at periodical intervals to ensure better provision of Welfare amenities to workers. Free medical health camps Organised free medical health camps in 118 factories during the year 2003(upto july,2003), 15,031 workers are medically examined. Organised free medical health camps in 450 factories during the year 2003, 5,160 workers are medically examined. Safety training programmes With the objective of promoting safety consciousness among management and workers and to achieve better compliance of statutory provisions, the Factories Department in addition to making inspections and launching prosecutions against erring management is also conducting Safety Training Programmes in collaboration with National Safety Council, Andhra Pradesh Chapter, Hyderabad. Tailor made programmes are being organised to suit to a particular industry. The Department is organising safety training programmes to supervisory personnel and workers to  inculcate safety awareness in them as a part of accident prevention campaign. 177 safety training programmes were conducted in the year 2002 and 710 training programmes conducted during this year till date, which include 10 free training programmes for workers of factories from Hyderabad, Ranga Reddy and Medak districts.
