Water is a crucial element for life on earth. Water has the power to move millions of people and clean water is a universal human right. The earth’s great rivers create natural links between people and shared waters could become a source of conflict. River water is a moving resource which implies that changes in quality or quantity of water in an upper region directly effect use of water some where in down stream region. The conflict of interests which may thus arise has to be dealt with. The objective of the rulers of any land is to safeguard those interests from time to time for peace, harmony and security. The State of Andhra Pradesh is no exception. Twelve inter-state rivers flow through Andhra Pradesh. While the River Godavari, the River Krishna and the River Pennar are major inter-state rivers, Bahuda, Mahendratanaya, Poondi Minor Drainage, Vamsadhara, Nagavali, Arniar, Kortaliar, Palarand Ponniar are other medium inter-state rivers.
