ABOUT APSIDC


1. PREAMBLE

The Andhra Pradesh State Irrigation Development Corporation Ltd. has been established on 07-09-1974 as a State Government undertaking for implementation of Lift Irrigation Schemes, Bore wells, Tube wells and Infiltration Wells to provide irrigation facility to upland areas of small and marginal farmers and other weaker sections of the society with the funds provided by Government under various programmes either directly or through District administration and handing over the same to beneficiaries/agencies for operation and maintenance.

The Regd. Office is located at Hyderabad . There are 12 Divisions and 2 Project Offices for implementation of various schemes in Andhra Pradesh State . The locations of Divisions and their jurisdictions are as follows.

2. ACHIEVEMENTS AS ON 31-12-2006 .

APSIDC has so far implemented

  • 1,428 L.I. Schemes at a cost of Rs 515.15 Cr and created irrigation potential of 5.78 lakh acres and
  • 20,115 Bore wells /Tubewells and Infiltration wells under various programmes at an outlay of Rs.245.00 Cr and created Irrigation Potential of 3.36 lakh acres.

3. L.I.SCHEMES - DECISIONS OF GOVT. BEING IMPLEMENTED.

  • All L I Schemes up to 10,000 acres to be with APSIDC
  • Free power supply to all L I Schemes
  • 16 hours power supply to L I Schemes with dedicated power lines
  • Revival of defunct L I Schemes
  • Schemes to be handed over to farmers committees for operation and maintenance
  • L I Schemes of NSP/ MI Department to be taken over by APSIDC for handing over to farmers' bodies.

4. DRAFT POLICY ON LIFT IRRIGATION SCHEMES OF APSIDC - SALIENT FEATURES.

In order to have a comprehensive policy on the activities of APSIDC with regard to Lift Irrigation schemes , a draft policy has been prepared and is under circulation at Government level . The salient features of the draft policy are enumerated below,

  • All LI Schemes up to 10,000 acres shall be executed / monitored by APSIDC.
  • Dedicated power lines shall be provided to all L I Schemes having connected load of 75 HP or more
  • Power cost shall be paid by APSIDC as per the existing Government policy
  • Revival of defunct L I Schemes shall be taken up on one time basis only
  • No Ground Water schemes shall be taken up by APSIDC
  • Handing over of L I Schemes to farmers committees/ Water User Associations for operation and maintenance
  • To focus intensively on Social Engineering for Ayacut development and water conservation measures.

5. MAJOR PROGRAMMES BEING IMPLEMENTED

(i) NABARD- RIDF schemes:

So far Government has sanctioned 281 L.I. Schemes under RIDF II to XII with financial assistance of NABARD at an estimated cost of Rs.799.32 Crores to create Irrigation potential of 3.42 lakh acres. So far 165 Schemes to create irrigation potential of 1.76 lakh acres have been commissioned. 12 no.of schemes sanctioned at a cost of Rs 44.82 Cr with ayacut of 0.19 lakh acres are dropped for various reasons . The remaining 104 No. of schemes are at various stages of execution.

(ii) STATE PLAN:

66 L.I. schemes are sanctioned at cost of Rs.174.16 Cr .to create irrigation potential of 0.60 lakh acres in which 8 Schemes have been commissioned creating I.P. of 2,459 acres . The remaining schemes are at various stages of execution.

(iii) ACCELERATED IRRIGATION BENEFIT PROGRAMME (A.I.B.P) .

Under SRSP Budget 19 L.I.Schemes with an estimated cost of Rs 54.56 Cr. to create an ayacut of 36,333 acres are taken up in the foreshore of SRSP from the budgetary provision of Chief Engineer, SRSP for rehabilitation of persons effected under the reservoir in Nizamabad and Adilabad districts have been taken up and completed.

Similarly under NSP Budget 5 L.I.Schemes with an estimated cost of Rs 19.65 Cr .to create an ayacut of 12360 acres are taken up and 4 schemes are completed. The remaining ( I ) scheme viz. Talveda LI scheme in Nizamabad district is programmed for completion by March 2007.

8. REVIVAL OF DEFUNCT L.I.SCHEMES:

The Government vide G.O. Ms.No.104 I & CAD Dept. Dated: 11-07-2003 have accorded administrative approval for revival of 573 defunct L.I. schemes with ayacut of 2.32 lakh Acres, at a cost of Rs.36.37 crores.

13. SCHEMES UNDER SANCTION:

Apart from the schemes mentioned in the work on hand vide item (9) above, 67 L.I. Schemes with a total ayacut of 77200 acres at a cost of Rs. 339.00 Cr. are under sanction under RIDF / State Plan Programmes including 39 schemes being proposed for for HLMC meeting at accost of Rs. 259.00 Cr

14. SCHEMES UNDER INVESTIGATION:

There are 34 L I Schemes for which hydrological clearance is received to create I P for 52,900 acres. Action is already initiated to take up detailed investigation and preparation of detailed project reports by out sourcing.

15. DEDICATED POWER LINES:

The status of laying Dedicated power lines to 247 L.I.Schemes sanctioned by the Govt. are as follows.

Including above 247 L.I.Schemes, Dedicated Power Lines are made available to 326 no. of L.I.Schemes with a total ayacut of 3.69 lakh acres.

16) LI SCHEMES TAKEN OVER FROM NSP AND MI DEPARTMENT :

As per the directions of Government, APSIDC has initiated action for taking over the schemes and commencement of Social Engineering activity for community mobilization and empowerment so that all schemes are handed over to the farmers' committees during Khariff season.

All 184 schemes are taken over from NSP and MI departments .The first phase of capacity building and training of farmers committees is completed. The handing over of schemes to the WUAs / Farmers committees is already started.

The amount required towards repairs / revival ,CC charges and dedicated power lines has been worked out scheme wise and detailed proposals submitted to the Government for sanction of funds as shown below and sanction is awaited .

Govt. was requested on 26-07-2006 for providing at least Rs.12.00 Cr. under plan during 2006-07 for taking up repairs of Lift Irrigation Schemes taken over from NSP/ MI Dept. that are being handed over to farmers for operation and maintenance.

Subsequently Govt was requested on 27-07-2006 to accord permission to take up certain emergency / essential routine maintenance works at a cost of Rs.2.50 Cr. and sanction is received for the same vide G.O.Ms.No.64 dated: 7-09-2006 . The immediate necessary repairs are under progress to keep the schemes in working condition ..

17) FLOOD DAMAGES TO LI SCHEMES DURING AUGUST 2006

Due to floods occurred during August 2006 total 165 No.of L.I. schemes in seven districts have been effected . Govt. have sanctioned Rs.200.00 Lakhs from I & CAD Budget and funds are to be released. The repairs will be taken up soon after the funds are released. The district wise details are as follows.
