1. BACKROUND
The need for providing rent free accommodation to police personnel by the State was recognized as far back as 1861 when the foundation was laid for the present police system in the country. This general principle enunciated by the first Police Commission was reiterated by the Police Commission of 1902 which attached great importance to the provision of 'married quarters to every police officer of and below the rank of Sub-Inspector'. The National Police Commission also emphasized (1979) unequivocally that "the deficiency in housing and increasing hardship in paying high rents for private accommodation secured with great difficulty operates as the largest single factor responsible for grievous loss of morale in police ranks, particularly the constabulary. We, therefore, consider it a matter for urgency that this condition of service which has remained neglected for many years be taken up for immediate fulfillment."
In Andhra Pradesh, the Public Works Department which was the nodal agency for all Government housing, had no earmarked division for policy housing. Similarly, in the police headquarters too, a senior officer in charge of welfare coordinated the housing activity in addition to his numerous other functions. It was apparent that the police housing programme would continue to languish in the absence of a proper organisation capable of tackling the Herculean task of speeding the construction of police quarters as well as mobilizing institutional finance in a big way to augment the State funds for the purpose.
To achieve this objective, the Government of Andhra Pradesh incorporated the Andhra Pradesh State Police Housing Corporation, the first-ever such enterprise in the country, as far back as 1971.
The Andhra Pradesh State Police Housing Corporation Limited was incorporated on 29.05.1971 registered under the Companies Act with a view to expedite the construction of quarters for Police Personnel. The authorised capital has since been increased to Rs.3.00 Crores from March, 1978. The paid up capital as on date is Rs.180.74 lakhs.
2. OBJECTIVES :
The main objectives for which Corporation was incorporated are :
- To formulate and execute Housing Schemes for the benefit of the employees of the Police Department, Government of Andhra Pradesh.
- To undertake construction of buildings for the housing of personnel of the Police Department.
- To undertake construction of buildings for Police Stations, and other offices and facilities for the Police Department, and construction of buildings (including residential quarters) for the Prisons, Fire Services and other departments, as entrusted by the Government, from time to time.
- To execute maintenance and repairs of Police Residential Buildings, Police Station Buildings and other buildings of the Police, Prisons and other departments as entrusted by the Government from time to time.
- To execute any other Deposit / other works, as entrusted by the Government, other agencies, from time to time to the Corporation.".
3. ACTIVITIES :
The Corporation has taken up the construction of :
- Police staff quarters
- Police Station buildings
- District Police Office buildings
- Andhra Pradesh Police Academy buildings
- Police Training College buildings
- District Training Center buildings
- Forensic Science Laboratories buildings, Arial Towers, Repeater Station buildings
- Development of Campuses of Greyhound and APSP Btns.
- Rehabilitation Centers for Social Offenders
- Repairs and Maintenance of Police quarters, Police Station Buildings
- Repairs and Maintenance of residential and non-residential buildings of Prisons and Fire Services Department.
- Works of some other Departments like the CRPF, NIRD, Fire Services, Juvinile Welfare, and the National Police Academy.

The Managing Director is the Chief Executive of the Corporation. He discharges his duties under the overall superintendence and control of the Board of Directors. He is assisted by the Secy. & General Manager (F) in financial and administrative functions and by the Chief Engineer in technical matters, Designs &. Planning , R&D, Technical & Monitoring wings are headed by the Dy. Executive Engineers in the Head Office.
The Corporation is having Seven Divisional Offices (Three at Hyderabad i.e., Hyderabad Range, Hyderabad City (Maint) & Cyberabad & RR Division) Warangal, Vijayawada, Visakhapatnam and Kadapa headed by an Executive Engineer. The Corporation is also having 30 sub-divisions one at each District (more than one in some places).
5. ORGANISATIONAL STRUCTURE :
An Organogram of the Corporation is enclosed. The Corporation has a Manpower of 218 competent and committed personnel
