The present department of Medical Education was originally called Department of
Medical Services with its origin in composite Madras State under British India.
It continued, as such, in Andhra State formed on 01. 11. 53 with 11 districts
from former Madras State.
The present Directorate of Medical Education was created in the
year 1987, after many changes that took place from 1967 to 1987. Full-fledged
functioning of the department started from 29. 9. 1987.
Under Act 6 of 1986 – University of Health Sciences Act 1986, NTR University of
Health Sciences was established at Vijayawada to provide for the establishment
and incorporation of a Teaching and Affiliating University in the State of
Andhra Pradesh for the purposes of ensuring efficient and systematic education,
trainee and Research on the Allopathic and Indian systems of Medicine,
Dentistry, and Nursing. Hence the Academic activities earlier under D. M. E.
were transferred to NTR University of Health Sciences, Vijayawada, from 1986
onwards.
As the delivery of Medical Care depends very much on proper staffing, the
Government after considering the recommendations of various high level
Committees such as Bhore Committee, Mudaliar Committee, Working Groups of
Planning Commission and Indian Medical Council, prescribed revised yardsticks
of staffing pattern of the teaching hospitals, Speciality and Medical Colleges
in G. O. Ps. No. 88, M & H, Dated 27. 8. 1977 as per which the cadre
strength of Medical, Nursing and para-medical now exists in the teaching
hospitals and Medical Colleges. The pattern of Teaching Staff in Medical
Colleges and attached Teaching Hospitals in the State is modified as per
Medical Council of India Regulations 1999 in the year 1999.

To provide Specialist Medical Care to people through hospitals.

To impart Medical Education to undergraduates, P. G. and Super Specialties
through Medical Colleges.

To provide training in para-medical courses like nursing and sanitary
Inspectors through Medical Colleges and Teaching Hospitals.
Organisation
The Directorate of Medical Education is the Administrative
Authority for smooth functioning of all Medical Colleges and attached Teaching
Hospitals, Nursing Schools and Nursing Colleges.
The Department has very large General Hospitals attached to each
of the Medical Colleges. Osmania General Hospital, Hyderabad and Gandhi
Hospital, Secunderabad together attend to more than 5000 Out Patients and about
300 Emergency patients daily. All the Super Specialties are functioning in the
Major Institutes. A major surgical procedure in a corporate hospital would not
cost less than Rs. 1, 00, 000/- where as all kinds of complicated cases are
successfully handled by these institutions. The commercial value of services
rendered to the poor people of Andhra Pradesh would run into thousands of
crores. An estimate could be made from the following figures - For In Patient
treatment the total No. of Beds available is 14035. An amount of Rs. 15/- per
day per bed is provided as Diet Charges and the total comes to Rs. 7, 17, 93,
675/- per year. The above services rendered are supplemented by a large work
force of highly motivated post graduates and house surgeons.

The Department has taken all measures to fulfil the requirements
of M. C. I. and successfully increased the M. B. B. S seats by 270. For the
first time in forty years a New Government Medical College has been established
in Anantapur. The Government General Hospital, Anantapur, with a bed strength
of 300 is being attached to this college. Admissions to the M. B. B. S. course
in this college have already been completed. The academic year and sessions
have commenced. A total of hundred seats have been approved by the M. C. I. out
of which fifteen are under N. R. I. category. An amount of $20, 000 or an
equivalent in Indian currency is charged from the students. New Units have been
created in various hospitals to maintain M. C. I. norms.

Bio-Medical Waste Management Act is being implemented. Eleven
Teaching Hospitals, which were identified as having more than 500 beds, are
provided with one time equipment and necessary budget support for management
and handling of bio-medical waste proposals have been made for creation of the
Centralised Accident Trauma Units at Osmania General Hospital, Hyderabad and
Gandhi Hospital, Secunderabad. Proposals have been made for the creation of a
Super Speciality Surgical Gastro Enterology Unit at Osmania General Hospital,
Hyderabad. Hospital Development Societies have been established in all the
Major Hospitals for ensuring better all round development of the hospitals.
