Objective  | Functions  | Services 

 

The Department of Information and Public Relations creates the development awareness and communication among all sections of the people particularly the weaker sections and women by operating the Department’s tools of Mass Media Communication combined with intensive publicity and public relations. The Department obtains feedback from the people, which serve as a potential instrument in the formation of public opinion and thus acts as a bridge between the Government and People. A well-informed and responsive public benefited through various development schemes of the Government in a humanized administration like ours has been made possible by enlightening and enlisting the cooperation of the people. In a humanized administration like ours the success of various development schemes of the Government lies with the cooperation of people which could be possible in creating awareness in the cross section of the society about these schemes.

To eliminate Information poverty

 

Functions

 

The creation of awareness is being done by this Department with the application of certain tools.

Among them, the Department’s liaison with Press, AIR, Doordarshan, Films Division, Directorate of Audio Visual Publicity, Press Information Bureau, News Agencies, Private T. V. Channels, Department’s Electronic News Coverage, Press Tours, Advertisements, Photographic Services, Exhibitions, Publications, A.P. Journal, Films Song and Drama Programs, Media Information Monitoring System, Research and Reference and Training, Community and Radio and Television, Public Address System and A.V. Equipment, Electronic News Recording, and Analysis, IT Services like Computers, Fax and web site.

 

1.     With the application of above mentioned tools also create awareness not only about developmentschemes but also about Acts,Social evils like winning social acceptance for new legislation’s enacted.

 

2. Keeping the people informed of the services made available for them by Government.

 

3. Improving voluntary compliance of tax laws.

 

4. Eradication of social evils like untouchability, dowry, matangi, jogini, bonded labour, child labour, banamati, etc.

 

5. Providing feedback to Hon’ble Chief Minister, and higher echelons of the Government and for ensuring people’s participatory development      through “Rajiv Palle Bata, Free Power to Farmers, Irrigation  Projects, Rajiv Yuvasakthi etc.

  

 

Services

 

Media Relations section

 

In a democracy, media plays a vital role and it is a communication bridge between the Government and people. Media Relations wing maintains Cordial relations with the fourth estate and enlists the support of the media to highlight the developmental and welfare activities of the Government and also for effective coverage of the Government Programs. The media relations wing also collects valuable feedback from the people on the policies of the Government and this feedback is a useful input for taking remedial action wherever necessary.

 

I. Main Objectives:

 

a)    The main objective of the media wing is basically two fold viz., informing the public of the policies and programs of the Government on one hand and on the other keeping the Government informed of the people's reaction to its policies and programs.

 

b)    To see that the publicity messages of the Government are percolated down to the grass root level.

 

II. Key functions:

 

In order to achieve the objectives of the Media Relations, Media wing undertakes the following key functions: -

 
¨ Extending facilities to Media Representatives.
¨ Media coverages (Cyclone, VVIP visits, Election Commission, Elections, State Functions).
¨ Organizing press tours ¨ Awards to Journalists
¨ Probing on attacks and assaults on Journalists.
¨ Processing the budgetary provision of Press Academy of A.P.

 

III. Facilities to Media:

 

a)    Accreditations: - Accreditations are issued to the media as an access to obtain information in the Government. The State Government has laid down rules for issue of accreditation. The Accrediation committee constituted at State Level and District Level issue of accreditations to the Media Persons as per Rules. In the absence of the committee, at State Level the Director/CIPR and at District Level the District Collectors issue accrediation to media persons at State Level and District Level Vide G.O.Ms.No. 176, GA (I&PR) Dept, dt: 7.4.99.

 

b)   Financial Assistance: - With a view to extend relief to the working journalists in dire need and distress, Government has constituted a Welfare fund with a corpus fund Rs. 50.00 lakhs. The fund is being administered by a State Committee chaired by Hon’ble Minister (I&PR).

 

c)   Matching grants for Press Clubs: The Government extends financial assistance towards grant-in-aid on matching basis for the construction/repairs of the press clubs at State level and also at the District Level.

 

d)   Allocation of House Sites: Government allocates house sites to journalists Housing societies on nominal cost price for construction of Housing Colonies both at State and District Level.

 

e)   Probing on Attacks & Assaults on Journalists: Government has constituted a State Level committee to look into the cases of assaults and attacks on journalists and to recommend remedial measures. The Minister for Home heads the committee as Chairman, CIPR/DIPR as member/convenor. There are district level committees headed by the District Collector as Chairman, DPRO as member- convenor. The term of each committee is for a period of one year at State level.

 

The Committees examines cases of attacks and assaults on journalists as and when such reported cases are either appear in the newspapers or by a specific complaint from journalists associations or aggrieved journalist.

 


f) Awards to journalists:- In appreciation of the inbuilt talents of the working journalists, Government has constituted annual award for one State Best Journalist, one State Best Press Photographer, three Best Rural Journalists Awards and one State Best Women Journalist Award. The State best Journalist / Press Photographer will be awarded with a cash prize of Rs 2,00,000 each. The State best women Journalist award carries a cash award of Rs 20,000.

g) Three Rural Journalists Cash award carries Rs. 2,00,000/-, Rs. 1,00,000/-, Rs. 50,000/- respectively. A award in memory of Sri Madduri Annapoornaiah was established with a cash prize of Rs.25,000. 
 

h)   The Media Relations Wing looks after Media liaison during the visit of VIP/VVIPs. (Foreign

Dignitaries, President of India, Vice-President, Prime Minister, Governors visits). besides the programs of Hon’ble Chief  Minister.

 

Advertisement Section

 

All the State Government Departmental advertisements are centralised with this Department for issue to press.

 

The present procedure being followed regarding issue of Government advertisements is as follows:-

 

Classified Advertisements:

 

.Tender notices, auction notifications, appointments ads form part of classified advertisements.
.The advertisements will be prepared on DTP with minimum visible font size.
.The newspapers will be nominated by officers concerned by taking into consideration of the value of the works, area of the work etc.
.If Publicity requires All India coverage, upcountry papers of All India coverage will be nominated.
.If it requires within the sate, or within the district papers will be nominated accordingly.
.The papers as nominated will be issued The advertisements, The space mentioned in the DTP copy is to be followed by newspapers for publication.
.A Space statement will be prepared every mint showing the no. of ads issued , space given and expenditure incurred paper-wise. This is submitted for approval of CIPR/DIPR

 

Display Ads.

 

Display ads are 2 types:

1.  Display ads through ad-agencies.

2.  Display Ads issued directly to newspapers.

 

Display Ads through Ad- Agencies:

 

¨      Display Ads involving any artwork, creativity and better visual impact will be released through ad-agencies.

¨      A total no.of 91ad agencies are empanelled in this Department.

¨     Out of the above 10 to15 agencies are actively involved in extending service to this Department.

¨      The Actively engaged agencies are mostly state-based agencies.

¨      Rajiv Palle Bata, Rajiv Yuvashakti, National festivals, Birthday occasions of National leaders etc. Advertisements are basically released through ad-agencies.  

¨      The ad-agency will send the approved publishing material to the nominated newspapers for publication.

Display Ads issued directly to newspapers:

 

¨     Certain display ads like Cultural Department ads, etc. Where no creative artwork is involved will be issued directly to newspapers .

 

Corporation Ads:

 

¨      All Corporation ads should necessarily be routed through this Department .

¨      One receipt of tender notice from Corporation, release orders will be issued to those papers as suggested by Corporation in their letter. The newspaper will be advised to collect the advertisement charges from Corporation only.

¨      Certain Corporation ads will be issued directly by themselves through an ad-agency and request this Department to issue release order to agency concerned. Payment will be made by Corporation only.

 

Payment of Advertisement Charges:

 

¨      Advertisement bills are received from various newspapers will be sorted out paper-wise and month-wise

¨    After the sanction of budget, the total outstanding will be submitted for orders to clear the bills as per the budget availability.  

¨      As per the orders of DIPR for clearing bills upto specified months, bills will be processed and will be submitted for sanction .

¨      After sanction of the amount, bills will be sent to Accounts Section for preferring the claim with P.A.O .

¨      The P.A.O. after scrutiny shall issue cheques and sent to Accounts Section who in turn will hand-over to newspaper concerned .

 

Video Section

 

(a)    APONE: AP ONE (Andhra Pradesh on line news for everyone) is a news collection and analysissystem.

 

(b) The collected News from various districts of Andhra Pradesh fed into a single central server. Various data needs to be generated out of the collected news to, use it for follow up action a leap into the direction of E-Governance. The purpose is to reduce the lead- time in terms of collection of news, classification of news, follow-up action and reporting.

 

(c) Video coverages of Hon’ble CM & VIPs: The Department shall cover the video coverages of Programmes of Hon’ble CM, VIPs and also developmental /welfare schemes undertaken by the Government from time to time.

 

(d) MAIS (Media Analysis Information System): MAIS helps the Government in evaluation the performance of all the departments in terms of news items (adverse/positive) that appear in print and Electronic media and the response of Hon’ble Ministers on different subjects. It is also used to grade all the departments based on a mathematical formula

 

(e) Video Editing: TV Lab shall edit the video coverages of Hon’ble CM, VIPs, other developmental programmes and other channels for telecast purpose.

 

(f) Coordinating with other channels: coordinate with other private channels with regard to telecast of coverages of Hon’ble CM and other programmes being supplied by this Department after due editing.

 

(g) Maintenance of Compuers: As part of computerisation of entire office, this department has procured computers, printers, scanners, servers etc. The VE section shall maintain the computers/printers/scanners/servers by entrusting annual maintenance contract.

 

(h) Maintenance of CTV sets: The VE section shall purchase CTV sets for installing in Grampanchayat in the state for the benefit of rural people. CTV sets shall be maintained by DY. Executive Information Engineers concerned in the districts.

 

(i) Providing video clippings to private parties/Govt. Departments: Video clippings of Hon’ble CM’s programmes, developmental programmes shall be provided to the private parties on requisition for supply of video clippings by charging Rs.500=00 for 5 minutes duration.

 

(j) Providing to A.V. Output to various channels for live telecast of Assembly sessions: The department shall make arrangement for providing A.V. output to various channels for live telecast of Assembly sessions.

 

(k) Preparation of Samachara Darshini: The TV lab shall prepare Samachara Darshini depicting the developmental welfare programmes and cassettes will be sent to the districts for screening in villages for the benefit of rural people through video vans of this department.

 

 

Photo Section

 

“One picture is worth of a thousand words” is an apt saying, photography have immense eye appeal and attractive photographs are described as inner poems of performance, which could be hard, felt or received on the retina of the eye. Therefore, photography is considered as an important adjunct in mass communication. Photographs are accepted as an authentic proof of facts and description of events than printed matter.

 

The Department arranges day to day photo coverages of the engagements of Hon’ble Chief Minister and Governor. The Department also makes coverages  of VIPs, VIPs visits and official functions and meetings of Departments convened on various developmental activities and release these photos to print and electronic media for the benefit of the readers. Photos are also made available for the departments publications, preperation of Posters and Advertisements. Photo enlargements on developmental activities. the State Government and natural devastation are being supplied to the Regional Deputy Directors, Assistant Directors of State Information Centers, District Public Relations Officers as well as Asst. Project Officers for use in exhibitions. Enlarged laminated photo graphs of panoramic group of photos are also being displayed in the chambers of Hon’ble Chief Minister and the Council of Ministers. Department is also presenting albums to VIPs, Governor, Foreign dignitaries during their visits on their visit.

 

Audio Section

 

1. PUBLICITY THROUGH AUDIO CASSETTES:

The Department publicizes the Government’s Welfare and Development activities such as Rajiv Pallebata, Rajiv Nagara Bata, Irrigation Projects etc,  to create awareness among the public through the video publicity vans of the Department by way of Audio Cassettes and distribute the audiocassettes to some public.

 

2. ARRANGEMENTS OF PUBLIC ADDRESS SYSTEM:

 

Where ever V.V.I.Ps/VIPs visits the State, The Department will arrange P.A. system in a big way for large gathering and also state functions, National festivals. P.A. system is also arranged for the programmes of Hon’ble Chief Minister in twin cities and also in the Districts through out the State of A.P.

 

 

 

3. MAINTENANCE OF COMMUNITY RADIO/T.V. SETS:

 

The Department is maintaining community T.V. & Radio sets in Grama Panchayats and other institutions. It undertakes maintenance like repairs etc, of T.V. & Radio sets supervising them at frequent intervals.

 

It also maintains audiovisual equipment such as projectors, Generators, Tape Recorders and Amplifiers etc.

 

4. BUDGET ESTIMATION & ALLOTMENT:

 

Collect the requirements of Budget particulars from all Dy. EIEs and R.I.E.’s in the state and allocate Budget in different heads of plan and non-plan depending upon priority of developmental activities.

 

5. FIELD PUBLICITY

 

Collect monthly progress reports on Field Publicity from all field officers and on review in suggest for improvements according to performance indicators issued by government.

 

6. HUMAN RESOURCE AND FACILITATE MANAGEMENT:

 

Estimate Human resource requirement, analysis job potential and vacancies and take necessary actions to fill up the vacancies. Support the technical assistant to other departments regarding sound and acoustic systems and video conferences.

 

Field Publicity Section

 

1. Collecting Feed back / response of the people in respect of policies / programmes of the Government. Through Field Officers of the department and submitting a consolidated report to the Hon’ble Minister for I&PR every fortnight for taking corrective / remedial action at Government level.

 

2. Co-ordinating with Field Functionaries on Publicity activities in respect of Government schemes/policies for creating better awareness among the People.

 

3. Co-ordinating with different media units of State/Central Government for effective publicity on Government Schemes/Policies.

 

Information Centres

 

The object of establishing the information centre is to provide facilities to organization and individuals interested in policies and achievements of the government schemes, for obtaining authentic information on diverse subjects at one palace with multifarious activities such as reference library, reading room, enquiry desk, the information centre serves as clearing house of knowledge on various topics.

 

There are State Information Centres functioning at Hyderabad, Visakhapatnam, Vijayawada, Rajahmundry, Warangal, Kurnool, Tirupati and Tirumala besides a State Information Centre at New Delhi. District Information Centres at Divisional Headquarters are also functioning. These Centres subscribe for Newspapers and Journals. Centres maintain reference library and Reading Room. These Centres display Information through Charts, Maps Etc., To Publicise Government activities and project good image of the state. The State Information Centre, Hyderabad is well equipped with over 18,000 Books and Reports.

 

Publication Section

 

Information and Public Relations publishes the following the Publications:

 

1.  Andhra Pradesh Journal (Telugu):

 

The magazine provides Official information on various developmental activities undertaken by the State Government.  Many useful and interesting features have also been started in the magazine to increase its readability and popularity, as it will give subliminal publicity to the State Government.

 

The Journal was being published since 1952.

It is the sole Official magazine on behalf of the State Govt. of A.P.

 

The magazine acts as mouthpiece of the State Govt.

 

 

The copies of the magazine are sent to subscribers by post and to open market for sale through a marketing agency.

Planning Section

 

FUNCTIONS:

1) Sending of proposals to the Government. In respect of B.E., R.E. for the financial year under Plan Budget.

2) Distribution of Plan funds to the Field Officers as well as Hqrs.

3) Procuring of monthly expenditure reports of the Zonal officers

4) Sending of monthly expenditure reports to Government

5) Preparation of performance budget & note on Demand in 3 languages to be presented in Assembly.

Accreditation gives access to sources of information.

 

(4) Is it possible to get video clipping from VE- Section?

Yes, As per Government norms, have by paying an amount of Rs. 500 per 5 minutes.

 

(5) Can you provide public Address System to Non-Government Organized Functions?

Sorry, We are arranging only Government Organized Functions. But in the view of security aspects, we are arranging PA system to Non-Government Organized Function also when VVIPs are participating in that functions on orders of Government on Payment basis as prescribed.

 

(6) What is the action Plan to Publicity Coverage through Drushya Vignana Vahanam in rural and urban areas of Andhra Pradesh?

Dy. EIEs of all Districts are prepared action Plan which covers all habitations in the Districts once in Six months. The action Plan is available with concerned RIEs stationed at Hyderabad, Visakhapatnam, Ongole.
