The Government of Andhra Pradesh is offering
the following incentives for the development of film industry in the State.
1. CONCESSION IN ENTERTAINMENT TAX FOR FILMS
PRODUCED IN THE STATE.
The Government have ordered granting of
incentives to Telugu feature films Produced in the state having registered
with the corporation will be eligible for concession in Entertainment Tax.

and G.O.Ms.No.380, Revenue(CT.III) Dept.dt.7.6.2000]
Low budget Telugu Feature films produced and released with minimum 10 prints
and less than 35 prints will be charged Entertainment Tax @ 10% .
High Budget Telugu Feature films produced and released with minimum10 prints
above 35 prints will be charged Entertainment Tax @ 12%.

2. CASH SUBSIDY TO TELEUGU FEATURE FILMS PRODUCED
IN
THE STATE.

All such Telugu Feature films producd in the State, registered with the Corporation
and released in the State with minimum 10 prints and below 35 prints will be
treated as LOW budget film and will be eligible for payment of Rs.10 lakhs as
Cash Subsidy subject to declaration as Low Budget Good Film by the committee
constituted by the Government.
This is an incentive in addition to concession in Entertainment Tax.
This encouragement benefits the producers to make and produce good and useful
films for the benefit of the public. It is expected that about 100 films will
be produced in the State of A.P. by the film makers during the financial year
2002-2003 and 100 more films will be produced during the financial year 2003-2004.
3. CASH SUBSIDY TO CHILDREN FEATURE FILMS PRODUCED
IN THE STATE

In respect of Children Films produced in the State with effect from 14th November,
2001 the Government have ordered the incentives as follows:
(i) sanction Rs.20.00 lakhs cash subsidy to each of the children film produced
in the state for payment as under:
(a) Rs.5.00 lakh payable directly to the laboratory on behalf of the producer
for making release prints (as now exists)
(b) Rs.15.00 lakhs payable directly to producer after release of the film
with a minimum length of 9000 feet and with a minimum of 7 release prints.
(against Rs.5.00 lakhs at present)
(ii) sanction of Rs.15.00 lakhs as additional
incentive by way of cash subsidy for the children films produced in Telugu language,
subject to certification of Good Film selection Committee constituted by the
Government for this purpose (as against Rs.10.00 lakhs at present).
The Government have constituted the Low Budget Good Film selection Committee
vide G.O.Ms.No. 339 GA (I&PR) Dept. dated 2.8.2002.
Due to sanction of incentives the producers are encouraged to make value based
children and good films for the benefit of general public. It is expected that
about 3 children films will be produced by the film makers during the financial
year 2002-2003 and 10 children films for the financial year 2003-2004.
4. COLLECTION OF SERVICE CHARGES BY THE EXHIBITORS

The Government have ordered for enhancement
of the maximum rates of admission for the last class to Rs.10/- from Rs.5/-
in respect of Air conditioned/Air cooled cinema theatres and Rs.6/- from Rs.3/-
in respect of non Air conditioned/Air cooled theatres.
The Government have already permitted the licencees of cinema theatres to collect
from the audience at the rate of Rs.1/- for Air conditioned /Air cooled and
0.50 paise for non Air conditioned/Air cooled theatres towards tax free maintenance
charges in respect of lowest class also. The maximum rates of admission rates
are permitted to the last class are inclusive of the tax free maintenance charges.
The Film viewers are benefits with good maintenance and amenities in the theatres
.
5. HOUSING FACILITIES FOR LOW PAID TECHNICIANS
AND WORKERS OF FILM INDUSTRY.

In the above GO the Government have permitted this corporation to take up construction
of Housing colony for cine workers, technicians and artistes and junior workers
of the film industry in an extent of 12 acres of land allotted at Jubille hills,
while availing financial support of the HUDCO. The Government has been requested
to give guarantee for the finances being provided by the HUDCO .The matter is
under examination by the Government.
6. FINANCIAL ASSISTANCE AT CONCESSIONAL RATE
OF INTEREST TO ENTREPRENURES FOR SETTING UP OF INFRSTRUCTURAL UNITS IN THE STATE.
With a view to develop the infrastructural facilities
in the state for the purpose of production of feature films and create employment
opportunities the Government is providing financial assistance to the infrastructural
units at low rate of interest and long repayment schedule. The rate of interest
being charged is @ 12% . The repayment period is 15 years inclusive of 5 years
moratorium period.. As of now an amount of Rs.543.60 lakhs have been disbursed
to various infrastructural units established in the State.
This activity benfits the society by creating employment in different departments
of film industry..
7. PRESERVING OF FILMS
To preserve the classical films and Award winning
films produced in Telugu language and also to preserve history of Telugu cinema
since its inception in Archives with Library facilities is being planned.
This benefits the future generation to know the old and classic films made by
reputed film makers, which contain moral, ethical and cultural values at that
time..
8. NANDI AWARDS TO FEATURE FILMS, TELEVISION
FILMS AND THEATRE
As part of the encouragement and with a object
for promotion of films in Telugu lanaguage of cultural, educational value of
high aesthetic and technical standards or with social relevance the corporation
on behalf of Government is presenting Nandi Awards to Telugu feature films,
Television films and Theatre.
This encourages the artistes of film, television and theatre to exhibit their
talents more and more, which in turn benefits the viewers and general public in
developing morality.
9.SCHOLARSHIPS TO STUDENTS PURSUING COURSES
IN FILM MAKING
The students of Andhra Pradesh pursuing courses
in Film Making in Film and Television Institute of India, Pune and Film and
Television Institute of Tamil Nadu, Chennai are sanctioned scholarship amount
of Rs. 10,000/- per student per annum with effect from 2002-2003, (previously
Rs.6,000/- per student per annum). During the financial year 2003-2004, it is
expected to grant Scholarship to 10 students.
This encouragement will befit the students interested in this
field and gets employment. In addition to above the film industry is benefitted
with trained film makers.
10.PRODUCTION OF DOCUMENTARIES AND NEWSREELS
The corporation produces documentaries and newsreels
on different programmes / schemes of the Government. The films produced by the
Corporation are released through the theatrical circuits of Films Division,
Government of India. In addition to above the copy of the films made in VHS
are shown on video screens through field units of Information and Public Relations
Department.
Certain films are made in video format under
the guidance of the Adviser to Government Electronic media and telecast over
the different Television channels in the State.
The films made will depict the welfare programmes on developmental
activities of the government having educational, social , moral values, for
the benefit of the general public and also informative.
11.SHOOTING PERMISSIONS TO FILM PRODUCERS
The Film producers in the state are required
to obtain shooting permission to conduct shooting of their films in outdoor
locales viz. Government parks, roads, buildings, lakes, reservoirs, dams etc.
This corporation is issuing permissions to the producers after collecting Rs.500/-
towards charges per day per location.
He film makers are benfitted by saving time as this programme
is single window programme.
12.CENSOR OFFICE IN FDC COMPLEX
The Corporation has provided office space for
housing office of Central Board of Film Certification(CBFC) Hyderabad in FDC
complex.
The film producers are benefitted with the facility in FDC complex
where FDC preview theatre is available. The corporation is also equipped with
VHS camera for recording of the films for the purpose of giving copy to the
CBFC. by the producers
13.CONDUCTING OF FILM FESTIVALS
The corporation in collaboration with Government
of India Ministry of I& B organise International Film Festivals and International
Children film festival in the State during which films made by different film
makers all over the world and in different languages depicting moral values,
talents, nature of living in respective countries are screened.
This activity benefit the film makers, film goers, and general public to know
the culture of different countries.
