Steam generating water at elevated
pressure and temperature is explosive in nature and explodes when it is suddenly
exposed to Atmospheric Pressure due to failure of Boilers. Such explosion causes
destruction of life and property around these Boilers.
In view of the hazardous explosive nature of water in Boilers and in consideration
of the versatility of use of Boilers in all types and sizes of Industries starting
from a tiny edible oil mill to a giant Thermal Power Plant, the Indian Boilers
Act, 1923, and Regulations and Rules thereunder, are made to ensure proper design,
manufacture, operation and maintenance of Boilers.
Initial and Continued Safety of Boilers:
All Boilers are designed and manufactured as stipulated in the Indian Boiler Regulations, 1950, which is an exhaustive manufacturing code. Thus, proper design of a Boiler provides initial safety to a Boiler. The continued safety of a Boiler is ensured by periodical inspections by Boilers Inspectorate.

Appointment of Chief Inspector and Other Inspectors (section
5):
Section 5 of the Act empowers the State
Government to appoint the Chief Inspector, Deputy Chief Inspectors and Inspectors
and to define local limits within which each Inspector or Deputy Chief Inspector
shall exercise the powers and perform the duties conferred and imposed on them
by or under the Act. The Chief Inspector, now designated as Director of Boilers,
is the head of the Department and all Deputy Chief Inspectors and Inspector exercise
their powers and perform their duties under his administrative and technical control.
At present the Boilers of rating 93 square metres and below are within the jurisdiction
of the respective Inspectors and Boilers of more than 93 square metres rating
are in the jurisdiction of respective Deputy Chief Inspectors. There are eight
(8) Deputy Chief Inspectors and fourteen (14) Inspectors in the state at present.
The jurisdiction of all officers of the state is given in the annexed G. O. Ms. No. 160,
dated 15. 10. 1999, of Energy (CCB) Department.
Guidance to New Industries:
Whenever a Boiler is to be purchased for
a new Industry or another Boiler is to be added to an existing Industry, they
Can purchase either a new Boiler or a second
hand Registered Boiler from within the state or from outside the state.
In respect of a new Boiler the purchaser
shall ensure that it is manufactured and certified under Indian Boiler Regulations,
1950. The Certification shall include originals of Form-II of Indian Boiler
Regulations alongwith annexed Form-III, Form-IV and approved drawings.
It is also necessary that original certificates for all Mountings and fitting
shall also be supplied by the Boiler manufacturer. If
it is a second hand Registered Boiler working within the state, they can verify
from the concerned Inspectorate or the Directorate about the genuineness and condition
of the Boiler. In respect of a Registered
second hand Boiler from outside the state, they must ensure genuineness and condition
of Boiler from respective Inspectorate and/or Directorate of that state. They
shall intimate the Inspectorate in Andhra Pradesh stating that they received the
Boiler in their Factory. The receipt of the Boiler is verified by the Inspectorate
in Andhra Pradesh and concerned Directorate of other State is requested by the
Directorate of Andhra Pradesh for sending the Records of the Boiler. It is very
important to note that any action by the Andhra Pradesh Boiler Inspectorate will
be taken only after receipt of Boiler Record from the State from which the Boiler
was brought to Andhra Pradesh. In
any case, the Boiler erection shall be carried out by an approved Boiler Erector
after obtaining permission of the Director of Boilers. The
Boiler owner, after receipt of the Boiler alongwith Indian Boiler regulations
documentation or record from the other state, shall make an application stating
that Boiler registry number or maker Number, rating of Boiler, address of factory,
and name and designation of Authorised signatory. A Challan for prescribed Inspection
fee and Registration fee (applicable to only new Boilers) shall be enclosed to
the application. The scales of inspection fee applicable are given in annexure
I & II and the annexure III. The permission for erection is given by the director
of Boilers duly appointing an inspecting officer of the Department for carrying
out stage wise inspections during erection. After completion of final stage of
inspection, the inspecting Officer issues a certificate (provisional order) for
use of the Boiler. In respect of
the steam pipelines, the Boiler owner shall submit layout drawings in triplicate
alongwith Challan for the fee prescribed in the annexure- I. Then, the erection
of pipeline shall be carried out by an approved erector after obtaining prior
permission of the director of Boilers. Only IBR certificated material shall be
used for fabricating the pipeline.
The erection shall be done under
the stage-wise inspections of the Inspecting officer appointed by the Director
of Boilers after completion of final inspection. The Boilers Department permits
the charging of Steam pipeline.
Periodical (annual) Certification of Boilers and Steam Pipelines:
After initial certification, all Boilers shall be offered for periodical (annual) inspection for further certification for use. If the owner of a Boiler intends to use the mentioning the Boiler Registry Number, rating, Address of Factory and name and designation of Authorised Signatory shall be made to the concerned Deputy Chief Inspector/Inspector as given in annexure. IV and such application shall be received in the said office before the expiry date of the certificate. A Challan towards inspection fee as prescribed in annexures I and II shall be enclosed to the application. The Inspector will fix a date of inspection with in 30 days of expiry date of the Boiler certificate or the date of receipt of application for inspection is received in the office of respective Deputy Chief Inspector/Inspector before the expiry date of the certificate, the period from the certificate expiry date to the date of inspection may be used by Boiler owner for using the Boiler and /or for cleaning and preparing for inspection. The Inspector will give minimum 10 days advance notice to the Boiler owner for inspection of their Boiler. The Boiler will be inspected by the Inspector precisely on the intimated date of Inspection. This provision is made in the Act in the interest of Boiler owners to minimize Boiler down time for Inspection. After the Inspection, the Boiler is certified for use for a period not exceeding 12 months.
Prohibition of Use of Boiler (Section 6 Of The Act):
Section 6 of the Indian Boilers Act prohibits the use of unregistered and uncertified Boilers. No owner of a Boiler shall use the Boiler or permit it to be used
- Unless it has been registered in accordance with the provisions
of the Act
- In the case of any Boiler which has been transferred from
one state to another, until the transfer has been reported in the prescribed
manner
- Unless a certificate or provisional order authorizing the
use of the Boiler is for the time being in force under the Act
- At a pressure higher than maximum pressure recorded in
such certificate or provisional order
- Where the State Government has made rules requiring that
- Boilers shall be in charge of persons holding certificates
of proficiency or competency, unless the Boiler is in charge of a person holding
the certificate required by such rules
Cease of a Certificate to be in Force (section 8):
A certificate authorising the use of a Boiler shall cease to be in force: -
- On the expiry of the period for which it was granted
- Where any accident occurs to the Boiler
- When the Boiler is moved. The Boiler not being a vertical
Boiler the heating surface of which is less than 18. 58 square metres, or
a portable or a vehicular Boiler
- When any structural alteration, addition or renewal is
made in or to the Boiler
- If the Chief Inspector in any particular case so directs,
when any structural alteration, addition or renewal is made in or to any steam-pipe
attached to the Boiler
- On the communication to the owner of the Boiler of an order
of the Chief Inspector or Inspector prohibiting its use on the ground that
it or any steam-pipe attached thereto is in a dangerous condition
