ORDER:
In the circumstances reported by the Director of Culture in the letter 3rd read above and after careful examination Government hereby accord sanction for incurring an amount not exceeding to Rs.11,72,500/- ( Rupees eleven lakhs seventytwo thousands and five hundred only) during the financial year 2003-2004 in order to meet the expenditure towards sanction of financial assistance to indigent artists and men of letters @ Rs.500/- per month for one month i.e. June, 2002 to each artist covering 2,345 old artists as detailed in the Annexure, subject to the following terms and conditions:-
1. Government hereby authorise the Director of Culture, to disburse the amount sanctioned above to all the District Collectors as mentioned in the annexure to this order.
2. The District Collectors concerned shall disburse the financial assistance to the individual artists who are in indigent circumstance through Demand Draft/Cheque @ Rs.500/- per month, district wise as annexed to this order together with the list of beneficiaries district wise for one month, i.e., June, 2002, during the financial year 2003-2004.
3. The District Collector concerned shall ensure the genuineness of the beneficiary whether he is alive or not while disbursing the Demand Draft/Cheque.
2. In respect of the artists who are residing out side the State i.e., 8 artists ( as mentioned in the Annexure), the Director of Culture is authorised to draw and disburse the same on the same analogy.
3. The expenditure sanctioned in para 1 above shall be met from the following head of account:-
``2205 - Art and Culture - MH 102 - Promotion of Art and Culture - SH- (04) Assistance to various institutions - 310 - Grant-in-aid - 312- Other Grants-in-aid ( Non-Plan)
4. The Director of Culture shall obtain Utilisation certificates from the District Collectors every month and report compliance.
5. The Director of Treasuries is instructed to issue necessary instructions to all District Treasury Officers to admit the bill when presented by the District Collector.
6. This order issues with reference to the BRO issued vide G.O. 4th read above.
