O R D E R:

    In thecircumstances reported by the Engineer-in-Chief (R&B), A&EAP, Hyderabad, in hisletters read above, the Government hereby accord sanction to the Engineer-in-Chief(R&B) A&EAP for an amount of Rs.4.795 Crores (Rupees Four Crores Seventy NineLakhs and Fifty thousand only) towards entrustment of consultancy in favour of M/s. VICRoads, Australia for Pilot Road Maintenance Project under A.P.State Highways Project. TheEngineer-in-Chief (R&B) A&EAP, Hyderabad is requested to send necessary proposalsfor allocation of an amount of Rs.95.00 Lakhs (Rupees Ninety Five Lakhs only) towardstaxes and duties to be borne by the State Government during the year 1999-2000.

2. The expenditure onaccount of the above sanction should be debited to "5054 - Capital outlay on Roadsand Bridges on Department and other roads 800 other expenditure - E - externally aidedprojects SH (14) improvement of roads and development of rural roads with World Bank loanassistance - 330 payment for professional and special services - 334 other payments.

3. This order issues withthe concurrence of the Finance & Planning (Fin.PMU) Department vide theirU.O.No.939/Fin. PMU/99-1, dt.21-9-99.

N O T E

The proposal of theEngineer-in-Chief (R&B) A&EAP, to accord administrative sanction for an amount ofRs.4.795 Crores towards entrustment of consultancy in favour of M/s. VIC Roads, Australiafor Pilot Road Maintenance Project under APSHP, has been approved in circulation to C.M.on p.2 ante and it wad desired to see the details pertaining to the slices to be taken up.

Also in a separate fileC.No.11015/R.IV/2/99, the proposal of the Engineer-in-Chief (R&B) A&EAP, Hyderabadto accord administrative sanction for PRMP Contract slices N1, N2 in Nalgonda, K1, K2 inKurnool, G1, G2 in Guntur District has been approved in circulation to C.M. with theapproval to the slices C1, C2 in Chittoor instead of Kurnool.

The Engineer-in-Chief whowas addressed in the matter has furnished the details of the road lengths slice wise to betaken up under PRMP in all three districts of Nalgonda, Kurnool and Guntur slice wisewhich may be seen at Annexure-I of Flag-A.

In this connection, theEngineer-in-Chief has stated that the above mentioned roads in Annexure-I under each slicehas been proposed duly conducting the survey and detailed assessment by the consultantsM/s. VIC Roads, the consultants have been demobilised the contract documents for the aboveslice N1, N2 in Nalgonda District, K1, K2 in Kurnool District and G1, G2 in GunturDistrict have been communicated to World Bank and No objection has already been obtainedfrom World Bank.

With regard to the ordersreplacing Kurnool by Chittoor the ENC has stated that the roads proposed under the sliceC1 and C2 in Chittoor District in Annexure-2 have been submitted in the C.M's Office forapproval land the the contracts C1, C2 will be finalised only after the consultantsM/s.VIC Roads are re-mobilised.

Since this project hasalready been delayed and in order to avoid further delay the Engineer-in-Chief hasrequested to issue necessary orders for the PRMP slice N1, N2, G1, G2 and K1, K2 pendingfinalization of roads in Chittoor District C1 and C2 so as to enable to call for quotationand ground the work.

The Engineer-in-Chief hasinformed that after obtaining approval for C1 and C2, tender will be invited and work inthese will be taken up duly meeting the expenditure from normal maintenance grant insteadof World Bank funds. The connected file bearing C.No.11015/R.IV/2/99 with the aboveproposal has already been circulated to C.M. on 15-3-2000 and its return is awaited.

In view of the aboveposition stated this may be sent to the D.S. to C.M. with a request to appraise theposition and to obtain the approval of the C.M. in the file referred to above.
