ORDER:

    In the reference 1st and 2nd read above orderswere issued reorganising the R&B Department with a view to strearline the structure,irprove the efficiency and accountability of staff of R&B repartrent at various levelsparticularly in constructions, operation and maintenance of Roads, Builidings and Bridgesin the State.

2) In the reference the third read above, orders were issuedconverting certain N.H. Circles/divisions into corposite R&B Circle/Divisionsascertain N.H. Circles/divisions have become surplus in the wake of decision of NationalHighway Authority of India to take over N.H.5, as mentioned below:-

1. The office Superintending Engineer (R&B) N.H., Circle, Visakhapatnam has been shifted to Vizianagaram and redisignated as S.E. (R&B) Vizianagaram in view of the transfer of N.H.5 to N.H.A.I.
2. The office of S.E.(R&B) N.H. Circle, Nellore has been shifted to Ongole, Prakasam District and re-disignated as Superintending Engineer (R&B) Ongole.
3. The office of Superintending Engineer (R&B) N.H. Circle, Kurnool has been shifted to Anantapur and redisignated as Superintending Engineer (R&B), Anantapur
4. The Exeutive Engineer (R&B), N.H. division, Visakhapatnam has been shifted to Parvathipuram in Vizianagaram district in view of transfer of N.H.5 to N.H.A.I.
5. The N.H. division, Srikakulam has been converted as R&B division, Srikakulam (North)

3) In the reference fifth read above, the Chief Engineer(R&B) N.H., has reported that the Ministry of Surface Transport, Government of Indiaentrusted the mainteanance of N.H.5 to State P.W.D. and certain state roads were declaredas National Highways and requested the Government to reconvert composite divisions/circlesinto N.H. divisions and Circles.

    After careful examination of the matter insupercession of orders issued in the reference fourth read above, the Government havedecided to reconvert R&B composite divisions/circles into N.H. divisions/circles asdetailed below:-

1. The National Highway Circle, Visakhapatnam which was earlier converted into regular R&B circle at Vizianagaram isnow ordered to be reconverted as N.H. circle and its headquarters shall be at Vizianagaram.
      
       Consequent on reconversion of R&B circle Vizianagaram as N.H. circle Vizianagaram the regular S.E., at Visakhapatnam will now look after the R&B work of Srikakulam, Vizianagaram and Vizag districts and the S.E.(R&B) N.H. Circle at Vizianagaram will look after the N.H. work as it existed earlier.
   
2. The N.H. Circle at Nellore which was earlier converted as regular R&B circles, Ongole is now reconverted as N.H. circle and its headquarters shall be at Ongole and the jurisdiction of N.H. circle,
   Ongole will be as it existed prior to issue of orders of re-organisation.
   
   Consequent on the reconversion of R&B Circle, Ongole as N.H. Circle, Ongole, the regular
   Superintending Engineer, Nellore will lookafter the R&B work in Prakasam and Nellore District.
   
3. The N.H. Circle Kurnool which was earlier converted as R&B Circle at Ananthapur is now reconverted as N.H. Circle with Headquarter at Anantapur only.  The jurisdiction of N.H. Circle, Anantapur will be the same of erstwhile N.H. Circle, Kurnool.
   
       Consequent on reconversion of R&B Circle, Ananthapur as N.H. Circle, the regular Superintending Engineer at Kurnool shall lookafter the R&B works of Kurnool and Ananthapur Districts.
   
4. The R&B division at Srikakulam (North) is now reconverted as N.H. division at Srikakulam and its jurisdiction will be as itexisted earlier to reorganisation.
   
       Consequent on reconversion on R&B division Srikakulam (North) as N.H. division, Srikakulam, the Executive Engineer (R&B), Srikakulam (South) will be the incharge of entire Srikakulam district.
   
5. The N.H. division, Visakhapatnam which was earlier converted as corposite R&B division Parvathipuram is now reconverted as N.H. division, Parvathipuram with its Headquarter at Parvathipuram.
   
   Consequent on conversion of R&B division Parvathipuram as N.H. division Parvathipuram, the Executive Engineer (R&B) division, Vizianagaram will be incharge of all the R&B works of Vizianagaram district.

5)    The Quality Control division at Warangal isordered to be converted as N.H. division with Headquarters at Warangal.  The QualityControl division Cuddapah is converted as N.H. division with Headquarters at Madanapalli.

6)    The cost on the staff of the above N.H.divisions and circles shall be born by Government of India.   These orders donot require the concurrence of Finance and Planning Department as there are no financialimplication.

7)     The Engineer-in-Chief (R&B) Admn.,shall take necessary action and send necessary posting proposals.
