Passenger Friendly Schemes in APSRTC:

To meet the needs of the public and to survive the competition, certain schemes were introduced. Long distance services to various residential areas and townships like Bharat Heavy Electricals Limited, Electronic Corporation of India Limited, etc have come into operation in Hyderabad.

Separate registration in APSRTC

Yes, separate registration is mandatory to carry out works in APSRTC. However, if the tender is already got registered with any other Governmental Department, he can participate in tendering. But, he should get registered in APSRTC before entering into agreement.

Advertisement for Officer's post

The APSRTC generally advertises for the post of Officer- Under-Training(Technical), Officer-Under-Training(General). After completion of training the Officer-Under-Training (Technical)/Officer-Under-Training (General) these Officers are posted as Depot Managers, Asst. Traffic Managers, Per- sonnel Officers, Stores Officers etc.

Way to apply for the post of Officer-Under-Training

The APSRTC notifies the vacancies community-wise including posts reserved for Women in the prominent local news papers besides informing to the Employment Exchange, Professional and Executives.

Applying directly for the post of Officer-Under-Training

Yes. A person can directly apply to the post of Officer- Under-Training whenever the APSRTC advertises the vacancies. The prescribed applications are sold at the specified places on payment of prescribed fee.

Entrance Test

Yes. There will be competitive written test followed by an interview to the candidates who have passed the written test.

Reservations and relaxation's for Women candidates

Yes. In all the direct recruitment posts, the APSRTC follows the Rule of Reservation for Women @ 33 1/3% and community- wise. The posts reserved for women are filled up only by the women candidates belonging to the same community and are not filled up by the male candidates. However no relaxation are existing for women.

Duration and stipend of training

  1. One year training is imparted in the case of Officer-Under- Training (Technical), and Officer-Under-Training (General).
  2. The training consists of exposure to various modules relevant to Transport Organisation. During this period, they are also imparted specialised training at the prestigious institute viz., Central Institute of Road Trans- port, Pune, at APSRTC Transport Academy, Hyderabad and at various depots.
  3. They are paid a stipend at the minimum of the Time Scale of Junior Scale Officer.

Places of posting

The Officers are liable to be posted at any place in APSRTC or at such of the place where the Corporation run its services, depending upon a the exigency.

Requisite educational qualifications for the posts of Officer-Under-Training (Technical), Officer-Under- Training (General).

  1. For the post of Officer-Under-Training (Technical) - the candidate (i) must be a Graduate in Mechanical Engineering from a recognised University or have passed Sections 'A' and 'B' of the Associate Membership examination of the Institute of Engineers (India) in Mechanical/Automobile Engineering: (ii) must not be above 27 years of age as on 1st July of the year in which the recruitment is made.
  2. For the post of Officer-Under-Training (General) - the candidate (i) must hold a Second Class Masters' Degree in any subject from a recognised University / Institu- tion established by law in India; (OR) (ii) must be a Graduate in Law securing II Class from a Recognised University/Institution established by Law in India; (OR) (iii) must be a Graduate in Engineering from a Recognised University or have passed Sections 'A' and 'B' of the Associate Membership Examination of the Institution of Engineers (India) in any discipline of Engineering; and (iv) must not be above 27 years of age as on 1st July of the year in which the recruitment is made.
Note:
  1. If any University or Institution does not give Class, the candidate must have secured not less than 50% marks in the qualifying examination.
  2. A model application form is also reproduced which is normally applicable for the posts of Officers in APSRTC which is self-explanatory.

Procedure for recruitment of a Supervisor

As and when requirement arises, the APSRTC notifies the posts community-wise, Zone-wise in the prominent local news papers, besides placing requisition on the Employment Ex- changes.

How to apply for the Supervisor Post

Whenever the posts are advertised in news papers - (a) for certain posts the candidates have to purchase the application forms at the specified places on payment of prescribed fee and (b) for some posts the candidates can apply directly at the address given duly enclosing their bio-data and xerox copies of all the certificates, provided they fulfil the requirements.

Entrance test for the post of Supervisor

Yes. There is a written examination for the posts of Supervisors which are of two types viz., Traffic Supervisor (Trainee) and Mechanical Supervisor (Trainee). (The educational qualifications, age criteria etc. are detailed in the advertisement and also in the Instruction Book-let which will be supplied to the candidates while purchasing the application form. Candidates desirous of applying have to necessarily fulfil the requirements. The eligible candidates will be advised to appear for a written test which is conducted for Traffic Supervisor (Trainee) and Mechanical Supervisor (Trainee). The successful candidates are exposed to an interview before selection).

Physically Handicapped candidates are not eligible for the posts of Traffic Supervisor

The Physically Handicapped Candidates are not eligible to apply for the above posts, since both posts require physical endurance to a great extent, which normally cannot be performed by a Physically Handicapped person.

Women candidates are eligible for the above posts

Yes. The Women candidates are also eligible to apply for the above posts. They have a reservation of 33 1/3% for all the posts in APSRTC. There is no relaxation for any of the requisite conditions.

Yes, the Rule of Reservation for Women in APSRTC is implement- ed

Yes. The Rule of reservation for women in APSRTC is implemented from day one of the introduction of the exclusive reservation for Women @ 33 1/3% for all direct recruitment posts. APSRTC in fact, is one of the first Organisation to introduce reservation for women in accor- dance with the directive of the Govt. of A.P. From the year 1996 (i.e. the date of introduction of Reservation for Women) to 2001, 5090 women Conductors were recruited in APSRTC and 226 women candidates were recruited in the other posts like Traffic Supervisors, Mechanical Supervisors, Officer-Under-Training etc.

Training period for the post of Supervisor

Yes. There is a training for a period of one year for both Traffic as well as Mechanical Supervisors. On selection they are trained at the respective Zonal Staff Training Colleges, against Zone for which they are selected duly executing a bond that in case if they leave the Organisa- tion before completion of the training, they are liable to pay the stipend, training charges etc. During the period of training the candidates are paid stipend amount at the minimum of the Basic Pay.

Supervisor's training

Training is imparted to the successful candidates at the respective Zonal Staff Training Colleges initially, and followed by on the job training at various depots. They are also exposed to specialised training at TELCO and Ashok Leyland Institutions. At the end of the successful comple- tion of one year training, they are subjected to a test and after passing of the test, they are posted to various depots in the Zone to which they have opted as Dy. Superintendent (Traffic)/Dy.Superintendent (Mechanical).

Educational qualifications prescribed for the post of Traffic Supervisor (Trainee) and Mechanical Supervisor (Trainee)

  1. For the post of Traffic Supervisor (Trainee) - the candidate (i) must be a Graduate of a recognised Uni- versity and (ii) must not be more than 25 years of age as on 1st July of the year in which the recruitment is made.
  2. ) For the post of Mechanical Supervisor (Trainee) - the candidate (i) must have passed the DAE/DME/DEEE examination conducted by the Department of Technical Education, Government of A.P. or its equivalent qualification as recognised by Department of Technical Education, Govt. of A.P. and (ii) the candidate must not be more than 25 years of age as on 1st July of the year in which the recruitment is made.

Educational qualifications and physical standards for the post of Driver

For the post of Driver - the candidate (a) must be able to read,write a regional language i.e, Telugu or Urdu; (b) must not be less than 165 cms in height; (c) must have been holding a Driving License valid for Driving HPMV and HGV or "TRANSPORT VEHICLE" continuously for a period not less than 5 years on the date of selection; (d) must not be above 25 years of age and below 35 years of age as on 1st July of the year in which recruitment is made.

Recruitment for women candidates

Yes. The requirements are same inclusive of physical standards for the women candidates also, for the post of Driver.

Driving Test prescribed for the candidates applying for the post of Driver

Yes. The candidate applying for the post of Driver in APSRTC has to necessarily pass a driving test conducted by a Committee of Officers constituted exclusively for the pur- pose. There are several posts for which direct recruitment is made in APSRTC. Most commonly the recruitment is made for the posts of Driver and Conductor. For other posts the recruitment is occasional. Therefore, the relevant information along with the prescribed proforma is furnished hereunder for the benefit of common public.

Educational qualifications and physical standards for the post of Conductor

For the post of Conductor - the candidate (a) must have passed SSC or an equivalent examination; (b) Must not be less than 153 Cms in height; and (c) must be above 21 years of age and below 35 years of age as on 1st July of the year in which the recruitment is made.

Eligibility criteria for women candidates

Yes. Requirements are the same inclusive of physical standards for the women candidates for the post of Conductor.

Yes. There is a reservation for women @ 33 1/3% for the post of Conductor.

Age relaxation for reserved candidates

candidates belonging to SC, ST and BC communities. In case Ex-Service personnel, the length of service rendered in Defense service is relaxable subject to the condition that the maximum age of such Ex-Service personnel should not exceed 45 years.

Advertisement is released by the respective Regional Managers duly indicating the number of posts reserved community-wise which includes the posts earmarked for women candidates also. The applications are available at all the Depots of Region (District) where the advertisement is published for filling up the vacancies on payment of pre- scribed fee.

Leave eligibility criteria

  1. CASUAL LEAVE:- Employees appointed in Class-I,II,III & IV services are eligible for 15 days casual leave during a calender year. The CL which is not availed during the year will lapse.
  2. EARNED LEAVE:- The Earned leave admissible to the employees after completion of one year of service shall be -
  3. HALF PAY LEAVE:- The half Pay Leave admissible to employees in respect of each completed year of service shall be-
  4. MATERNITY LEAVE:- A female Employee/ A female employee employed on the basis of daily wage, provided she has worked for not less than 160 days in a period of one year of service/engagement, is eligible for Maternity leave on full pay/ Wage for a period of twelve weeks.
  5. HOSPITAL LEAVE:- Subject to certain limits specified Vide Reg. 46 of Leave Regulations, Hospital Leave may be granted to the employees as follows:-
  6. ENCASHMENT OF EARNED LEAVE:- An Employee in any class of service be permitted to surrender and encash Earned Leave to his credit which shall not exceed 15/30 days at any time with in a block period of One/Two calender year(s) as the case may be.

Medical Facilities

The APSRTC provided dispensaries manned with the RTC Doctors at all the District Head Quarters. A 200 bedded Hospital was constructed at Tarnaka, Hyderabad to provide Free Medical aid to the Employees.

As per the Medical Attendance Regulations the Family Members i.e.,(a) Spouse; (b) wholly dependent sons under 21 years of age; (c) wholly dependent un-married daughters; (d) Sons who are bonafide students of Recognised educational Institutions and wholly dependent on the employee; (e)Invalid children i.e., Sons and daughters, are eligible for Medical Aid.

The dependent parents are entitled to free Medical Attendance and treatment to the extent available at APSRTC Dispensaries, APSRTC Hospital, Tarnaka, Osmania General Hospital, Hyderabad, Gandhi Hospital, Secunderabad and other Govt., Hospitals.

In addition to the above APSRTC has notified certain hospitals like NIMS, Chitanya Eye Hospital, Vijayawada to provide Specialist treatment to the employees.

Conduct Regulations

The APSRTC is a labour Oriented Organisation where the major work force ie., 70% of the total strength will be in the categories of Conductors and Drivers. As such, majority of the disciplinary cases deals with Cash & Ticket Irregularities, Accidents, Damages, Thefts, Assaults, and Absenteeism etc.

The Persons employed in APSRTC are governed by the Provisions of various Regulations Viz., Temporary Association of Persons, Conduct, Leave, Medical Attendance, Bus Pass, Service, Pay & Allowances, Travelling & Daily Allowance, Classification Control & Appeals.

All the persons employed by the Corporation, but does not include a person who is employed on daily wage basis, shall abide by the Conduct Regulations. They shall comply with the Provisions of Regulations or Resolutions made by the Corporation from time to time.
