ORDER:

 

Government has been running a large number of Social Welfare hostels with the objective of providing convenient educational facilities to the students of weaker sections. With a view to reach the objective of providing Government buildings for all the S.W. hostels in a phased manner, the Government has decided to take up the construction of permanent buildings for 330 S.W. Hostels and works in 170 Social Welfare Residential Schools in the State during the current financial year 2003-2004.

 

2(a). In pursuance of the above decision, sanction is hereby accorded to the District Collectors for construction of permanent buildings for 330 S.W. Hostels each at a cost of Rs. 12.5 lakhs ie. at a total cost of Rs. 41.25 crores. A copy of the type design and abstract estimate for the hostel building will be communicated by the Commissioner of Social Welfare separately.

 

2(b). Sanction is also accorded for taking up 170 residential hostels in the A.P.Social Welfare Residential Educational institutions Society at a total cost of Rs. 17.00 crores. The Secretary, APSWREIS shall take consequential action for identification of the works and their execution. The Secretary, APSWREIS will also send periodical report on the works undertaken.

 

3.A statement showing allocation of Social Welfare hostel buildings in each district is enclosed as Annexure. While determining the targets for various districts priority has been given for covering the maximum number of girls hostels which are currently located in private rented buildings.

 

4.Source of funding for construction of 330 S.W. Hostel buildings each at a cost of Rs. 12.5 lakhs will be as shown below:

 

a) Rs. 6.2 lakhs shall be drawn from the Rice Component of Food for Programme.

b) Rs. 1.9 lakh shall be drawn from 15 % earmarked funds for the welfare of SCs in the ZPP, MPP and municipalities.

c) Rs. 2.3 lakh per building will be provided by Commissioner of Social Welfare from Special Central Assistance.

d) The balance of Rs. 2.1 lakhs will be provided by the Commissioner of S.W. by way of re-appropriation within the Department.

 

5. The Collectors should identify the locations where the hostel buildings will be constructed as per the targets indicated in the Annexure duly observing the following guidelines:

a)                    Priority shall be given to the S.W. Hostels located in private buildings in respect of which representations have been received from the public representatives or during the JB programme.

b) Priority may be given to hostels where sites are readily available.

c)      Priority may also be given to hostel buildings where the existing private

building is in a poor condition.

 

6.The list of places identified for construction of hostel buildings shall be referred to Commissioner of S.W. for formal approval by 10-07-2003, positively in the following format:

7.The construction shall be taken up soon after the approval is given by Commissioner of Social Welfare and shall be completed within a period of 5 months The works shall be executed by the Engineering Wing of Social Welfare Department. The Collectors are requested to send monthly progress reports to the Commissioner of Social Welfare.

 

8. This Order issues with the concurrence of PR & RD Dept (vide their U.O.No. 7471(A)/Progs.IV/A/03, dated 19.06.2003) and MA & UD Dept(vide their U.O.No. 3865/Prl. Secy.MA&UD/Peshi, dated 24.06.2003) in relation to the utilization of the 15% earmarked funds for the welfare of SCs in ZPP, MPP & Municipalities.

During the Cabinet meeting held on 5-6-2003, it has been decided to take up 500 hostel buildings each at a cost of Rs. 10 lakhs and 300 community halls at a cost of Rs. 4 lakhs with a total commitment of Rs. 50 crores and Rs. 12 crores respectively.

3. Two draft G.Os in respect of Hostel buildings and Community Halls are placed below. The matter has also been discussed with Prl. Secretary (Finance) at a meeting held on 11-6-2003. As no additional Budget is being sought from Finance Department, they want us to go ahead with the issue of G.O.

4. The file is circulated to P.R. and M.A. & U.D. Departments for their concurrence on drawing of funds from 15% earmarked funds for welfare of SCs in PR local bodies and Municipalities, before orders are issued.
