ORDER :
The State Election Commission has issued Notifications in the references 1 to 3 read above, for conduct of ordinary elections to the 96 Municipalities and 11 Municipal. Corporations in the State on 24.9.2005 (Saturday).
2. The Secretary, State Election Commission, in the reference fourth read above has requested the Government, to issue necessary orders on certain important items in connection with the conduct of ordinary election to the Urban Local Bodies.
3. Government therefore hereby issue the following orders:
1. All the District Collectors in the State except Hyderabad District shall declare public holiday in respect of Govt. offices and local bodies on the day of poll in the areas covered by respective Municipalities / Municipal Corporations where the elections are being conducted.
2. All the District Collectors in the State except Hyderabad District shall declare local holiday for use of public buildings, educational institutions buildings etc., situated in the respective areas of Municipalities and Municipal Corporations for conduct of elections.
3. All the District Collectors in the State except Hyderabad District shall declare public holiday to facilitate employees of public and private undertakings / firms to exercise their franchise.
4. All the District Collectors in the State except Hyderabad District shall declare the day of poll as a public holiday under the Negotiable Instruments Act.
5. All the District Collectors shall take necessary action to issue the instructions to District Officers to spare vehicles for election purpose.
6. All the District Collectors in the State shall take necessary action to issue instructions on conduct of Govt. Servants in relation to elections to local bodies.

7. All the District Collectors in the State except Hyderabad District shall take necessary action to issue instructions for prohibition on sale of liquor during 48 hours prior to the hours fixed for completion of poll and also on the day of counting of votes.
8. All the District Collectors in the State shall take necessary action for payment of TA / DA payable to polling and counting personnel drafted on election duty for the elections as per flat rates fixed in G.O. Ms. No. 102, GA (Elections.C) Department, dt. 11.4.2004 (copy enclosed).
All the District Collectors in the State shall take necessary action accordingly.
