ORDER:

In the references read above instructions / orders were issued to all the Heads of Departments under the control of Municipal Administration and Urban Development Department to get all the works executed in their jurisdiction be inspected by the third party expert and obtain a report / certificate about the quality of those works and payments should be made only after third party inspection is done and works are found satisfactory as per the prescribed standards.

Government after careful examination adopted third party quality control system in APUSP and extended the same policy to IDSMT works. By introducing this practice there is substantial improvement in the quality of work. The Government therefore hereby extend the third party quality control system to all the works and procurement of supplies / spares costing above Rupees one lakh executed either by the Public Health Engineering Department / Municipalities / Urban Development Authorities / Corporation Authorities under the administrative control of Municipal Administration and Urban Development Department and obtain report on the quality of the work before the payments are released to the agencies / contractors.

All the Heads of the Departments / Urban Development Authorities under the control of Municipal Administration and Urban Development Department are directed to get the works executed in their jurisdiction and in procurement of supplies / spares inspected by the third party experts. The expenditure towards charges of third party control shall be met duly making suitable provision in the sanctioned estimate and as one of the standard condition in the tender document for all the works and procurements costing more than Rupees one lakh.

The Engineer-in-Chief, Public Health, Hyderabad should review the system of third party quality control to increase more number of firms to take care of extra load of work. Responsibility of the Heads of the Departments will be fixed in violation of these orders.
