O R D E R:

 

In the references 1st and 2nd read above Government have sanctioned 5 lakh Integrated Low Cost Sanitation Units (ILCS) and 300 Community toilets with HUDCO assistance in all the Urban Local Bodies as listed in the Annexure-II & III as per the targets indicated therein. The District wise targets of ILCS units are indicated in Annexure-I. The guidelines for execution of the ILCS units are finalised after detailed discussion held in the District Collectors Conference on 9th –10th June, 2003.

 

2.             The Government after careful examination hereby accord modified administrative sanction  for construction of 5 lakh ILCS Units in the urban areas including 35,000 ILCS Units for 7,000 schools in Municipal areas at a project cost of Rs.250.00 crores ( Rupees two hundred and fifty  crores only)  for implementing the scheme.  The guidelines as suggested by Director of Municipal Administration are annexed to this order for  implementing  by the agencies of ILCS units and Community toilets in Urban Areas for strict compliance.

 

3.             The Director of Municipal Administration is requested to take necessary action accordingly.

ANNEXURE TO G.O.Rt.No.825  Dated 17th June, 2003

 

GUIDELINES FOR I.L.C.S  2003

1.        That the funds for 5.00 lakh ILCS units ie., 4,65,000 units for urban beneficiaries and 35,000 units to be constructed for schools in municipal areas, will be placed at the disposal of District Collectors.

 

2.        The Cost of the ILCS unit will be Rs.4,500/-., of which Rs.4275/- is loan and subsidy and Rs.225/- is the Beneficiary contribution, which has to be collected by the Municipal Commissioner and paid to the Construction agency.

 

3.        Collectors will constitute a committee at the District level with Collector & District Magistrate as Chairperson, Joint Collector, one Superintending Engineer(Civil), Municipal Commissioner of Headquarters Municipality and other members as required by the Collector.

 

4.        Tenders will be called by the District Collector by giving advertisement in at least one national news paper and one vernacular state level daily.  A short tender of 15 days will be called.

 

5.        The Contractor has to be a Class-I Contractor.

 

6.        The pre-fabrication of the ILCS unit by the construction agency may be done in ‘Nirmiti Kendras’ /  any other suitable location.

 

7.        The District Collector to constitute a quality control cell at every ‘Nirmiti Kendra’ site to ensure quality.

 

8.        The agency will use an ISI mark lavatory Pan with ‘YEAR-2003’ embossed / permanently marked on it.

 

9.        The agency will transport and erect the ILCS unit at his own cost.

 

10.     In case of any change of beneficiaries, the Municipal Commissioner can do so with the consent of the Regional Director of Municipal Administration.

 

11.     Collectors must issue 100% pattas/verification certificates for the ILCS units by end of June, 2003.

 

12.    300 Community toilets (3,000 seats) have been sanctioned for 30 urban local bodies and the list is appended.  The Tender should include construction of Community toilets as well, for which regular construction method/pre-fabrication can be followed.

 

13.     With regard to construction of  five ILCS units in every urban school, it is clarified as follows:

 

        i)      ILCS units will be constructed in every urban school, irrespective of which departmental control it comes under, provided it is a Government / municipal school.

 

        ii)     The cost of 5 ILCS units, amounting to Rs.20,000/- for every school is sanctioned as there will be a saving on common internal walls and foundation.

 

        iii)    Education Department will be contributing Rs.2,000/- per every school as beneficiary and infrastructure contribution.

 

        iv)   5 members of school education committee will be selected as 5 individual beneficiaries for every school.  However, the beneficiaries will not be responsible for repayment of loan, which will be borne by the MAUD Department.

 

        v)     Collectors must include these components of school sanitation also in the tender notifications.

 

14.           Mode of Payment:

a)             Collectors to ensure that there is no duplication of beneficiaries.  A Register should be maintained with photographs of all the beneficiaries and the ILCS units.

b)            Payment should be made only for the units, for which 100% check measurement is done by the Assistant Engineer/Deputy Executive Engineer/Executive Engineer of the Municipality.  Collectors to assist by giving additional engineers to complete check measurement in time.

c)            This entire programme must be completed within a period of six months, viz.,

(i)             Construction of 35,000 school toilets @ 5 toilets per school for 7,000 urban schools.

(ii)            Construction of 4,65,000 ILCS units in all Urban Local Bodies as per targets enclosed at Annexure-I & II.

(iii)                Construction of 300 community toilets (3000 seats) in 30 Urban Local Bodies as per targets enclosed at Annexure-III.

d)            With regard to the 7 Municipal Corporations, viz., Hyderabad, Visakhapatnam,  Vijayawada, Rajahmundry, Guntur, Warangal and Kurnool the Commissioners of these Corporations will undertake the construction under the same method of tendering, which is going to be followed by the District Collectors.
