O R D E R :
TheGovernment of Andhra Pradesh with a view to provide sanitation facilities for the FootpathDwellers/ Houseless people/migrating pupulation in Urban areas, proposes for constructionof Community toilets in the Urban Municipalities, where there is (a) Commercial activity(b) Bus stops and Bus terminals (c) Traffic generating points like Cinema theatres and andmarkets and (d) all such places where public conglomerate for social interaction.
2. The above work isproposed to be taken up under Government of India sponsored scheme for " Shelter andsanitation facilities for Footpath Dwellers in Urban areas" with HUDCO assistance.
3. One of the componentabove scheme is " Construction of only community pay and use toilets / baths for thehomeless.
4. The financing patternand Government of India subsidy availability is as follows:
Loan : 90% (including cost of bio-gas generation plant if included
Rate of interest : 10%
G.O.I. subsidy : Rs.350/- per user per seat (Maximum 40 users per Seat would be allowed)
5. The project of 10seater capacity is worked out on cost affective basis as shown below;
Total cost of the Project : Rs. 3.50 lakhs
Subsidy from G.O.I. through HUDCO : Rs.1.40 lakhs
Amount to be met from general
Revenues of the Municipality. : Rs. 2.10 lakhs
6. The Commissioner &Director of Municipal Administration, Hyderabad was requested to issue necessaryinstructions to all Municipal Commissioners in the State to take up construction ofcommunity toilets of 10 seater on Government/Municipal/Public lands, on priority, and heshall direct them to utilise the general revenues of the Municipality as stated above forconstruction of said complexes.
7. Accordingly theproject proposals for the nine surrounding Municipalities viz., Kukatpally, Alwal,Rajendranagar, L.B.Nagar, Serilingampally, Malkajigiri, Uppal , Qutubullapur, KapraMunicipalities are prepared and HUDCO’ s sanction has been obtained.
8. Government herebyaccord Administrative sanction for implementation of "the scheme for providingsanitation facilities for Footpath dwellers in urban areas" by permittingconstruction of community Toilets on pay & use basis in the 9 surroundingMunicipalities viz., Kukatpally, Alwal, Rajendranagar, L.B.Nagar Serilingampally,Malkajgiri, Uppal, Qutubullapur, Kapra as detailed in ANNEXURE-I under the terms andconditions specified in the reference 4th read above. The expenditure shall bemet form the General Revenues of the concerned Municipalities and Government of Indiasubsidy.
9. After the constructionof these toilets, they will be entrusted to such voluntary orgnisations ( C.D.S. of theTown) who are willing to undertake this responsibility on pre determined conditions.
10. The Commissioner& Director of Municipal Administration is requested to take action accordingly in thematter.

iv. Subsidy at the rate of Rs.350/- perseat per 40 people : Rs..350 X 40 = Rs.14,000/-
v. Total amount of subsidy : Rs..7.00lakhs

vii. Total : Rs.17.50 lakhs
4.L.B .NAGAR MUNICIPALITY
