The following notification will be published in theextra-ordinary issue of the Andhra Pradesh Gazette.
NOTIFICATION
In exercise of the powers conferred under provison to Article 309of constitution of India the Governor of Andhra Pradesh hereby makes the Rules for section326 of Andhra Pradesh Municipalities Act 1965 read with section 67 (1) and 80 (2) ofAndhra Pradesh Municipalities Act,1965.
These rules may be called the Andhra Pradesh Municipalities(Regulation of Transfer of officers and employees) Rules. 1999.
1. MEMBERS OF ANDHRA PRADESH MUNICIPAL MINISTERIAL SUBORDINATE
SERVICE:
1.1 The Commissioner and Director of Municipal Administrationshall effect transfers of Managers of Special and Selection Grade Municipalities (CategoryI of Andhra Pradesh Municipal Ministerial Subordinate Service ), Managers of First GradeMunicipalities and Revenue Officers of Special and Selection Grade Municipalities(Category II of Andhra Pradesh Municipal Ministerial Subordinate Service), Managers ofSecond and Third Grade Municipalities, Revenue Officers of Fist Grade Municipalities andAccountants of Special and Selection Grade Municipalities (Category-III of Andhra PradeshMunicipal Ministerial Subordinate Service) Accountants of First and Second GradeMunicipalities (Category IV of Andhra Pradesh Municipal Ministerial Subordinate Service).
1.2 The Commissioner and Director of Municipal Administration maycall for applications for transfers from the employees of the above categories of AndhraPradesh Municipal Ministerial Subordinate Service, in the months of April,
May of every year.
1.3 The Commissioner and Director of Mnicipal Administration willconsider the merit of the employees on the following aspects and marks may be allottedbased on the performance of the employees as detailed below.
1.4 Managers.
(i) Oreoaration of Budget Estimates Current year- 10 marks
If not 0
(ii) Preparation of Annual Administration
Report Current year- 10 marks
Last year- 8 marks
Before last year- 6 marks
(iii) Preparation of Annual Accounts and Monthly Accounts
Current year- 10 marks
Last year- 8 marks
Bbefore last ;year- 6 marks
(iv) Disposal of Currents Above 75% - 10 marks
50 to 75% - 8 marks
below 50% - 6 marks
(v) Disposal of Audit objections -Replies sent to Audit.
Reports received update- 10 marks
Last year- 8 marks
Before last year- 6 marks
1.5 Revenue Officers.
(i) Percentage of collection taxes - 95-100%- 25 marks
and non-taxes 90-95%- 20 marks
85-90%- 15 marks
(ii) Improvement of finance under property Tax: above 25% 25marks
20-25% 20 marks
15-20% 15 marks
(iii) Maintenance of Demand Registers and: Update- 20 marks
postings therein If not - 0 marks
(iv) Checking of outstanding bills: Update- 10 marks

1.7 The Regional Director-cum-Appellate Commissioner of MunicipalAdministration shall effect transfers of Senior Assistants and junior Assistants/ Typistsin the region.
1.8 The Regional Director -cum-Appellate Commissioner may callfor the applications for transfers from the employees of category V and VI of AndhraPradesh Municipal Ministerial Subordinate Service, in the months of April/May of everyyear.
1.9 The Regional Director-cum-Appellate Commissioner willconsider the merits of the employees on the following aspects and marks may be allottedbased on the performance as detailed below.
Senior Assistants / Junior Assistants
(i) Maintenance of personal Registers Update- 10 marks
If not 0 marks
(ii) Maintenance of other Registers: Update- 10 marks
Ifnot- 0 marks
(ii) Disposal of currents. Above 75% 10 marks
Between 50-75% 8 marks
Below 50% 6 marks
Typists:
(i) Fair copying Update- 10 marks
Ifnot- 0 marks
1.10 The following norms shall be observed in making transfer ofmembers of Andhra Pradesh Municipal Ministerial Subordinate Service.
a. No member of Andhra Pradesh Municipal Ministerial SubordinateService as far as possible, be retained at one place beyond a period of three years.
b. As far as possible, a member of Andhra Pradesh MunicipalMinisterial Subordinate Service should not be posted in his native district.
c. In case the spouse of a member of Andhra Pradesh MunicipalMinisterial Subordinate Service is working in Government or Quasi Government institution,a member of Andhra Pradesh Municipal Ministerial Subordinate Service should be posted inthe same place, as far as possible, where the spouse is working.
d. No member of Andhra Pradesh Municipal Ministerial SubordinateService be considered for transfer on mere allegations either oral or written, unless theallegations have been duly enquired into and prima-facie case established.
e. No principal office bearer of the Andhra Pradesh MunicipalMinisterial Subordinate Service Association be transferred from his present stationwithout his request.
f. No member of Andhra Pradesh Municipal Ministerial SubordinateService be transferred if the retirement falls within one year.
2. SANITARY SUPERVISORS AND SANITARY INSPECTORS:
2.1 The Commissioner and Director of Municipal Administrationshall effect transfers of Sanitary Supervisors and Sanitary Inspectors.
2.2 The Commissioner and Director of Municipal Administration maycall for applications for transfers from the Sanitary Supervisors Sanitary Inspectors inthe months of April / May of every year.

2.3 The Commissioner and Director of Municipal Administrationwill consider the merit of the Sanitary Supervisor /Sanitary Inspector on the followingaspects and marks may be allotted based on the performance as detailed below.
(i) Whether he is maintaining diary: Update- 10 marks
Ifnot- 0 marks
(ii) Whether all trades (D&otrades): 95-100%- 10 marks
in his jurisdication licensed and 90-95% - 8 marks
license fee collected 85-90%- 6 marks
(iii) Whether he is attending to sanitation:Good 10 marks
duties in his jurisdiction (report of Satisfactory 8 marks
Municipal Commissioner Municipal) Not satisfactory- 6 marks
Health Officer may be obtained.
(iv) In case of outbreak of epidemics,: Good 10 marks
Whether he attended to his Satisfactory 8 marks
duties effectively to control the Not Satisfactory 6 marks

2.3 The following norms shall be observed in making transfer ofSanitary Supervisor /Sanitary Inspector:
a) No. Sanitary Supervisor /Sanitary Inspector be retained at oneplace beyond a
period of three years.
b) As far as possible, the Sanitary Supervisor/Sanitary Inspectorshould not be posted in his native district.
c) In case the spouse of the Sanitary Supervisor /SanitaryInspector is working in
Government or quasi Government Institutions, the SanitarySupervisor /Sanitary

inspector should be posted in the same place, as far as possible,where the spouse is working.
d) No. Sanitary Supervisor Sanitary Inspector be considered fortransfer on mere
allegations either oral or written unless the allegations havebeen duly enquired into and prima-facie case established.
e) No principal office bearer of the Sanitary Supervisor SanitaryInspectors Association be transfered from his present station without his request.
f) No sanitary Supervisor Sanitary Inspector be transferred ifthe retirement falls within one year.
3. MUNICIPAL TEACHERS.
3.1 The Commissioner and Director of Municipal Administration,shall recommend to the Government to effect transfer of Municipal Teachers.
3.2 The Commissioner and Director of Municipal Administration maycall for applications for transfers from the Municipal Teachers, in themonths of April/Mayof every year.
3.3 The Commissioner and Director of Municipal Administrationwill consider the merit of the Municipal Teacher based on the precentagge of passes in thesubjects taught by him / her in the final examination of the previous academic year.
3.4 Marks may be allotted on the performance of the MunicipalTeacher on the following basis and recommendation made to the Government.
Percentage of passes in -Between 90% to 100% -10 marks
public Examination -Between 70% to 90% - 8 marks
(7th calss or 10th class) Below 70% 6 marks
3.5 The following norms shall be observed in making transfer ofMunicipal Teachers:
a) While effecting the transfers, the subjects the teacherteaches (Mathemeatics /Social Studies etc.,) are to be considered.
b) In case the spouse of the Municipal Teacher is workingin Government or Quasi Government institutions, the Municipal Teacher should be posted inthe same place, as far as possible, where the spouse is working.
c) No Municipal Teacher be considered for transfer on mereallegations either oral or written, uunless the allegations have been duly enquired intoand prima-facie case established.
d) No principal office bearer of the Municipal TeachersAssociation be transferred from his/ her present station without his/ her request.
e) No Municipal Teacher be transferred if the retirement fallswithin one year.

NOTIFICATION
In exercise of the powers conferred by the proviso to article 309of the constitution of India, the Governor of Andhra Pradesh hereby makes the followingRules for the Andhra Pradesh Public Health Municipal Engineering Services Rules and AndhraPradesh Public Health and Municipal Engineering subordinate Service.
TRANSFER POLICY OF THE PUBLIC HEALTH & MUNICIPAL ENGINEERING
DEPARTMENT
The Level of Officers competent to effect the Transfers in PublicHealth & Municipal Engineering Department are :-
Executive Engineers :
Supdt. Engineers : By Government
Chief Engineers :
Deputy Executive Engineers :
AE/AEEs : Engineer-in Chief (Public Health)
(Bwtween Circles and Wings :
AE/AEEs :
MAE/MAEEs : with the Circle, S.E.,
1. All transfers shall be normally effected during April/May eachyear except in the following cases.
1.In the event of disciplinary action
2.Consequence on promotion.
3.Reversion due to whatever reason.
2. No transfer shall be normally effected within a period of 3years except on grounds of disciplinary action, moral turpitude, promotion and othercircumstances, if any covered by rules.
3. No Government employee may be retained at any one place beyonda period of 5 years.
4, Wife and Husband (working at different places) shall be postedin the same place or atleast in the neighbouring places subject to availability ofvacancy.
5. No employee may be transfered from a place against his willwhen he has only one year of service before his retirement except on grounds ofdisciplinary action or promotion. Request for a posting in the last year of service maybefavourably considered.
6. Any physically handicapped employee shall be preferably postedto the office posts depending upon the physical disability.
7. The following places are declared to be a single place, forthe purpose of determining the area in which a candidate worked.
a) Hyderabad and Secunderabad and 9 Municipalities in and aroundthe twin cities.
b) Visakapatnam and Gajuwaka.
c) Vijayawada, Guntur and Tenali.
8. Employees past service and C.Rs shall be considered foreffecting transfer on request, along with the following criteria.

9. Engineers postings in the department are broadly classifiedinto the following 5 areas. Keeping in view the need to properly train the engineersthrough their service/Supervision in the department, they are required to be posted in theareas /fields in the order / cycle mentioned below so that they gain requuisite experiencein the field and desk function.
a) Investigation
b) Execution
c) Maintenance
d) Office
e) Supervision
Each person shall put in a minimum service of three years each inInvestigation and Office posts.
10. Performance evaluation
In addition to the above, the following performance evaluationprocedure is recommended for effecting transfers of engineers duly assigning the weightagefor the work in the following wings.

111. Maintenance

* Roads, Drains 1
* Implementation of development programmes
public dealings and maintenance of A/Cs 1
IV. Office Works
* Scrutinising the estimates / PIR / DIR in time 1
* Preparation of reports and returns of the
water supply and drainage schemes. 1
* Disciplinary and Court cases. 1
V. Supervision
The total expenditure on capital works during the years as aprecentage of the opening balance the releases made during the year. Maximum weightage 5points.
The overall tender percentage of all the tenders finalised duringthe year. If the premium on estimate is (-) or 0 % : 3 marks. Between 0 and 5 % : 2 marks.More than 5 to 10% : 1 mark. Above 10%: 0 mark.
Note: In case any Engineers work does not involve any itemmentioned above. Evaluation of the
work carried out by him / her will be done for 3 Weightagepoints.
