CHAPTER-1
1.1
The Officials of A.P.Labour Welfare Board are entrusted with the responsibility
to administer the A.P. Labour Welfare Fund. They are covered under Section 2(h)
of Right to Information Act 2005 as public authorities. This book
is prepared with an intention to bring awareness about the Labour Welfare
Fund Act and also the schemes being implemented by the Board for the
welfare of the workmen, to the public under the Right to Information Act,
2005.
1.2
The main objective of preparing hand book is to provide information on the
Labour Welfare Fund Act and the schemes being implemented by the Labour Welfare
Board for benefit of the workers.
1.3
Citizens, Civil Society Organisations, Public Representatives, Trade Unions and
Managements, Officers and Employees, Public authorities, Central and State
Information Commission etc., are the users of this Hand Book.

The A.P. Labour Welfare Board consists of five employee representatives, five
employer representatives and one women representative. Thus the public is
involved in decision making as members of the Board.

The Welfare Fund Act received the
assent of the President on 14.08.1987 and it was published on 19.08.1987 in the
A.P. Gazette part IV - B (Ext). The A.P. Labour Welfare Fund Rules, 1988 were
published in G.O. Ms No.131 L E & T E (Lab III) dt. 25.06.1988 and came
into force from 01.05.1988. The said Act and the Rules empowers the inspectors
to collect the Fund from the employees and the employers for onward investment
for the Welfare of the workers by formulating the welfare schemes by the Board.
