Labour Department – Beedi Workers Housing Scheme for 2003-2004 for providing 20,000 houses – Sanction of expenditure – Orders – Issued.

ORDER:-

 

            Government have decided to take up 20,000 houses for beedi workers in the Sate for the year 2003-2004. The Government have also decided to sanction Rs.5,000 as subsidy for each house in addition to the Central Subsidy available under the programme for a maximum Rs.20,000 per house.

           

The scheme pattern is as follows:-

 

            Total cost of the house                     Rs.42,000-00

            Central subsidy                                 Rs.20,000-00

            State subsidy                         Rs.  5,000-00

            Beneficiary contribution                    Rs.  2,000-00

            Loan/contribution by beneficiary     Rs.15,000-00

 

The District wise break up for 20,000 houses for Beedi workers to be taken up during the year 2003-2004 is Annexed to this G.O.

 

2.         As per the scheme pattern under Housing scheme for Beedi Workers, the Assistant Commissioner of Labour will furnish the eligible list of beneficiaries along with the Provident Fund numbers to the D.M. Housing, and the DM, Housing will prepare the project plan as per the Format given by the Ministry of Labour, Government of India, for sanction of subsidy, and furnish to the MD, Andhra Pradesh State Housing Corporation Limited. The M.D. Housing Corporation, will furnish the project plan for house for Beedi workers to the Welfare Commissioner (Central) Government of India through the Commissioner of Labour and the Welfare Commissioner (Central) will in turn furnish the proposal to the Ministry of Labour for administrative approval. The revised Form of application for Beedi housing as communicated by the Ministry of Labour will be communicated to the Assistant Commissioner of Labour and the Divisional Managers, Housing for compliance while sending project proposals.

3.         The Government also decided to constitute a District Level Monitoring Committee to review the progress of construction of houses for the Beedi Workers with the following Officers.

4.     The above Committee should meet every month and review the Beedi housing programme and communicate the minutes of the meeting to the Managing Director, Andhra Pradesh State Housing Corporation Limited with copies marked to the Commissioner of Labour and the Welfare Commissioner (Central), Hyderabad.

 

 

 

 

5.     Government after careful consideration hereby authorise the Managing Director, Andhra Pradesh State Housing Corporation Limited for construction of 20,000 houses of Beedi workers during the year 2003-2004 and accord sanction for an amount of Rs.10 Crores (Rupees Ten Crores only) which is the grant of subsidy to be paid by the Government of Andhra Pradesh towards actual cost of construction per tenement subject to a maximum of Rs.5,000/- per tenement as subsidy respectively for bonafide beedi workers and the subsidy shall be released only when the houses are commenced for construction.

 

6.         The expenditure sanctioned in para 5 above shall be debited to the following Head of Account: “2216 – Housing – 03 – Rural Housing – MH 105 – Labour Beedi Workers Housing Programme – Schemes included in the plan-U-Centrally Sponsored Schemes – SH (04) Housing Scheme for Economically Weaker Sections of Beedi Workers – 090 –Grant in aid –092 other grant in aid.

 

7.         The Commissioner of Labour is requested to draw and adjust the amount sanctioned in para 5 above by credit to the P.D. Account of Andhra Pradesh State  Housing Corporation Ltd., Hyderabad by preferring  an adjustment bill with the Pay and Accounts Officer, Hyderabad only when the Houses are commenced for construction.
