The Commissioner and Director of Handlooms and Textiles and Development
Commissioner for Apparel Export Parks, Andhra Pradesh, Hyderabad in his letter
read above, has reported that the Ministry of Textiles, Government of India
have issued new guidelines for setting up Integrated Textile Parks, by merging
the existing two schemes namely, the scheme for Apparel Park for Exports and
the Textile Centre Infrastructure Development Scheme. Since the
Government of Andhra Pradesh have decided to set up integrated textile parks in
the State, it is felt necessary to take the services of reputed consultants for
undertaking concept study and preparation of project feasibility reports in
different areas of the State. Accordingly, the Commissioner and Director of
Handlooms and Textiles and Development Commissioner for Apparel Export Parks,
Andhra Pradesh, Hyderabad has sent proposals for appointing Infrastructure
Leasing and Financial Services Limited, Mumbai, as Consultants for conduct of
concept study and preparation of feasibility reports, for different cities and
towns based on the availability of local infrastructure. He has also proposed
to earmark a separate revolving fund of Rs.100 lakhs
by contribution of Rs.50 lakhs each from both

In the circumstances, Government hereby accord permission to the Commissioner and Director of Handlooms and Textiles and Development Commissioner for Apparel Export Parks, Andhra Pradesh, Hyderabad to entrust undertaking of concept study and preparation of feasibility reports on establishment of Textile/Apparel Parks to Infrastructure Leasing & Financial Services Limited, Mumbai, in respect of different cities and towns based on the availability of local infrastructure. The expenditure on concept study and feasibility reports shall be charged to a separate revolving fund of Rs.100 lakhs created for the purpose by the Commissioner and Director of Handlooms and Textiles and Development Commissioner for Apparel Export Parks, Andhra Pradesh, Hyderabad by contribution of Rs.50 lakhs each, i.e., both Infrastructure Leasing and Financial Services Limited, Mumbai and Commissioner and Director of Handlooms and Textiles and Development Commissioner for Apparel Export Parks Andhra Pradesh, Hyderabad. The Commissioner and Director of Handlooms and Textiles and Development Commissioner for Apparel Export Parks, Andhra Pradesh Hyderabad is also requested to earmark the said

Rs.50 lakhs from the funds released to him for establishment of Apparel Export Parks/Textile Parks and deposit in a separate revolving fund under the title " REVOLVING FUND FOR UNDERTAKING CONCEPT STUDY AND PREPARATION OF FEASIBILITY REPORTS" on reimbursement basis. He is requested to earmark the said revolving fund for meeting the expenditure relating to (i) deployment of experts, (ii) visits to different locations and resource centres, (iii) conferences and meetings organized by Government of India / Government of Andhra Pradesh and Infrastructure Leasing and Financial Services Ltd.,(IL&FS) (iv) preparation / printing of reports, and (v) incidental expenditure, subject to the condition that proposals and estimates of expenditure submitted by Infrastructure Leasing and Financial Services Ltd.,(IL&FS) are sanctioned in advance by him after due scrutiny. The expenditure so incurred shall be reimbursed by the Special Purpose Vehicle of the concerned park on transfer of the bills and vouchers by Infrastructure Leasing and Financial Services Limited, Mumbai. The fund shall be operated jointly by Commissioner and Director of Handlooms and Textiles and Development Commissioner for Apparel Export Parks, Andhra Pradesh Hyderabad and Infrastructure Leasing and Financial Services Ltd.,(IL&FS). He is also requested to submit details of expenditure incurred on this count to the State Level Committee from time to time for review.

Infrastructure Leasing and Financial Services Limited is requested to contribute 50% of their share i.e., Rs.50 lakhs for creating the jointly operated separate revolving fund of Rs.100 lakhs and take necessary action for undertaking concept study and preparation of feasibility reports as entrusted by the Commissioner and Director of Handlooms and Textiles and Development Commissioner for Apparel Export Parks, Andhra Pradesh Hyderabad. .
