The following applications for ProspectingLicence/Reconnaissance Permit were received for Diamond and other precious minerals inKurnool and Anantapur Districts.

2. In the reference first read above, Director ofMines and Geology has recommended the application of M/s CRA Explortion India (P) Limitedfor grant of Reconnaissance Permit for Diamond and other precious minerals over an extent2160 sq.kms. in Kurnool and Anantapur Districts for a period of three years overlookingthe priority of M/s AMIL Mining India (P) Limited over an extent of 1513 sq.kms. of theapplied area in favour of M/s CRA Exploration India (P) Ltd. as the company has technicaland financial strength superior to the first applicant.
3. Having carefully examined the proposal andwith the concurrence of Government of India vide their letter 3rd read above, Governmenthereby sanction the grant of Reconnaissance Permit for Gold, Diamond and other AssociatedMinerals specified in Part-C of 1st Schedule of Mines & Minerals [D&R] Act, 1957over an extent of 2160 sq.kms. within the longitude and latitudes mentioned below inKurnool and Anantapur Districts for a period of three years in favour of M/s CRAExploration India (P) Limited overlooking the priority of M/s AMIL Mining India (P)Limited subject to the provisions of Mines & Minerals [D&R] Act, 1957 and therules made thereunder in general and also subject to all the conditions laid down inForm-F1 prescribed under the Mineral Concession Rules, 1960 and more particularly theadditional conditions specified in the appendix to this order.

4. Rates of Permit Fee and Security Deposit areas specified below:
i] Permit Fee: Rs.20/- per sq.km. of landheld by the permit holder for each year or part thereof.
ii] Security Deposit: Rs.20/- for everysq.km. or part thereof for which the permit is granted.
5. The grantee shall execute a deed within 90days from the date of communication of this order as per Rule 7[A] of Mineral ConcessionRules, 1960.
6. The grantee shall ensure that the stipulatedtargets for reconnaissance operations and expenditure commitments made by him in the R.P.application are strictly adhered to failing which the Reconnaissance Permit would becancelled.
7. The terms and conditions referred to above aresubject to further modifications, additions and alterations as may be ordered before thedeed is executed.
8. The Director of Mines and Geology is requestedto take necessary further action for the execution of the deed after satisfying himselfthat the grantee produces MRCC and ITCC and fulfils all the amended provisions of the MM[D&R] Act, 1957 and M.C.Rules, 1960 and other applicable Acts and Rules includingForest [Conservation] Act, 1980. The date of such execution shall be reported to theGovernment.
Note: The grant is liable for cancellation if itis found that it is grossly inequitable or made under mistake of fact or owing tomis-representation or fraud or in excess of authority.

APPENDIX
i] The holder of the reconnaissance permit shall strictly adhere to the minimum expenditure commitment and specific physical targets specified in the order of grant of the permit failing which reconnaissance permit will be cancelled.
ii] The R.P. holder shall conduct aerial surveys with the representative of Director General, Civil Aviation or Ministry of Defence.
iii] The permit holder is allowed to undertake preliminary prospecting of a mineral through Regional, aerial, geo-physical or geo-chemical surveys and geological mapping but not undertake pitting, trenching, drilling of boreholes on a grid specified from time to time by the Central Government or sub-surface excavation. [Section 3[h][a].
iv) The holder of reconnaissance permit shall progressively relinquish the area granted under the permit as follows:-
[a] After completion of two years, the area shall be reduced to one thousand square kilometers or fifty percent of the area granted, whichever is less; and
[b] The area would be further relinquished so that the permittee is left with an area not more than twenty five square kilometers at the end of third year.
v] The holder of reconnaissance permit shall make available all data collected by him during the reconnaissance operations to the Geological Survey of India, Indian Bureau of Mines and the State Government which may be made available to any prospecting investor after a minimum period of two years of the completion of the period of reconnaissance permit.
vi] The holder of reconnaissance permit shall submit to the State Government a six monthly report of the work done by him and the valuable data collected by him during the period. The report shall be submitted within 3 months of the close of the period to which it relates.
vii] The permit holder shall also submit to the State Government within three months of the expiry of the permit, or abandonment of operations or termination of the permit whichever is earlier, a full report of the work done by him and all information relevant to mineral resources acquired by him in the course of reconnaissance permit in the area covered by the permit.
viii] While submitting reports under sub clause [vi] or [vii] of Rule 7 of M.C.Rules, 1960 the permit holder may specify that the whole or any part of the report or data submitted by him shall be kept confidential; and the State Government shall thereupon, keep the specified portions as confidential for a period of two years from the expiry of the permit, or abandonment of operations or termination of the permit, whichever is earlier.
ix] The holder of reconnaissance permit shall maintain accurate faithful account of all the expenses incurred by him on the reconnaissance operations.
x] The holder of reconnaissance permit shall not enter any forest land or any private land without obtaining permission of the Forest Department or the owner of the private land, as the case may be.
xi] The permit holder shall allow every officer authorised by the Central Government or the State Government in this behalf to examine at any time accounts maintained and furnish the Central Government or the State Government or any other officer authorised by it in that behalf such information and returns.
xii] The permit holder shall allow officer authorised by the Central Government or the State Government in this behalf to inspect any reconnaissance operations carried on by him.
xiii] If radiometric instruments are fitted during the aerial survey, the holder of reconnaissance Permit shall make available the data generated to the Atomic minerals Directorate for Exploration and Research, Department of Atomic Energy, AMD Complex, Begumpet, Hyderabad-500 016 (A.P).
xiv) If on date of execution of the Reconnaissance Permit, there are areas already held under PL(s) or ML(s) in the area granted under this Reconnaissance Permit, the Reconnaissance Permit Holder shall not have preferential rights for grant of Prospecting Licence under section 11[1] of the MM(D&R) Act, 1957 in respect of such overlapping areas already held under PL(s) /ML(s) on the date of execution of the Reconnaissance Permit.
