          Inthe reference second read above, the Commissioner of Technical Education has submittedproposals for relaxation of eligibility criteria for recruitment of Lecturers/SeniorLecturers in Government Polytechnicds from First Class to Second Class in respect ofScheduled Caste and Scheduled Tribe candidates as certain representations have beenreceivced by the Andhra Pradesh College Service Commission that the candidates havingSdecond Class qualification shluld also be considered for these posts from ScheduledCaste/Schgeduled Tribe categories and that the Chairman, Andhra Pradesh College ServiceCommission has felt that for a large scale recruitment, it will be fifficult to getscheduled Caste/Scheduled tribe candidates with first class qualification.

2.                  Aftercareful consideration of the matter, Government have decided to make provision forrelaxation of 5% of marks in respect of Scheduled Caste/Scheduled Tribe candidatges forrecruiment of the teaching posts, by prescribing high Second Class Degree i.e., with 50%of marks and above, in the relevcant branch of Engineering or with 55% marks and above inthe Post-Graduate Degree in Humanities and Sciences, in respect of Scheduled Castes,Scheduled Tribes for the purpose of recruitment to teaching posts i.e., Lecturers andSenior Lecturers in Government Polytechnics.

3          Governmentaccordingly issue the following amendment to the  Appendix-IIrelating to method of recruitment and qualifications of Lecturers and Senior Lecturers inGovernment Polytechnics prescribed in G.O.Ms.No,.580, Edn.(TE2) Deptt., dt.3.12.1998.  The Commissioner of Technical Education istherefore requested to take further action in the matter.


          Inthe said order, in Appendix-II, in the Table under recruitment and qualification:-

(a)   against Sl.No.1,Lecturer, after the existing entries in column “ Qualification and experience’the following note shall be added, namely:-

“Note:  Inthe case of recruitment of Lecturers belonging the SC/ST  candidates, relaxation of 5% marks shall be accorded and a candidate havingdegree with 55% of marks and above, in the appropriate branch  of Engineering or Technology, or a candidatehaving postgraduate degree in M.Sc. in the appropriate branch of study in Humanities andSciences shall be eligible for appointment to the post of Lecturer.”

(b) against serial No.2, Senior Lecturer , after the existingentries in column “qualification and experience”, the

      followisng shall be added, namely—

          “Note: In the case ofrecruitment of Senior Lecturer belonging to SC/ST candidates, relaxation of 5% marks shallbe accorded and a candidate having a degree with 55% of marks and above, in theappropriate branch of Engineering or Technology, or a candidate having post graduatedegree in M.Sc. in the appropriate branch of study in Humanities and Sciences, shall beeligible for appointment to the post of Senior Lectureer.”
