ORDER:
The Government have decided that the
non-local candidates appointed in deviation of the Presidential Order, as
identified by the Department on reviewing the direct recruitments made from
1975 onwards be repatriated to their respective local cadres to which the
candidates would otherwise belong to.
After such cases are identified, non-locals who had been appointed in
deviation shall be repatriated to their respective local cadres by transfer. The transfers shall be ordered in public
interest as provided under Para 5 (2) (C) of the Presidential Order.
2. In the reference 5th read
above the Director of Medical Education, A.P. Hyderabad has forwarded the
proposal for repatriation of Thirty Three (33) Employees of various categories
working in the Institutions and Hospitals under his administrative control
existing in Hyderabad, Visakhapatnam, Krishna and Guntur Districts who were
recruited after 1975.
3. In the absence of a clear vacancy in the
Local Cadre to which such non local employee is to be repatriated, Government
decided initially to send such employee on deputation pending creation of
supernumerary posts.
4. Government have examined the entire issue
and keeping in view of the further instructions issued in G.O. 4th
read above, hereby order the transfer of (16 ) employees as shown in the
Annexure to this order as per the provisions of Para 5 (2) (C) of the
Presidential Order to their respective local cadres. The Director of Medical Education shall allot them to the
Institutions / Hospitals under his control for posting in the existing
vacancies. In the absence of clear
vacancy he may send such employee on deputation to the Institution / Hospital
existing in his respective local area according to the need and pending
creation of supernumerary post.
5. The Director of Medical Education, A.P.
Hyderabad is informed that in respect of the remaining (17) employees where there
are no Government Institutions / Hospitals under the administrative control of
the Director of Medical Education existing in their native districts to which
they belong to, they need not be transferred and they may be continued in the
same institutions.
6. Government further direct the Director of
Medical Education to prepare statements as shown in the illustration of G.O. 4th
read above, so that process can be implemented through transparent manner. The statement as shown in the said illustration
should be made available in the Website and Copies should be displayed in the
notice Board and also be made available to those who wish to have them.
7. The Ban orders on transfer of employees
are not applicable to transfers effected in pursuance of these orders, as per
para 3 (ii) of G.O.Ms.No.154, Finance (W&M) Department, dated
04.07.2007.
8. The Director of Medical Education, is
requested to furnish consolidated proposals for creation of supernumerary posts
if any, immediately for further necessary action by Government.
9. The Director of Medical Education, A.P.
Hyderabad shall take further action in the matter accordingly.
