ORDER:

 

          In the G.O. first read above, rules have been issued on Andhra Pradesh Private Colleges of Nursing (Grant of permission to Private Colleges or Institutions and admissions into B.Sc. Nursing courses) Rules, 1997.

 

2.       In the letter fourth read above, the Chairman, High Power Committee has reported that the infrastructure available generally in private sector Nursing Colleges are sufficient for a intake capacity of 50 students and the same may be continued.  The Nursing colleges having parental Medical College/ Hospital with more than 500 beds, and having adequate hospital facilities for training 100 students, subject to availability of infrastructure and approval of Indian Nursing Council, New Delhi, their requests for enhancement of seats from fifty to one hundred can be considered, subject to amendment of rules and statutes of N.T.R University of Health Sciences, Vijayawada.

 

3.       Government observed that as per Indian Nursing Council, New Delhi letter dated 2-6-2005, Indian Nursing Council can allot maximum number of 60 seats only.  However, 100 seats are allotted only to those College of Nursing, who have parent Medical College or parent hospital having more than 500 beds, and the 1:5 student –beds ratio during clinical practice of students and 1:10 teacher - students ratio be maintained.  Teaching staff pattern shall also be as per Indian Nursing Council norms.

 

 4.      Government after careful consideration of the matter have therefore, decided to review the Rules and to make amendments to the said rules, prescribing the revised procedure for grant of enhancement of seats to private B.Sc. Nursing Colleges, from fifty to one hundred to those who are having parent Medical College / Hospital with 500 beds along with teaching staff and other infrastructure facilities as per the norms of Indian Nursing Council, New Delhi, after duly getting inspection by District Level teams and entrusting the matter to the High Power Committee. It is also decided to prescribe an inspection fee of Rs.30,000/- (Rupees thirty thousand only) towards inspection of the institute.

5.       Accordingly, the following Notification will be published in the next issue of Andhra Pradesh Gazette:-

 

NOTIFICATION

 

In exercise of the powers conferred by section 99 of Andhra Pradesh Education Act, 1982 (Act 1 of 1982), the Governor of Andhra Pradesh hereby issue the following amendments to the Andhra Pradesh Private Colleges of Nursing (Grant of permission to Private Colleges or Institutions and admissions into B.Sc. Nursing courses) Rules, 1997 issued in G.O.Ms.No.145, HM&FW (M2)Department, dated 18-5-1998 and amended in G.O.Ms.No.76, HM&FW (K2) Deptt., dated.28-3-2003 and as amended from time to time:-

 

AMENDMENTS

 

          In the said rules,

 

(1)   for the existing sub rule (v) of Rule 5, the following shall be substituted, namely; -

 

“(v) The maximum number of students to be admitted in a College or in an Institution shall not exceed (50) fifty only subject to review by the Government from time to time. However, if the infrastructural facilities, and the teaching staff etc., in an institution are found to be defective, or inadequate to train 50 students; the Government may for the reasons to be recorded in writing, direct the institutions to admit less number of students.

(vi) For those Colleges of Nursing who are having parent Medical College or parent Hospital having more than five hundred (500) beds, the request for enhancement of seats can be permitted by Government, provided;-

 

a)           such Colleges of Nursing shall maintain 1:5 student bed ratio during clinical practice and 1:10 teacher -student ratio; 

 

b)          the teaching staff pattern and other infrastructure facilities shall also  be as per the norms prescribed by Indian Nursing Council, New Delhi;”

 

 c)   the Education Society / Trust who fulfills the conditions specified at (a) and (b) of sub-rule (vi) of Rule 5 above, they can seek enhancements of seats from fifty (50) to one hundred (100) shall submit an application prescribed in Annexure to this Notification, along with a Demand Draft for Rs.30,000/- (Rupees thirty thousand only) drawn from any Nationalised Bank infavour of the Director of Medical Education, A.P., Hyderabad to the Chairman, High Power Committee, Koti, Hyderabad towards inspection fee ;

 

 d) The Chairman, High Power Committee, who is authorised to receive the said application, shall process the same after satisfying that the information furnished by the applicant to be true, shall entrust the inspection to District Level Team constituted in G.O.Rt.No.448, HM&FW(K2) Deptt., dated 25-4-2005 and G.O.Rt.No.848, HM&FW (K2) Deptt., dt.6-8-2005 and as amended from time to time for

      verification of the physical facilities and teaching staff as per the norms of Indian Nursing Council, New Delhi of the said institution and submit report the High Power Committee within a fortnight.

 

(e) The Chairman High Power Committee shall forward the inspection report of District Level Team together with specific recommendations of the High Power Committee to Government for passing appropriate orders.

 

(f) Dr. N.T.R University of Health Sciences will take necessary action for amendment of their statutes in tune with norms of Indian Nursing Council, New Delhi regarding enhancement of seats from fifty to one hundred to the Nursing Colleges mentioned in sub rule (vi) above, keeping in view of the norms of Indian Nursing Council, New Delhi

 

 (2) the existing sub rule (vi) of rule of rule 5, shall be re-numbered as “(vii).”
