ORDER:

            It has been observed that a large number of vacancies exist in the teaching faculty of Government Medical Colleges and Dental Colleges in the State adversely affecting the medical education programmes.  This is also resulting in failure to meet the MCI norms, which in turn may lead to loss of recognition and reduction both in undergraduate and post-graduate seats in the Government Medical Colleges and Dental Colleges of the State.  In order to attract the best of the talent among the medical teachers, to improve the quality of medical education and also to fulfill the MCI norms, it is considered desirable to grant better pay scales to the teaching faculty in Medical Colleges and Dental Colleges under the Directorate of Medical Education. 

 

2.         In the reference 1st read above, the Director of Medical Education, Hyderabad has stated that to improve the teaching standards, it is essential to extend U.G.C scales to the teaching faculty in Govt Medical Colleges and Dental Colleges of the State besides increase in the working hours of the teaching faculty from the present 9.00 A.M. to 2.00 PM to 9.00 AM to 4.00 P.M.  The extension of working hours will help the teaching faculty in pursuing academic and research activities.

 

3.         Government after careful examination of the matter and in order to attract the teaching talent in the Government Medical Colleges and Dental Colleges have decided to extend the U.G.C. Scales to the teaching faculty in the Government Medical Colleges and Dental Colleges without NPA and extend the working hours of the teaching faculty from the present 9.00 AM – 2.00 P.M. to 9.00 A.M. – 4.00 P.M.

 

4.         The details of the UGC scales as applicable to each category are as follows and other allowances shall be as admissible to those drawing the UGC scales:-

5.         The teaching faculty holding the posts in the departments of Forensic Medicine, Anatomy and Physiology under the control of Director of Medical Education, who are prohibited from doing private practice as per the orders issued in G.O.Ms.No.119 HM&FW (A2) Dept., dt 13-4-2006 shall continue to draw the Non Private Practice Allowance at the rates of Rs.750/-, Rs.600/-, and Rs.500/- by the Professors, Associate Professors and Assistant Professors/Tutors respectively.

 

6.      After extension of the U.G.C. Scales, the Pay Scales of these members of the teaching faculty will be de-linked from the State Government Pay Revision Commission and will be linked to the U.G.C. Scales and whenever UGC pay scales and allowances are revised, such revision will automatically be implemented to these teaching faculty also.

 

7.         The above Pay Scales and Allowances shall come into force with effect from 1st November, 2006.

 

8.          The Director of Medical Education of A.P. Hyderabad shall take necessary action accordingly.

 

9.         This order issues with the concurrence of Finance Department vide their U.O.No.9107/518/Expr.HE/06, dt. 30.10.2006.
