O R D E R :

 

            The Government of India has informed that the proposed Janani Suraksha Yojana under the National Rural Health Mission (NRHM) has been modified to incorporate the National Maternity Benefit Scheme that had been existing till 2004-2005 under which a cash incentive of Rs.500/- was being paid to Below Poverty Line pregnant women who are more than 19 years age with birth order 1 and 2, to improve their nutritional intake during pregnancy.    The Government of India have communicated the modified parameters for the implementation of the Janani Suraksha Yojana, including the National Maternity Benefit Scheme.     The Government of India has further suggested that in States/Districts, where BPL cards have not yet been issued, States/UTs would be advised to ensure formulation of simple criteria for certification of Below Poverty Line (BPL) Status.    They have also advised that the Gram Panchayats may be involved in this certification process.  

 

2.         Considering the difficulties in identifying BPL status with the current guidelines of the State Government in implementing the National Maternity Benefit Scheme (NMBS) Scheme immediately in the State, and in view of the urgent need for a policy view to be taken by the Government to lay down eligibility criteria for the NMBS Scheme, the Government hereby accord permission to the Gram Panchayat Sarpanch and Village Secretary to issue a certificate to eligible pregnant women in the respective Gram Panchayat areas in the State on the following guidelines :-

 

i)                    Age of the Pregnant women should be 19 years or above;

 

ii)                  Birth order of the pregnancy: that the present pregnancy is either the first pregnancy or the second;

 

iii)                The Below Poverty Line (BPL) status of the pregnant women shall be certified by the Sarpanch and the Village Secretary (jointly), in the Proforma annexed to this order, on the criteria – (a) that the pregnant woman’s family owns less than 1.5 acres wet land under assured sources, or less than 2.5 acres of wet land under other sources, or less than 3.0 acres of dry land on which commercial crops are raised, or less than 5.00 acres of general dry lands;  (b) that the pregnant woman’s family does not own any TV, or Scooter, or Motor Cycle, Tractor, Jeep, refrigerator, etc., and (c) that the pregnant woman’s family does not own a pucca house with more than three rooms, a separate kitchen and bed rooms

 

3.                     The Commissioner of Family Welfare, A.P., Hyderabad, shall take further necessary action in the matter.

                        We further certify that Smt. ----------------------------------‘s family is a BELOW POVERTY LINE (BPL) family as per the criteria notified by the Govt. of Andhra Pradesh for the purpose of receiving benefits under the National Maternity Benefit Scheme (NMBS) scheme under the Janani Suraksha Yojana of the National Rural Health Mission of the Government of India.  We further certify that Smt. ------------------------‘s family:

 

(a)   Owns less than 1.5 acres wet land under assured sources, OR;

 

(b)   Owns less than 2.5 acres of wet land under other sources, OR;

 

(c)   Owns less than 3.0 acres of dry land on which commercial crops are raised, OR;

 

(d)   Owns less than 5.0 acres of general dry lands; AND

 

(e)   Does not own any TV, or Scooter, or Motor Cycle, Tractor, Jeep, refrigerator, etc.; AND,

 

(f)     Does not own a pucca house with more than three rooms, a separate kitchen and bed rooms.
