O R D E R:

 

 

In the reference 4th and 5th read above, the Director of Health has stated that in G.O.Rt.No.459, Health, Medical and Family Welfare (J2) Department, dated 22.5.2002, Government have issued orders to meet the expenditure in connection with payment of consolidated amount @ 100% of Gross salary to the Civil Assistant Surgeons and other Paramedical categories who were  appointed on contract basis by way of re-appropriation of funds available under “2210 Medical and Public Health, 01-Urban Health Services – allopathy, MH 001 – Direction and Administration – SH (75) Lumpsum provision – 310 Grants in aid - 311 Grants in aid towards salaries”

 

2)     The Director of Health has requested the Government for re-appropriation of funds to the extent of Rs.20.00 Crores at an early date so as to enable the Directorate to distribute the amount to the Unit Officer, since the personnel recruited under G.O.Rt.No.459, HM&FW (J2) Department, dated 22.5.2002 are pressing for payment of salaries.

 

3)     In the reference 6th read above, the Finance (BE.I) Department have issued orders for re-appropriation of funds.

 

4)     In pursuance of the orders issued in the reference 6th read above, the Finance (EBS.IX) Department in the reference 7th read above have issued budget release orders to Director of Health for Rs.20.00 Crores under the scheme as indicated below:

7)     Government after careful examination of the matter hereby accord administrative sanction for an amount of Rs.20.00 crores (Rupees twenty crores only) to meet the expenditure in connection with payment of consolidated amount @ 100% of Gross Salary to the Civil Assistant Surgeons and other Paramedical categories to those appointed on contract basis.

 

8)     The Director of Health shall take necessary further action in the matter accordingly.

 

9)     This order issues with the concurrence of Fin. (EBS.IX) Department vide their U.O.No.36690/193/A2/EBS.IX/02, dt. 26-12-2002.

       The Finance (EBS.IX) Department have issued Budget release orders releasing an amount of Rs.20.00 crores towards to meet the expenditure in connection with payment of consolidated amount @ 100% of Gross salary to the Civil Assistant  Surgeons and other Paramedical categories to those appointed on contract basis on way of re-appropriation of funds vide G.O.Rt.No.2912, Finance (EBS.IX) department, dated 19.11.2002.  They have also suggested to issued amended to pay 8 of the G.O.Ms.No.459, Health Medical and Family Welfare (J2) Department, dated 22.5.2002 incorporating the Sub Head (04) Primary Health Centres.

 

       In view of the above, it is submitted for consideration and orders on the following:

(1)    An amendment may be issued to para (8) of the G.O.Ms.No.459, HM&FW (J2) Department, dated 22.5.2002 duly incorporating the Sub Head (04) Primary Health Centres.

(2)    An administrative sanction may be issued for Rs.20.00 Crores towards payment of consolidated amount @ 100% of Gross Salary to the Civil Assistant Surgeons and other Paramedical categories to those appointed on contract basis.

 

Subject to orders, a draft orders is submitted below for approval.

 

 

       In view of the above, it is for orders whether administrative sanction for Rs.20.00 Crores may be accorded to the Director of Health under the scheme  as already sanctioned by Finance Department.
