O R D E R:

 

         In the reference 1st read above, the Director of Health, Hyderabad, has reported that Dr.K.Venkataratnam formerly R.M.O., District Headquarters Hospital, Machilipatnam has disobeyed the orders of posting on transfer as Additional District Medical and Health Officer, Adilabad and therefore he has requested to initiate disciplinary action against the doctor. Accordingly, disciplinary proceedings were initiated against Dr.K.Venkataratnam, Civil Surgeon (Retd.) formerly R.M.O. at District Headquarters Hospital, Machilipatnam, Krishna District vide reference 2nd read above. The individual has submitted his explanation vide reference 3rd read above.

 

2          Government, after examining the explanation of Dr.K.Venkataratnam Civil Surgeon (Retd.) found that, it was not convincing, and that therefore appointed the Regional Director Medical &Health Services, Rajahmundry as enquiry officer under Rule 9 of A.P. Revised Pension Rules 1980 to conduct a regular enquiry into the charges framed against him. The enquiry officer has conducted detailed enquiry and submitted the enquiry report wherein, the Enquiry officer reported that the charges proved in the enquiry.

 

3          Government after examination the enquiry report and relevant material and also in view of the fact that Dr.K.Venkataratnam Civil Surgeon (Retd.) formerly R.M.O. at District Headquarters Hospital, Machilipatnam, Krishna Dist has retired from service have taken a provisional decision to impose a punishment of 5% cut in pension for a period of two years besides treating the period from 01-06-99 to 01-03-2000 and from 08-03-2000 to 29-06-2000 as “Dies-Non” on Dr.K.Venkataratnam, Civil Surgeon (Retd.) formerly R.M.O. at District Headquarters Hospital, Machilipatnam, Krishna District. Accordingly, a Show cause Notice was issued Dr.K.Venkataratnam Civil Surgeon (Retd.) duly enclosing a copy of the enquiry officer’s report and indicating therein the provisional decision taken by the Government calling for his explanation vide reference 6th read above. The Director of Health, Hyderabad has forwarded the explanation of Dr.K.Venkataratnam, Civil Surgeon (Retd) vide reference 7 read above.  Government have examined the explanation of Dr.K.Venkataratnam Civil Surgeon (Retd.) and found that, it is not convincing. Therefore it has been decided to confirm its provisional decision of imposing a punishment of 5% cut in pension for a period of 2 years besides treating the period from 01-06-99 to 01-03-2000 and from 08-03-2000 to 29-06-2000 as “Dies-Non” against Dr.K.Venkataratnam Civil Surgeon (Retd.) formerly R.M.O. at District Hospital, Machilipatnam, Krishna District. 

 

4          The Secretary, A.P. Public Service Commission who has been consulted, has agreed with the proposal of the Government and conveyed the concurrence of the Commission for the above provisional decision vide reference 9 read above.

 

5          Government therefore confirm its provisional decision and accordingly hereby impose a punishment of 5% cut in pension for a period of two years besides treating the period from 01-6-99 to 01-3-2000 and from 08-3-2000 to 29-6-2000 as “Dies-Non” on Dr.K.Venkataratnam Civil Surgeon (Retd.), formerly R.M.O. at District Head Hospital, Machilipatnam, Krishna District.

 

6.         The Director Health, Hyderabad, shall take further action in the matter accordingly.
