ORDER:

       In the G.O. first read above, orders were issued for linkage of Family Welfare Programme with Government Welfare Schemes.  Among others, it was ordered that 15% of funds for certain schemes for community works sanctioned to Gram Panchayats and Municipal Wards will be based on the performance in family welfare during the previous year in the respective Gram Panchayats and Municipal Wards and that with regard to the modalities for such sanctions, guidelines would be issued separately.  The Commissioner, Family Welfare, Hyderabad, has furnished the modalities for the above sanctions, in the letter second read above for consideration of the Government.  The modalities for implementing the linkage in terms of setting aside funds from community benefit schemes for rewarding villages and slums that show good performance on the family welfare front and the detailed modalities have been worked out based on the discussions with District Collectors and other officers concerned.

2.     Government after careful examination of the modalities furnished by the CFW, Hyderabad hereby order that the linkage of Family Welfare Programme shall be with Sampoorna Grameena Yojana, Swarna Jayanthi Sahari Rojgar Yojana and National Slum Development Programme only for this year.

The modalities for linkage of Community Benefit Scheme shall be as follows:

i)         Schemes for linkage: for the year 2003-2004, disbursements under the following schemes shall be linked to Family Welfare performance.

a)      Sampoorna Grameen Rojgar Yojana (SGRY)

b)     Swarna Jayanti Sahari Rojgar Yojana (SJSRY)

c)     National Slums Development Programme (NSDP)

ii)         Modalities for Sampoorna Grameen Rojgar Yojana (SGRY) for villages:

a)      Under the stream-1 of this scheme, certain percentage of the funds allocated are placed at the district level with the CEO, ZP and the balance at the mandal level.

b)     5% of the funds at the district level and 5% of the funds available at mandal level are to be set aside for sanction of community works for grampanchayats based on the family welfare performance.

c)     depending on the funds available under the scheme, the number of villages to be rewarded will be decided upon at the district and mandal level respectively.

d)     the maximum amount allotted to a village based on the family welfare performance for works to be undertaken will not exceed Rs.1.00 lakh, in case funds are limited.

e)      the disbursement shall, in linking disbursement with family welfare performance, in no way undermine the poverty focus of the scheme. The family welfare indicator shall be in addition to the primary indicator, which is the poverty status of the village.

iii)         Modalities for Swarna Jayanti Sahari Rojgar Yojana (SJSRY) and National Slums Development Programme (NSDP) for urban slums:

a)      5% of the funds available under both SJSRY and NSDP are to be set aside for sanction of community works for urban slums based on the family welfare performance.

b)     depending on the funds available under the scheme, the number of slums to be rewarded will be decided upon by the Municipal Commissioner in consultation with the CDS.

c)     the maximum amount allotted to one slum based on family welfare performance for works to be undertaken will not exceed Rs.1.00 lakh, in case funds are limited.

d)     the disbursement shall, in linking disbursement with family welfare performance, in no way undermine the poverty focus of the scheme. The family welfare indicator shall be in addition to the primary indicator, which is poverty status of the slum.

iv)         General guidelines applicable to both rural and urban areas

a)      The achievement on Family Welfare performance indicators will be provided by the District Medical & Health Officer concerned for the villages and slums to the Chief Executive Officer, Zilla Parishad and the Municipal Commissioner respectively, using the performance indicators format enclosed.

b)     the District Collector will have the overall responsibility for ensuring adherence for linkage in case of all the three schemes namely, SGRY, SJSRY and NSDP.

c)     the District Collector will be responsible for reporting the data relating to villages & slums rewarded for family welfare performance and the magnitude of funds disbursed.

d)     the said data to is to be sent to Office of Commissioner Family Welfare once in every quarter.

e)      the modalities for other schemes will be worked out considering the performance of this year and also the schemes exiting then.
