          Instructions have been issued by the Chief Secretary vide reference first cited, for taking up periodic water quality analysis and followed up with disinfection measures wherever required, duly following precautions mentioned therein, for maintenance of log book for each water source etc.

 

The instructions were reiterated vide reference 2nd cited and in areas where outbreaks were reported, officers concerned were requested to fix responsibility and to take action against those who failed to discharge their duties, apart from stepping up measures for ensuring water quality analysis. Vide reference 3rd cited, Spl. Chief Secretary, PR&RD had issued instructions to take up orientation of all village secretaries and paramedical staff on the above stated matters and also to provide for chloroscopes at all villages as outbreak of preventable diseases like Diarrhea /GE / Dengue / typhoid are being reported from various parts of the state.

 

The district collectors shall take immediate steps to implement measures already suggested vide references cited, in addition to taking the following in a ‘Mission Mode’ over the next 10 days and periodically there after:-

 

Ø     All the water points / sources should be immediately inspected and water samples sent for analysis and followed up by disinfection. The list of IPM & RWS and teaching hospitals labs is enclosed herewith. The IPM and hospital labs alone are equipped with Bacteriological analysis facilities where water samples may be sent for analysis and report. These labs shall function from 9am to 8 pm until further orders

 

Ø     Wherever contamination of water is detected, warranting repairs of pipelines etc. alternative supply through tankers should be resorted to.

 

Ø     All municipalities, local bodies shall be mobilized to take up cleaning and de-silting of drains by involving self help groups, local communities and by mobilizing other resources.

 

Ø     The municipal commissioners / concerned Depts. / agencies shall ensure area specific responsibilities, job charts,  finalise and implement action plan accordingly.

 

Ø     Massive IEC campaigns may be launched including use of cable TV net work, publicise through public address system the “Dos and Don’ts” particularly in the slums and low income group areas to prevent / such incidences

 

Ø     As this is also a critical season for outbreak of Malaria, JE and Dengue etc, area specific micro plans may also be implemented on priority, including releasing of Gambushia fish in stagnant water sources including, ponds, lakes, wells etc.

 

All the Supervisory Officers and the field staff to be mobilized to launch all requisite measures in a mission mode. The district collectors should monitor and may constitute divisional level committees headed by Divisional Officers if necessary.

Note : The central Lab, the Regnl. Labs under I.P.M, are about 50 years old and act as a reference and external water quality monitoring labs as per the norms of W.H.O. The Water Quality monitoring labs & Dist. Public Health labs are 12 years old. All the labs are well equipped and have full fledged staff.
