Sub:-  Reporting of large-scale sunstroke cases / GE / Diarrhoea cases from different parts of the State –Measures to be Taken-Reg.

With reference to the instructions given by CM in the Video Conference held on 23-5-2003 regarding preventive measures and treatment for sun stroke/ Diarrhoea /G.E.etc., all the District Collectors, the District Medical & Health Officers,  the District health Co-ordination committees, and District panchayat Officers are requested to take immediate action as follows:

 

                                            i.            Wide Publicity may be given on the preventive measures for GE/ Diarrhoea /Sun-stroke through the press, TV including cable T.V, Radio talks etc. A copy of the advertisements released pertaining to “DO’s and Don’ts” regarding sunstroke and Diarrhoea /G.E. issued by the Director of Health  was already sent to District Medical & Health officers. In the areas recording extremely high temperature particularly in towns, possibility of public announcements using public address system may also be resorted to.

 

2.       Prevention and treatment measures for GE / diarrhoea cases:

i)                   Instructions issued vide. G.O.Rt. No.90, HM&FW dt. 29-1-03 to      allot villages to the para medical staff for periodic water quality testing and chlorination may be implemented accordingly.

 

ii)                 In the ref. 3rd cited instructions were issued to train the technical staff of  labs of Institute of Preventive Medicine / RWS Depts. at IPM  in two batches in  water quality testing, use of chloroscope, chlorination of water who in turn will train 28,200 para medical staff and 22,000 village secretaries.

 

iii)              All the Gram Panchayats may be instructed to procure chloroscopes which costs less than Rs.300 Rupees.

 

iv)              Thereafter, in case of any outbreak of diarrohoea/GE, responsibility may be fixed on the concerned staff /para medical /village  secretaries as per the instructions given  in the  ref. 2nd cited.

 

3.      Prevention and treatment measures for Sunstroke cases:

Apart from wide publicity following measures be taken :

 

i)                   ORS may be provided to the PHCs and to all other required  Institutions situated in the areas recording high temperature and cases of sunstroke.

 

ii)                 Apart from mobilizing NGOs/charitable institutions etc. to provide potable drinking water, steps may be taken to provide drinking water outside all the Govt. offices. by the concerned Govt. offices.

 

 The District Collectors are requested to monitor and implement the plan of action in addition to taking all such other measures as deemed necessary.
