Heads
of various Departments participated in the Workshop on “Governing for Results” held at Dr. MCR HRDI AP from 16th
& 17th May, 2002 have expressed that programmes pertaining to
their Sector/Department are being planned and implemented by other Departments
or under special projects, sometimes, without reference to the priorities or the
action plans of the concerned departments. This situation is leading to
investments which could have been otherwise better utilized or promoted better
growth of the sector concerned.
2. For instance the activities relating to Animal Husbandry Department are also taken up by different departments/special schemes/projects as indicated in annexure. The priorities or critical gaps which need to be addressed on priority could be taken up by these departments for achieving effective results. Therefore to ensure that the priorities and critical gaps of each department are adequately addressed the following instructions are issued and shall be scrupulously followed by all Departments.
v While making allocation and formulating the schemes by
Departments/Agencies other than nodal departments at state level an overall
allocation of each sector must be indicated by the department/agency concerned
to provide an idea of the fund flow to the concerned Nodal Department.
v The Nodal Department (dealing with the Sector concerned)
shall make a detailed district wise, Scheme wise proposal to the
department/agency also implementing the Schemes / Programmes of that Nodal
Department, duly prioritizing the critical gaps that need to be addressed and
which will contribute to achieve their targets they have set for themselves in
their action plans.
v The Agency / Department shall in turn consider all such
proposals with reference to their own objectives and inform the Nodal
Department of its acceptance or otherwise, to enable the Nodal Department to
take further follow up action or to seek other remedial avenues as required.

3. All the departments concerned shall identify such activities for integration for optimum utilization of available resources so as to realise the goals envisaged under Vision 2020 and to ensure further action accordingly.
4. All the Departments of Secretariat and all Heads of Departments are requested to communicate these orders to all the concerned Subordinate Officers and Organisations under their control.
