The Government of Andhra Pradesh has established the
Andhra Pradesh State Film Development Corporation Limited on 10th October,
1975. To facilitate implementation of several schemes for the growth of
Film Industry with undivided attention this Corporation has been constituted.
This corporation is incorporated under Companies Act, 1956 as a Limited
In order to provide necessary climate for the Telugu
Film industry to thrive on its native land by introducing important schemes
and in order to achieve this object in a more effective manner the Government
have amended the A.P. State Entertainment Tax Act, by providing 7% of the
total Tax proceeds for the development of Cinematograph films and Arts in
The Corporation renamed as Andhra Pradesh State Film,
Television and Theatre Development Corporation Limited on 13th January,
The Government has nominated
the Corporation as a single authority to co-ordinate and implement all the
schemes/ matters relating to the promotion of film industry in the State.
MISSION AND OBJECTIVES:
- Ensuring settlement of Telugu film industry on firm footing
in the State of Andhra Pradesh through sustained growth.
- To provide necessary climate for the Telugu film industry
to thrive in its native land.
- To establish auditorium in each District headquarter
and other important towns in the State.
- To set up units for production of documentaries and
newsreels covering different welfare schemes announced by the Government
from time to time.
- To foster for settling up of business units of Cinematograph
Trade and industry including setting up of infrastructural units.
- To consider sanction and release of financial assistance
for setting up of infrastructural units and exhibition theatres wherever
necessary by providing financial support.
- To encourage, establish and maintain institutions
for imparting knowledge connected and allied to Cinema, Television etc.
To encourage growth of Theatre arts in the
State of Andhra Pradesh.
Conceptualise exploitation of talent for growth of Cinema, Television and
LOANS TO CINEMA HALLS:
The Corporation has sanctioned term loans
- For construction of Semi-permanent and Permanent theatres
in Rural and Semi-urban areas.
- For construction of semi-permanent and Permanent theatres
in identified backward mandal headquarters.
- Financial assistance for the theatres damaged due to riots
in the year 1988 and
- To the theatres in the coastal districts, due to damage
in the cyclone in November, 1996.
SANCTION OF LOANS:
- Total loans released for construction of Studios &
infrastructural units, cinema theatres and films Rs.14.43 Crores
- For construction of eight studios Rs.147.19 Lakhs
- For construction of sixteen infrastructure units Rs.401.81
- For production of two feature films Rs.34.00 Lakhs
- For construction of 315 cinema theatres Rs.860.44

- Recovery from the loanees of cinema Rs.22.04
Halls, studios, infrastructural units and

ALLOTMENT OF LAND
Government have allotted to ten members of film industry
and to Filmnagar Co-operative Housing Society for establishing of infrastructural
units and housing for Members of film industry. 29.688 acres
Land available with the Corporation for Further allotments
CONSTRUCTION OF AUDITORIUM AT FDC COMPLEX
- Corporation proposed to construct an auditorium in FDC
complex at a cost of Rs.1.00 Crore.
- Out of which, the Corporation spent about Rs.4.15 Lakhs
PRODUCTION OF DOCUMENTARIES AND NEWSREELS:
- The Corporation produces documentaries and news
reels on behalf of Government.
- The Corporation has a fully equipped Newsreels and Documentary
- The documentary and newsreels will be released through
the theatrical circuits of Films Division (35mm) and through field units
of Information and Public Relations Department (16mm) and VHS Video cassettes.
- Total number of documentary films produced : 111
- Total number of newsreels produced : 206
- Total number of news magazines produced : 17
- Total number of Quickies produced : 57
The Corporation has full-fledged production
unit consisting of Arriflex camera and editing, recording equipments which can
be utilised for production of documentaries and newsreels. The services of technicians
should be utilised fully to meet needs of production of documentaries and newsreels
on different welfare schemes of Government.
It is proposed that Monthly one documentary
and one newsreel to be produced and released through theatrical circuits of
Films Division and also video copies and 16mm prints of same be released through
Information and Public Relations Department field units.
PRODUCTION OF TELEVISION SERIALS BY THE CORPORATION
Corporation is contemplating to produce Television
serials on different educational and other welfare schemes for benefit of general
public. These serials can be telecast over State Television Channel and also
different channels in the State.
The Corporation has got experienced technicians
whose services for production of Television serials can be utilised.
ESTABLISHMENT OF ELECTRONIC MEDIA:
The Government have established
the “Electronic Media” which produces Quickies, short films
in video format for telecasting over the Television channels in the State.
This source is utilised particularly when publicity
for programmes like Janma Bhoomi programme and other important schemes are
Necessary budgetory provision is made by the Government
and this Corporation is entrusted the job of giving all assistance for production
of the items by the Electronic Media.
The Corporation has incurred an amount of Rs.199.29
Lakhs in connection with production of 237 items by electronic media.
Presently the Electronic media is producing the video
films by engaging the services of outside agencies and the Corporation for
making payment of their bills.
In addition to above Radio Jingles are produced and
broadcast over All India Radio.
48 Nos of one minute duration jingles each have been
produced and broadcast.
54 Nos of 10 minute duration
family serials have been produced and broadcast.
SUPPLY OF AUDIO CASSETTES ON JANMABHOOMI AND OTHER PROGRAMMES.
INCENTIVES FOR CHILDREN FILMS PRODUCED IN THE STATE.
As part of encouragement to producers of children film
in State the Corporation is offering incentives as sanctioned by the Government
from time to time.
Cash subsidy of Rs. 5.00 lakhs per Telugu children film
made in state payable directly to laboratory towards making of release prints.
Cash subsidy to Rs. 15.00 lakhs per Telugu Children
Film made in State Payable directly to film producers, after release of
Extension of payment of cash subsidy of Rs.15.00 lakhs
if adjudged as Good film by a Committee constituted by the Government.
Free shooting permission to children film producers
for conducting film shooting in Public places viz. Parks, Roads, etc.
After the announcement of the scheme there has been
good response by the film makers and this Corporation has received 29 scripts
for approval by the Children film Script Selection Committee constituted
by the Government. The Committee has examined the scripts received and till
date given approval for 3 film scripts for production of children films.
One children film titled “Kuchi Kuchi Koonamma”
under this scheme has been released on 9.8.2002.
INCENTIVES FOR FEATURE FILMS PRODUCED IN THE STATE. CONCESSION IN ENTERTAINMENT
The Telugu Feature films produced in
the state are offered concession of 10% for Low Budget Telugu Films and
12% for High Budget films in Entertainment Tax subject to fulfillment of
conditions as stipulated by the Corporation.
As on 31.8.2002, Low Budget film ET
Concession certificates of 352 and High budget film ET concession certificates
of 412 were issued by the Corporation under different schemes.
PAYMENT OF CASH SUBSIDY:
The Low Budget Good Telugu Feature Films produced in
the State are offered Rs.10.00 lakhs per film as Cash subsidy if adjudged
as Good Film by the Committee constituted by the Government for the purpose.(maximum
6 films per year)
As on date an amount of Rs.19.14 crores have been disbursed
towards cash subsidy for 679 feature films.
ISSUE OF SHOOTING PERMISSION TO FILM PRODUCERS
Issue of shooting permission by the Corporation for
conducting shooting in Public places viz; Parks, roads etc. on charging
a nominal charges of Rs.500/- per day per location.
The Film producers are permitted to conduct shooting
State of Andhra Pradesh and include a maximum length of 30% of such length
of film in edited length ( Censored length).
As a part of the functions the
Corporation organised the Film Festivals in the State and outside State
for benefit of Telugu Film Loving people. The Telugu films procured by the
Corporation from the Film Archives and also other different film makers
are screened during the film festivals. The festivals outside State are
organised in collaboration with Local Film Societies and Telugu Film Societies.
The Film Festivals consisting of films produced by different
countries are also organised with the support of the Government and Directorate
of Film Festivals.
The Corporation has successfully organised two International
Film Festival during 1986 and 1999.
French film festival and Indian panorama film festival
were organised in the twin cities.
Once in every two years International Children Film
Festival is being organised in the State with the help of the State Government
and support of the Children Film Society India, Mumbai.
12th International Children Film Festival of India,
was organised during November,2001 in Hyderabad . During the Festival ,
films made in different languages by different producers representing different
countries are screened. The Corporation has been conducting these children
film festivals since 1995 in alternative years.
Next International Children Film Festival of India will
be organised during November, 2003 in Hyderabad.
ESTABLISHMENT OF FILM ARCHIVES.
SCHOLARSHIPS FOR STUDENTS
The Corporation is granting scholarships @ Rs.10,000/-
per student per year for pursuing courses at Film and TV institute, Pune
and Tamilnadu Film Institute, Chennai. It is proposed to sanction maximum
of 10 students per year.
As on date total amount of scholarship sanctioned and
released is Rs.0.93 lakhs.
APSFTVTDC, on behalf of State
Government is organising Awards for the best in films, Artistes & Technicians.
Television Awards are also being organised by the Corporation
Stage and Theatre Awards are being given every year
for the best Mythological, Social Plays and Play-lets. For all the awardees,
