ORDER:

It was brought to the notice of the Government that, the Universities in the State are utilizing the Grant-in-Aid received from the Government, the fees received from the public and students towards civil works. The universities do not have established standards for estimates for the civil works and due to lack of effective quality control by the Universities, the quality of civil works is suffering. Further many universities are taking up works which may not be required in the first place. The universities are also violating bidding procedures frequently.

2. Government after careful examination of the matter decides to correct the lacunae in the existing system and the quality control work of universities is here by entrusted to the quality control circle of TR & B. Dept. The Chief Engineer, Quality Control, R&B Department shall oversee the selection of works, scrutiny of the estimates, bidding procedures and also inspect the execution of the civil works in all the Universities in the State. The Quality Control Wing of TR&B Department shall act as per the advice of the Advisor to Government, TR&B Department in this regard.

3. Government hereby also appointed Sri F.C.S. Peter, Advisor to Government, T.R. & B. Department to review all the civil works in the Universities in the State. The quality control provision @ 0.5% shall be provided in all university estimates and transferred to quality control circle of R. & B. Department. The Advisor to Government, TR&B Department is also requested to prepare schedule of inspections for Quality Control Wing of R&B Department and oversee its execution. The Quality Control Wing of TR&B Department shall provide logistic support to Sri F.C.S. Peter, Advisor to Government, TR&B Department.

4. All the authorities of Universities shall provide all the information relating to Estimates, Tender agreements and other relevant information/data available with them/available with other persons in this regard, to the Quality Control Wing as well as to Sri F.C.S. Peter, Advisor to Government, TR&B Department invariably.
