ORDER:

 

It is the practice that Administrative Departments of Secretariat are issuing orders by placing funds for civil construction and repairs works with the Corporation / other Institutions under the control of Government of Andhra Pradesh.  The Administrative Department of Secretariat / Heads of Departments are drawing the funds for construction and repair works and keeping the amount in P.D Account of the concerned undertaking for proper utilization.  It came to the notice of the Government that the corporations / other undertakings are keeping the amount in the commercial banks and they are not maintaining proper accounts of the expenditure to the extent of the funds released by Government of Andhra Pradesh through Budget.

 

2.         In the circumstances stated above and also as a part of Fiscal Reforms, there is a need to strengthen the bill drawal and payment procedure to the extent of the funds released by the Government of Andhra Pradesh in respect of civil construction and repairs works undertaken by the corporations / autonomous bodies under the control of Government of Andhra Pradesh.

 

3.            Government, after careful examination of the matter issue the following orders.

 

The procedure of execution of works, funds flow, payments and accounting being followed in public works Engineering Departments as at present shall be followed by the corporations / autonomous bodies under the control of Government of Andhra Pradesh as annexed to this order to the extent of the funds released by the Government of Andhra Pradesh.  The details of the procedure shall be as follows:

 

  1. The Managing Director of the corporation / Special Project Director, Sarva Siksha Abiyan shall act as head of the department for this limited purpose. 
  2. The Executive Engineer / Superintending Engineer shall act as scrutinizing officer of the works bills of the concerned corporation.
  3. Government releases LOC in favour of the concerned HOD of the Department.
  4. The administrative department / HOD shall communicate the copy of LOC to the Managing Director of the concerned corporation / autonomous body under their control.
  5. The Managing Director of the concerned corporation / Project Director, DPEP shall issue distribution of such LOC released among various offices of their department as required and communicate a copy of that to Director of Works Accounts, Hyderabad.
  6. The Director of Works Accounts authorizes such amounts to the respective Pay and Accounts Office (W&P) of the Districts concerned for honouring the claims made by the assigned executing agencies.
  7. Administrative sanction shall be accorded by the concerned administrative department of Secretariat as per procedure and also specify in that sanction orders, the executing agency chosen by the Corporation / Autonomous Body and communicate a copy of it to the Pay and Accounts Office (W&P) of the District concerned.
  8. The assigned executing agencies shall follow all prescribed procedures and guidelines and provision of various Codes / Manuals, Government orders and condition of agreements etc., execute the works, prepare the claims and present to Pay and Accounts Office (W&P) of the concerned District through the Executive Engineer of the corporation for payment as is now being done in respect of works in public works department.
  9. The Pay and Accounts Officer (W&P) shall exercise all pre-checks on the claims as prescribed in public works department and admit the bills.  All prescribed provision of Pay and Accounts organization shall be followed by them.  The Pay and Accounts Officers (W&P) are permitted to operate of all heads of accounts related to works of these corporations and render monthly accounts to AG, AP (A&E) as usual along with PWD accounts.
  10. The Pay and Accounts Officers (W&P) shall prepare a monthly schedule of works expenditure of corporation / autonomous body wise and furnish a copy of it to the corporation / administrative department of Secretariat / HOD concerned in the format as shown below:

  1. The executing agency and corporation, do reconciliation of expenditure in respect of expenditure on works with Pay and Accounts Officer (W&P).
  2.  The administrative department of the Secretariat / HOD concerned shall do necessary reconciliations with the Accountant General (A&E) after obtaining the expenditure particulars form the respective corporation / autonomous body.

 

4.         The Special Chief Secretaries / Principal Secretaries / Secretaries of Secretariat Department are also requested to issue instructions to the authorities of the Corporations / Autonomous bodies under their control for compliance of these orders.
