O R D E R :

 

 

              In the Government Order first read above, orders were issued revising the rates of City Compensatory Allowance as recommended by the Pay Revision Commission, 1999.

 

2.           In the Government Order second read above, orders were issued constituting Pay Revision Commission and appointing Sri J. Rambabu, IAS., (Retd.,) as  Pay Revision Commissioner. The Commission submitted its report on 30-6-2005.

 

3.           Government held discussions with the Chairman and office bearers of the Joint Action Committee of Employees, Teachers and Workers of Andhra Pradesh, and the Chairman and office bearers of A.P. Secretariat Employees Co-ordination Committee. It has been decided to implement the recommendations of the Pay Revision Commission with the following modifications:-

   (i)     It was agreed to allow an additional fitment benefit of 6% in addition to the 10% fitment recommended by the Pay Revision Commission.

  (ii)     It was agreed that the notional benefit of pay fixation shall be from 1-7-2003 with monetary benefit from 1-4-2005. The arrears from  1-4-2005 to 31-7-2005 will be credited in to the General Provident Fund Accounts of the employees for the current financial year i.e. 2005-06.

 

4.           In the Government Order 4th read above, orders were issued implementing the revised pay scales, 2005 with effect from 1-7-2003 with monetary benefit from 1-4-2005.

 

5.           Among others, the Pay Revision Commission, 2005 while recommending the revision of the rates of City Compensatory Allowance observed as follows:

 

              "The Pay Revision Commissions and Central Pay Commissions have not favoured linkage of CCA with the population.  They also did not agree to grant CCA as percentage of salary without any cap making it virtually another form of Dearness Allowance.  The issue in short before the Pay Revision Commission is the need to increase the CCA and also to extend it to places which are otherwise deserving".

 

6.       The Government have accepted the recommendations of the Pay Revision Commission as far as City Compensatory Allowance are concerned and hereby sanction the revised rates  of City Compensatory Allowance to the  employees in different pay ranges in the  Revised Pay Scales of 2005 as indicated below:

7.           The pay for the purpose of calculation of City Compensatory Allowance shall be the pay as defined in FR 9(21) (a) (i).

 

8.           The City Compensatory Allowance at the above rates shall be admissible to:

 

a)     all employees of the State Government:

b)     The employees of the Local Bodies and Aided Institutions including Aided Polytechnics, in receipt of pay in regular pay scale in the Revised Pay Scales of 2005 and

c)      The Work-charged establishment in receipt of pay in regular pay scale in the Revised Pay Scales of 2005.

 

9.1.        The revised percentage rates of City Compensatory Allowance specified in para sixth above shall not be applicable to the following categories of employees.

 

a)  Those  employees who opt to remain in the Andhra Pradesh Revised Pay Scales. 1999.

b)  Teachers working in the Universities, affiliated degree colleges both under Government and aided managements who are drawing pay in the Andhra Pradesh Revised UGC/ICAR/AICTE  pay Scales 1986/1996.

c)  Officers belonging to All India Services.

d)  Andhra Pradesh Higher Judicial Service and Andhra Pradesh State Judicial Service who are governed by the  first National Judicial Pay Commission.

 

9.2.        The categories of employees specified in 9.1 (a) above  shall draw the allowances at the existing rates.

 

10.         These orders shall come into force with effect from 1-7-2003 with monetary benefit from 1-4-2005. The revised rates of City Compensatory Allowance along with the Revised Pay scales, 2005 from 1-4-2005 to         31-7-2005 shall be credited to the General Provident Fund Accounts. The revised rates of City Compensatory Allowance shall be paid in cash along with the salary in the Revised Pay Scales 2005 from August, 2005.
