ORDER:
In the reference 1st read
above, orders have been issued entrusting the work of collection of Commercial
taxes to UTI Bank Limited on behalf of the commercial taxes department in the
twin cities through Cash Management Services (CMS) along with State Bank of
Hyderabad and in the reference 2nd read above, the UTI Bank Limited
was also permitted to collect Commercial Taxes at Guntur,
Kakinada and Rajahmundry.
2. In the reference 4th read
above, the UTI Bank Limited was entrusted the work of refunds of commercial
taxes under A.P. VAT Act, 2005 for a period of six months, in respect of all
VAT dealers under A.P. VAT Act, 2005 in the entire state in relaxation of
S.R.27 under T.R.16 of A.P. Treasury Code, Volume-I. The State Bank of
India and State Bank of Hyderabad were also entrusted the work of collection
and refunds of commercial taxes under A.P. VAT Act, 2005 in respect of all VAT
dealers under A.P. VAT Act, 2005 throughout the State of Andhra Pradesh in
relaxation of S.R.27 under T.R.16 of A.P. Treasury Code, Volume-I.
3. In the reference 5th read
above, the Revenue Department has proposed to entrust the work of refund of
taxes under VAT Act, 2005 to UTI Bank alone for a period of 6 months to have
centralized refunds of taxes.
4. Government, after careful consideration
of the matter, hereby issues the following orders.

UTI Bank Limited is allowed to handle both collections and refunds as ordered
in the references 1st, 2nd and 4th read above
i.e. at twin cities of Hyderabad & Secunderabad, Guntur, Kakinada and Rajahmundry including international exports as well as specialized
agencies such as UNO, ICRISAT, etc., for a period of six months till 31-03-2006
pending finalization of connectivity and other formalities between Commercial
Taxes Department and State Bank of India and State Bank of Hyderabad.
