R D E R:
Orders were issued in the references cited imposing ban on purchase of vehicles in Government and Government owned organizations and to take vehicles on hire basis only by following due procedure in this regard.
2. Government after careful examination hereby order the following guidelines to be followed.
i)
Existing
ban on vehicles purchase shall continue.
ii)
No
department shall purchase Cars/SUVS/Jeeps, four wheelers of any category.
iii)
In
exceptional circumstances, where creation of post, departments, accidental
damage to vehicles, total disrepair of the vehicle (only in case of Special
Chief Secretary / Principal Secretary / Secretaries and Heads of Departments)
the proposal may be submitted to the Hon’ble Chief Minister through Secretary
(W&M), Principal Finance Secretary, Chief Secretary to Government &
Minister Finance.
iv)
All
such proposals may be below Rs.7.00 lakhs for a vehicle.
v)
There
shall be enough budget provision for the purpose. No reappropriation for this
purpose will be allowed.
vi)
Only
Euro-III compliant vehicles, which are fuel efficient and preferably
diesel driven may be purchased
subject to the
upper ceiling of Rs.7.00 lakhs.
vii)
The
ban applies to all state run Public Sector Undertakings and all other agencies
also.
viii)
Purchase
of two wheelers and three wheelers for departments may be done with specific
orders from the Hon’ble Chief Minister and within budget provision.
ix)
The
budget provision made for subordinate offices may not be diverted to
Headquarters / Secretariat for purchase of vehicles.
x)
Collectors
& DMs in the districts shall enforce these guidelines in all the agencies
(including DRDA, DPAP, DPEP etc.) in the district.
xi)
Secretariat
Departments may ensure compliance from all their field Offices, Heads of
Department and other organizations under their control.
xii)
Violation
of these guidelines may be viewed seriously by Government.
