ORDER;

 

            In the reference 3rd read above, risk allowance was sanctioned to the Workers working in the galleries of the Srisailam Dam at the rates prescribed in the reference 1st read above with effect from 14-11-1974.  As this benefit was not continued in RPS, 1986, some of these workers filed O.As. 32433 to  32462 of 1991 and 32539/91 to 32625/91 only:

           

2.          The A.P.A.T. directed the Government to consider the payment of Risk Allowance in the R.P.S., 1986 in terms of G.O.Ms.No.174 F & P (FW.PC.II) Department, dated 25-3-1987, if they were drawing the same and will eligible for the same in the pre-revised scales and  if they are eligible for the same under G.O.3rd read above.  The Government had therefore decided to refer the matter to One Man Commission on Anomalies.  The One Man Commission in consultation with Engineer-in-Chief  recommended for acceptance of the representations of employees and to make payment of Risk Allowance to the staff   and   workers  working in Srisailam Project. Based on One Man Commission for Anomalies  and in view of the A.P.A.T. Orders..  Government have issued orders in the reference 4th read above, as provided they    were drawing the Risk  Allowance   in  the  pre-revised scales and are eligible for the same under the G.O., subject to a maximum of Rs.120/- with effect from 24-04-1992 to the staff workers in the Srisailam Project at the following points:.

 

1.      Pen Stock, Bulk, Head Gates.

2.      Cable Ways.

3.      Foundation of the Gallery

4.      Dam Galleries

5.      “C” Shaft.

 

3.       In the reference 5th d read above, Government have issued an amendment based on the orders of A.P.A.T. in O.A.No.7021/1998 dated 9-10-1998 to the G.O.Ms.No.202, I&CAD(PW.SER.II) Dept., dated 23-12-1995 and   deleted the condition  “Provided they were drawing the same in the prescribed Scales and are e4ligible for the same” existing at para 4 of the said G.O.

 

4.       In the reference 6th read above, the Employees Union  has made a representation for payment of Risk Allowance on R.P.S, 1993 to 1999 at 10% on pay to the workers working in the risk borne hazardous point of  Pen Stock, Bulk, Head Gates, Cable Ways, Foundation of the Gallery, Dam Galleries, “C” Shaft on the following grounds:

 

1.      The workers in dam galleries has to work hard without free air  around the clock at various steps at a depth of 420’ below the top of the dam, and they have to work in an atmosphere of humidity.

 

2.      For replacement and maintenance of the dam, the workers have to carry the motors and pump sets through sleep steps by keeping them on their shoulders to the points 495’ below the top of the dam.

 

3.   Due to suffocation, the workers are often victims to the  skin diseases, heart complaints etc. and they are hard pressed to meet this expenditure which is arising out during the course of the performance of their official duties .

                                                                                                 

5.      The Chief Engineer, Neelam Sanjiva Reddy Sagar Project, Hyderabad  in his letter    read above confirmed that the workers working in the dam galleries and prime to such occupational diseases.

 

6.                  After careful examination of the above, Government hereby accord sanction for payment of Risk Allowance in the R.P.S., 1993 and RPS, 1999  to the staff , and workmen working in the  Neelam Sanjeeva Reddy Sagar Project at the following points

 

1.      Pen Stock, Bulk, Head Gates.

2.      Cable Ways.

3.      Foundation of the Gallery

4.      Dam Galleries

5.      “C” Shaft.

 

as follows:

With effect from RPS, 1993    

10% of basic pay subject to

 a ceiling of Rs.150/- per month.

With effect from RPS, 1999    

10% of basic pay subject to

     a ceiling of Rs.250/- per month.

           

7.  Necessary amendments to the Andhra Pradesh Manual of Special Pays and Allowances will be issued in due course.

    

 8.   Further continuance of the above Risk Allowance after RPS, 1999 is subject to recommendation by the PRC who   review is now under progress.
