ORDER:

 

            In the G.O. 3rd read above, orders were issued simplifying the procedure for drawal and disbursement of bills by Ministers / Chief Minister to the effect that;

 

1.      The Drawing and Disbursing Officer of each department is authorized to draw and disburse the salaries and other allowances and shall prepare all bills pertaining to the Minister of their respective departments and present directly to the Pay and Accounts Office concerned.

2.      Bill need not be routed through Finance (CCS.II) Department.

3.      The Drawing and Disbursing Officer of each department shall complete the reconciliation with Pay and Accounts Officer / Accountant General as per schedule.                    

 

Certain departments have sought clarification on the budget distribution for the Ministers attached to their respective departments to implement the orders issued in the reference 3 read above and also drawal of Pay and Allowances of various Chairmen who are equated with the status of Ministers of State / Cabinet appointed in certain departments.

 

            Government after careful consideration of the matter, hereby order that;

 

1.       The Chairmen appointed by the Government for various Commissions and whose status is equated with the status of Ministers of State / Cabinet, the respective departments have to draw their pay and allowances from the budget made available under 2013 – Council of Ministers.

 

2.       The General Administration Department shall distribute the budget to the respective departments of the Ministers and also to the Chairmen appointed in various departments from the budget made available under   2013 – Council of Ministers, taking into account the actual expenditure of the previous financial year.

 

3.       The Finance (CCS.II) Department / General Administration Department shall furnish the Pay and Allowances particulars to the Pay and Accounts Office for issue of pay slips.
