O R D E R:
Orders were issued in
reference 15th read above on transfer policy of the government while
imposing ban on transfers. In view of
employee welfare and administrative efficiency and after reviewing the position
and in continuation of G.O.15th read above Government have decided
to relax the ban imposed on transfers for a limited period till 15th
July, 2004.
2. The relaxation on ban
on transfers is with immediate effect and limited to the following categories
of employees.
(i) Long standing employees who have put in 4 years of service as on 1.4.2004 in a particular station shall be eligible for a transfer from that station/shall also be liable for transfer, in accordance with these guidelines.
(ii) Transfers of Government Servants on medical grounds for the diseases (either self, or spouse or dependent children) of Cancer, Heart Operation, Neuro Surgery, Bone T.B., Kidney Transplantation to places where such facilities are available.
(iii) Employee whose spouse is employed at a different station subject to the condition that only one of the spouses can be transferred.
(iv) Cases involving serious family problems viz., higher studies of college going children.
3. The competent
authority may prepare transfer proposals keeping administrative efficiency in
view. No other employee shall be
transferred just to accommodate the cases covered under exemption clause.
4. Each department shall work out the actual extent of transfers on the basis of above guidelines and then obtain specific approval orders in circulation upto Finance Minister through the Minister of the department concerned duly indicating the total number of employees (category wise) the number (with percentage) of employees being proposed for transfers and the financial implications involved. After obtaining order in circulation the departments of Secretariat shall send the proposals to Finance (W&M) Department along with draft order for concurrence to enable TTA claims to be admitted by Treasury Officers.
5. All the Departments of Secretariat and Head of Departments shall minimize the transfers as far as possible and effect only those transfers which are strictly warranted in the interest of administration.
