            1. G.O. Ms. No. 273, Finance (BG-I) Department, dated 1-4-2003.

 

O R D E R:

 

            According to the orders issued in the reference cited, 75 percent budget provision for 2003-2004 i.e. an amount of Rs. 7.50 lakhs (Seven crores fifty lakhs only) is hereby released as 4th quarter of 2002-2003 for utilisation among various departments of Secretariat and heads of Departments as detailed in the annexure to this order for sanctioning loans to Government employees, for purchase of Cycle and other Conveyances under their administrative control duly following relevant rules and instruction in force.

 

2.         The following principles shall be kept in view while sanctioning loans to Government Servants by the Departments.

 

(i)                  The Budget released shall be utilised by following strictly all quarterly regulations.

(ii)                The Departments of Secretariat and Heads of Departments should not utilise the amount allotted to the employees and Drivers of Regional and District Officers for sanctioning the Cycle Advance to their respective employees.

(iii)                The Sanctioning authority shall ensure that prompt action is taken against the defaulters who misuse the amount and against those who fail to complete the formalities in time, according to the rules.

 

3.         The Secretariat Departments shall issue suitable instructions to the loan sanctioning authorities to arrange for prompt recovery of the loan amount sanctioned to the employees as per rules on the subject.

 

4.         The expenditure on account of sanction of loans for purchase of Motor Cycle/Mopeds shall be debited to “7610 – Loans to Government Servants etc., M.H.203 Advances for purchase of other conveyances, S.H. (04) Advances for purchase of Cycle and other Conveyances. 001 Advance for N.G.O.s for Educational of their children and other miscellaneous purposes”.

 

 

 

 

5.         The Department of Secretariat other than Finance Department shall take immediate action to reallocate the funds among the Departments under their control for sanction of loan to the employees.
