O R D E R:-
In a number of States, the Market Committees are implementing a scheme for providing Insurance to Farmers, Licensed Hamalies, Weighmen and Cartmen connected with the functioning of the Market Yard which serve not only as a welfare measure, but also indirectly benefit the Market Committees and farmers, as the Insurance Scheme will attract farmers to bring their produce to the Market Yards. Many non- functional Market Yards will experience a higher turnover and become functional in course of time. When farmers began to bring their produce to Market Yard, the exploitation of farmers will also reduce and also help in increasing the collection of Market Fees. As such, the Director of Marketing has recommended the Insurance Scheme vide his letter read above and requested to approve the Scheme.
2. Govt. after careful examination, consider the above request of the Director of Marketing and decided to implement the Insurance Scheme to Farmers, Licensed Hamalies, Weighmen and Cartmen connected with the functioning of the Market Yard subject to the following terms and conditions:
i. The Scheme will be called " Rythu Bheema Pathakam".
ii. It will be implemented by all the Agricultural Market Committees in the State
iii. Farmers who bring their produce to the Market Yards and also
farmers who come to the Rythu Bazaars with their produce, will
be provided with Insurance coverage for accidental death,
permanent disability and also partial disability. This scheme
will also cover Licensed Hamalies, Weighmen and Cartmen who
are working in the Market Yards.
iv. The Insurance coverage would be as follows:-
a) In case of accidental death in the course of
farming Rs. 1.00 lakh
b) In case of permanent disability, such as loss
of limbs and eyes Rs. 75,000/-
c) Partial disability, such as loss of one limb
and one eye Rs. 25,000/-
The accidental death or injury shall have occurred in the course
of farming and Agricultural operations.
v. All those farmers between the age group of 18-60 years will be
eligible. They should have sold atleast 1.00 quintal every year
for the past 3 consecutive years. The Agricultural Market Committees
will maintain a list of all such farmers for this purpose which will be
updated every year.
vi. Certification of farmers will be done on the basis of Pattedar
Passbooks, in the case of land owner, and by the Village
Secretary in the case of Tenant/Cultivator. The Village Secretary
will have to certify tenant or Cultivator on the basis of the land
record such as the Pahani/Adangal. In the case of accidental
death, the death certificate issued by Mandal Revenue Officer
will be the requisite proof for payment of compensation. In the case
of injuries resulting in permanent/partial disability, the necessary certificates
will have to be issued by the Medical Officer of the Primary Health Centre
or the Govt. Hospital concerned.
vii. The Agricultural Market Committees will pay the Insurance amounts
to the Claimant or legal heir in the form of D.D. on the Bank nearest and
convenient to the Claimant. The Agricultural Market Committee should
not take more than one week to settle such claims by adopting a
simple procedure for processing the claim and making the payment.
The Insurance amounts will be paid from the funds of the Agricultural
Market Committees.
3. The Director of Marketing is requested to take necessary action to implement the Scheme accordingly and frame appropriate guidelines and procedure.
