ORDER:

 

1.         In G.O. first read above Govt. have accorded administrative sanction for an amount of Rs.1,50,00,000/- towards State share for implementation of Minimum Support Price Scheme to the Sericulturists of A.P. during 2002-03, in relaxation of quarterly and Treasury control orders.

 

2.         The Commissioner of Sericulture, A.P., Hyderabad shall follow the following guidelines for implementation of Minimum Support Price Scheme during 2002-03.

 

1.      The crops are to be supervised cent percent by TSC staff and recorded in the Rearer’s Book.

2.      It is mandatory to the farmer to bring the rearer’s passbook to the Government Cocoon market while marketing their cocoons and to get eligibility to receive the price incentive.

3.      Price incentive will not be paid to the seed rearers. This incentive is  applicable for all Multi x Bi, Bi x Bi, or any other reeling cocoons.

4.      The farmer who markets his cocoons in Karnataka Markets should produce the Market bidding slip to claim incentive price. The concerned TSC incharge and the ADS concerned should countersign the bidding slip. The farmers who get more than Rs.100/- will not get this benefit except the Bivoltine farmers who get less than Rs.130/- per kg.

5.      A Committee may be formed to scrutinize the bidding slips of the farmers by involving one reeler, one rearer and a senior officer.

6.      Incentive price will be paid by crossed cheques only.

7.      Proper acknowledgement is to be obtained from the Rearer when the incentive price is paid to him. Cash book and voucher should be maintained for all incentives given.

8.      A separate counter or cell is to be opened in each Govt. Cocoon Market and they should ensure that incentive price is paid to the rearer on the same day.

9.      The implementation of price incentive scheme is to be closely monitored by the concerned JDS and they should ensure that no irregularities take place.

10.  The Incharges of Non-farm TSCs should ensure that the reeling cocoons purchased by the reelers are stifled on the same day.

11.  The guidelines on the implementation of the incentive price should be displayed on the notice board of all Govt. cocoon markets, TSCs and other Departmental offices.

12.  The incentive price scheme is applicable for a period of 3 months initially or till such time the average rate / kg of Reeling Cocoons reaches Rs.100/- per kg.  by taking the average for a week.

13.  The expenditure should be met equally by State and Central Govt. at 50:50.

14.  The incentive price cannot be paid to the melted and flimsy Cocoons

15.  Wide publicity is to be given about the implementation of the scheme.

16.  The same instruction will hold good for the transactions made in notified Cocoon markets also

17.  The farmers who market their cocoons over and above 199 kgs in a batch are not eligible for payment of incentive price.

18.  The farmers who market their cocoons in the markets of AP and Karnataka digital photographs covering them, quantity and date of sale, income of sale in Karnataka bidding slip and pass book should be produced should be taken for the farmers for whom incentive price is paid.

 

3.         The Commissioner of Sericulture, A.P., Hyderabad shall purchase the required number of digital cameras with the available funds for taking up the photographs of the farmers for whom incentive price is paid and for future use also.
