Sub:- Public Services – A.P. Secretariat Services – Section Officers appointed in various Departments of Secretariat – Provisional Seniority list of Section Officers in Single Unit – Objections called for.

Ref:- 1) G.O. Ms. No. 186, G.A. (SU-II) Dept., dated: 20-06-2003

and subsequent amendments thereon.

2) G.O. Ms. No. 201, G.A. (SU-II) Dept., dated: 10-04-2008.

3) Certain representations received from Section Officers and Retired Officers.

In pursuance of the orders of the Hon’ble High Court of Andhra Pradesh in its orders, dated 20-08-2002 in W.P. No. 11367 and 11368 of 2002, the final seniority list of Assistant Section Officers appointed in various Departments of Secretariat under Single Unit from 01-01-1975 to 31-08-1984 was published in the reference 1^st cited and from 01-09-1984 to 18-09-1998 was published in the reference 2^nd cited.

2) The seniority of the Section Officer in the Departments of Secretariat was prepared upto 1988. After that no attempt has been made in fixing and finalizing the seniority of Section Officers. Only adhoc seniority list of Section Officers were prepared for meeting the promotional needs of Section Officers to the next higher category promotions, i.e., Asst. Secretary to Government on wards.

3) In the above circumstances, it is felt necessary to prepare a seniority list of Section Officers for the period from 1988 to till date and proposed a provisional seniority list of Section Officers which is enclosed as Annexure which was prepared duly observing the following guidelines:

Ø The seniority list of Assistant Section Officers published in the G.O. Ms. No. 186, G.A. (SU-II) Dept., dated: 20-06-2003 and subsequent amendments thereon and G.O. Ms. No. 201, G.A. (SU-II) Dept., dated: 10-04-2008 has been followed strictly while preparing the seniority list of Section Officers from the panel year 1988-89 to 2006-2007.

Ø Panel-wise vacancies of the Section Officers have been arrived and list of Section Officers have been restricted to the number of vacancies in each panel from 1988-89 to 2006-2007.

Ø Superintendents of HODs were appointed as Section Officers under
12 ½ % quota during the panel years 1988-89 to 2001-2002. They have been included in the provisional seniority list based on their date of joining as Section Officer in Secretariat.

Ø The Rule of Reservation in promotions in favour of SCs and STs in terms of the orders issued in G.O. Ms. No. 5, S.W.(ROR) Dept., dated
14-02-2003 and subsequent clarification issued in Govt. Memo. No. 8904/CV-1/2000, S.W.(CV) Dept., dated: 01-12-2006 has been observed including categorization among Scheduled Castes.

Ø Some of the ASOs listed in G.O. Ms. No. 186, G.A. (SU-II) Dept., dated 20-06-2003 and G.O. Ms. NO. 201, G.A. (SU-II) Dept., dated: 10-04-2008 were not included in the proposed provisional seniority list of Section Officers, since they were retired / left the job before they got their turn for promotion as Section Officer. Such names have been shown separately as Annexure-II for information.

Ø Wherever the juniors were promoted earlier than the seniors in the absence of final seniority list of Asst. Section Officers have been placed at appropriate place duly proposing for notional promotions on par with their juniors.

4) The provisional seniority of Section Officers from the panel year
1988-89 to 2006-2007 is hereby communicated to all the concerned with a request to submit their objections if any within 15 days from the date of receipt of this Memo. Failing which it will be construed that there are no objections on the proposed seniority list of Section Officers to be filed and final seniority list of Section Officers will be published based on the material available duly placing the matter before Review DPC.

5) The concerned (OP) Departments are also requested to verify the promotional dates of the members shown in the Annxure and inform variations if any, to this Department immediately.
