INTRODUCTION
BACKGROUND
The Right to Information Act, 2005 No.22 of 2005 received the assent of the President of India on the 15th June, 2005. The Act is to provide for setting out the practical regime of Right to Information for citizens to secure access to information under the control of Public Authorities, in order to promote transparency and accountability in the working of every public authority, the Constitution of a Central Information Commission and State Information Commissions and for matters connected there which are incidental thereto. The Act extends to the whole of India except the state of Jammu & Kashmir.
OBJECTIVE OF INFORMATION HANDBOOK
Under Section 4 (1) (b) of the RTI Act, 2005 casts an obligation on every Public Authority to publish information on 17 Manuals referred to their in within the expiry of 120 days, from the date of enactment of the Act. To comply with, this Information Hand Book is published for the use of public.

Citizens, Civil Society Organizations, Public Representatives, Officers and Employees of Public Authorities including Public Information Officers and Assistant Public Information Officers and Appellate Officers, Central and State Information Commissions etc., are the uses of this hand book.

ORGANISATION
The A.P. Study Circle was established in the year 1979. It is an autonomous body registered as a society. It provides exclusive coaching to SC, ST, BC and Minority candidates for Civil Services examination conducted by the Union Public Service Commission and it is working under the aegis of Social Welfare Dept. of Govt. of A.P.
1. GENERAL BODY :
The General Body of the Society, which consists of all the members shall meet at least once in a financial year, preferably in the month of March. Meeting of the General Body will also be conducted if the Managing Committee deems it necessary or when requisitioned by the Members of the Society backed by such percentage of members as decided by the General Body.
The primary function of the General Body shall be :
- To approve the expenditure statement of the previous year.
- To pass budget for the ensuing year and approve the expenditure statement of the previous year.
- To elect the Managing Committee.
- To discharge any other functions which normally will not be within the domain of the Managing Committee of the Society.
- To make bye-laws so as to carry out the objectives of the Society as laid down in the Memorandum of Association.
2. MANAGING COMMITTEE :
The Managing Committee will consist of the following :

The members of the Managing Committee shall be elected once in two years by the General Body.
FUNCTIONS OF THE MANAGING COMMITTEE :
The functions of the Managing Committee will be as follows :
- It shall be responsible for the day to day functioning of the Society, and to determine and implement its policies subject to general supervision and approval by the General Body.
- It shall have the authority to appoint, retrench or otherwise deal with the employees of the Society.
- It shall have the authority to raise resources for the society by way of fees, donations and grants from Government public or private bodies, individuals etc.
- It shall act for promotion of the objectives of the society in all possible ways.
- It shall have the authority to delegate its functions to any office bearer or bearers or sub-committee constituted by it.
- It shall have the authority to co-opt outsiders to serve the Society in such manner as it considers fit.
- It shall determine the procedure for conduct of the work of the Society.
- It shall have the authority to sue and be sued in the name of the Society in the discharge of the functions and obligations of the Society.
- It shall meet at such intervals as it considers necessary and at least once in three months.
- It shall have the authority to appoint an Auditor to audit the accounts of the Committee.
The following officers monitor the functioning of A.P. Study Circle from time to time in their Ex-officio capacity.

The day-to-day affairs of administration is looked after by the Director.
LOCATION :
The A.P.Study Circle is located in Dr. B.R. Ambedkar Bhavan, Lower Tank Bund Road, Hyderabad, and it has the in-house facilities like classrooms, library, hostel and mess. It is proposed to shift to own premises after the completion of the new building complex near Kasu Brahmananda Reddy Park, Banjara Hills, Hyderabad.
BYE-LAWS OF ANDHRA PRADESH STUDY CIRCLE
The following are the bye-laws framed under rule 4 (2) (e) of the Memorandum of Association.
1. SHORT TITLE & COMMENCEMENT :
- These bye-laws may be called the Andhra Pradesh Study Circle bye-laws, 1980.
- They shall come into force on 30.01.1980, the date of formation of the A.P. Study Circle.
2. DEFINITIONS :
- “Study Circle” means, the A.P. Study Circle (registered) Hyderabad.
- “The General Body” means, the Body constituted under rule 3 (i) of the Rules and Regulations.
- “The Managing Committee” means, the Committee constituted under 5 (i) of the Rules and Regulations.
- “Bye-laws” means, the bye-laws made by the General Body under rule 4 (2) (e) of the Rules and Regulations.
- “President” means, the President of the A.P. Study Circle holding office under rule 5 (i) of the Rules and Regulations.
- “Vice-President” means, the Vice-President of the A.P. Study Circle holding office under rule 5 (1).
- “Secretary” means, the Secretary of the A.P. Study Circle holding office under rule 5 (1).
3. MEETING OF THE STUDY CIRCLE :
- Notice of the meeting of the Study Circle shall be issued by the Secretary on behalf of the President with the prior approval of the President.
- Proceedings of the meeting of the Study Circle shall be circulated by the Secretary to the members of the Study Circle with in 15 days after the meeting.
4. MEETING OF THE GENERAL BODY :
- The General Body of the Study Circle shall meet at least one in a Financial Year preferably in the period January to March and on such occasions when the Managing Committee deems so necessary or when requisitioned by not less than 2/3rd of the members.
- A notice of such meeting of the General Body shall ordinarily be issued by the Secretary at least 15 days before the date of the meeting provided that in exceptional circumstances a shorter notice may be given with the prior approval of the President.
- The business to be transacted at the meetings shall be with reference to the items of the Agenda supplied along with the notice of meeting an on any other matter to be permitted by the President at the meeting for discussion.
- The proceedings of the meeting shall be prepared by the Secretary and submitted to the President of the meeting for his approval. Copies of the approved minutes shall be delivered or posted to every member within 15 days after the meeting.
- The quorum for the General Body meeting shall be 1/5th of the total membership as per rule 7 (i) of the Rules and Regulations provided no such quorum is required for a meeting adjourned once for want of quorum.
5. MEETING OF THE MANAGING COMMITTEE :
- The Managing Committee of the Study Circle shall meet at such intervals as it considers necessary and at least once in three months.
- A notice of such meeting of the Managing Committee shall ordinarily be issued by the Secretary at least 7 days before the meeting provided a shorter notice may be given with the approval of the President.
- The quorum for the Managing Committee shall be 4 including two office bearers of the Study Circle provided no such quorum is required for a meeting adjourned once for want of quorum.
- The business to be transacted at the meeting shall be with reference to the items of the Agenda supplied along / with the notice of meeting and on any other matter to be permitted by the President at the meeting for discussion.
- The proceedings of the meeting shall be prepared by the Secretary and submitted to the President of the meeting for his approval. Copies of the approved minutes shall be delivered or posted to every member within 10 days after the meeting.
- If, in the opinion of the President, immediate action is called for on any matter and it is not possible or convenient to convene the meeting of the Managing Committee.
6. POWERS AND DUTIES OF PRESIDENT :
- The President shall have the power to appropriate funds from the unit of appropriation to another unit of appropriation subject to following restrictions namely,
(i) that the total sanctions of expenditure should not exceed
the total budget provisions.
(ii) that such appropriation shall have not the effect of
involving the Study Circle recurring commitments in the
succeeding year of the scheme.
- The President shall have the power to write off irrecoverable values of stores, books etc., upto Rs.5,000/- provided that the loss is not on account of serious negligence on the part of any employee of the Society, theft or any defect of system.
- The President shall be the authority to sanction the incurring of expenditure (recurring and non-recurring) without any upper limit over and above the financial powers of the Secretary defined in rule 12 (iv) subject to availability of funds.
7. POWERS AND DUTIES OF THE SECRETARY :
- (a) The Secretary shall be responsible for proper functioning of the Study Circle and for the strict observance of these bye-laws.
(b) In particular, and without prejudice to the generality of the
foregoing provisions, the duties and powers of the
Secretary shall include the following namely.

to convene meetings of the General Body and Managing Committee with approval of the President.
-
to supervise the work and conduct of the staff, and to exercise disciplinary control on the employees of the Study Circle.
- to frame rules regarding sanction of leave, annual increments,
advances and other service matters in respect of employees of the Study Circle other than those on deputation, subject to approval by the Managing Committee.
- to incur expenditure on contingent or miscellaneous nature of
any matter specified in column (2) of the table below and shall have the power to incur such expenditure upto a limit, if any specified in the column (3) there of subject to budget provision.

8. OPTIONALS :
- The Study Circle shall impart guidance in such optionals identified by the Chief Consultant every year according to demand and available resources provided a minimum of five candidates are selected for enrolment in each such subject.
- Instructions will be in English. Members admitted for guidance wishing to write in Telugu medium will be given guidance in Telugu language provided at least 5 such members opt for Telugu Language.
9. ENROLMENT :
I (a) All the candidates seeking enrolment for guidance in the Study Circle shall apply in the form named 1st screening.
(b) The candidate; who in the opinion of the Study Circle, can be helped taking into account his ability, shall be called for 2nd screening test where the candidate may be asked to write a test and also appear for an interview.
(c) The candidates, w hose performance both in written test as
well as in the interview is found to be satisfactory shall be selected for enrolment for guidance.
10. CATEGORY OF MEMBERS ENROLLED FOR GUIDANCE :
- 40 candidates belonging to Scheduled Caste and Scheduled Tribe communities in the proportion of as 33.7 shall be enrolled provided that the candidates parent’s or guardian’s income from all sources including his own income does not exceed Rs.12000/- p.a., the membership in this category is not necessarily restricted to candidates hailing from Andhra Pradesh only (vide resolution No.5 of M.C & G.B. dt. 08.03.1985).
- Not more than 10 candidates belong to other communities especially listed Backward Classes hailing from Andhra Pradesh alone shall be enrolled provided that the candidate’s parent’s or guardian’s income from all sources including his own income does not exceed Rs.12000/- p.a., and provided that the Director of Backward Classes reimburses the expenditure on these candidates.
- Every members enrolled for guidance shall execute a bond (Enclosure – II0 non-judicial stamp paper of Rs.5/- and abide by the terms and conditions therein.
VIVA MEMBERSHIP : III (a) All the members enrolled for guidance in the Study Circle who qualify in the Civil Services Main Examination shall be enrolled for guidance in Viva provided the members except members belonging to Scheduled Caste, Scheduled Tribes and Listed Backward Classes whose parent’s or guardian income including his own income is within the limits prescribed in rule 15 (a) shall have to pay the fee that is prescribed in rule 16 (b).
11. SCHEDULE OF FEE :
- For all members enrolled for guidance the time duration f or either preliminary or Main Examination the time duration for Viva guidance for which the duration shall be ass decided by the Chief Consultant, according to the necessity and time available every year.
- The following shall be the Schedule of Fee subject to proportionate reduction in case the duration is less than four months.
(i) Preliminary Examination for General Studies and one
optional : Rs.1500/-
(ii) Civil Services Main Examination for General Studies with
either one or two optionsl : Rs.4000/-
(III) Viva guidance not less than 10 days : Rs.350/-
Vide Resolution No.9 of Enrolment fee applicable to all candidates
The Managing Committee except for those enrolled under the Govt.,
Meeting held on 27.02.1984 of India and State Government’s Schemes
VI. Every candidate belonging to any forward caste and whose income (either personal or family’s) is below Rs.12000/- p.a will pay only half of the prescribed fee for Preliminary and Main Examinations. For the other fees that is for the Viva, enrolment and application, it remains the same.
12. CANCELLATION OF ENROLMENT :
The Chief Consultant, A.P. Study Circle has the authority to
cancel the enrolment of any member on the ground of
indiscipline, irregularity in attendance and poor performance in the
evaluation tests conducted by the A.P. Study Circle on the
recommendation of the Academic Co-ordinator, A.P. Study Circle
and he cease to enjoy all facilities, i.e., boarding lodging and
Academic.
13. HOSTEL :
I (a) Enrolment is open to candidates belonging to SC,ST and
listed Backward Classes whose parent’s or guardian’s income including his own income does not exceed Rs.12000/- p.a.
(b) Each eligible candidate is entitled for Rs.25/- p.m as
pocket money during the guidance period.
(c) Eligible candidates shall be provided with free boarding
and lodging facilities.
(d) The manner in which the boarding facilities are to be
provided shall be decided by the Secretary.
II. RULES AND REGULATIONS OF THE HOSTEL ATTACHED TO THE A.P. STUDY CIRCLE :
The member admitted to the Hostel shall adhere to the rules and regulations of the hostel.
- Strict discipline and decorum shall be maintained.
- They shall not leave the hostel except for attending the sittings at the Study Circle. However, when they have a need to go out on any urgent work, they shall make an entry in the Movement Register available with the Warden / Caretaker / Helper. They shall however, return to the hostel not later than 9.00 p.m. If any inmate of the hostel leaves the hostel without making an entry in the Movement Register, his enrolment is liable for cancellation after giving two warnings and he ceases to be member of the Study Circle foregoing all the facilities, i.e., boarding, lodging and academic.
- In no case the inmates shall enter into argument with the functionaries of the hostel. If any difficulty is experienced the same shall be brought to the notice of the Academic Co-ordinator / Administrative Officer.
- The inmates of the hostel shall strictly adhere to the timings of the mess. If any member does not adhere to the timings, he shall not be served Breakfast / Lunch / Dinner, as the case may be.
- No guests are allowed to say with the inmates of the hostel. Violation of this rule is liable for immediate cancellation of the enrolment of the defaulting member.
- The inmates of the hostel should not disturb other inmates in any manner, whatsoever.
- The members are responsible for proper maintenance of the building, and furniture and fixtures. In case any damage is caused to the building, furniture or fixtures, the cost of the damaged material shall be recovered from the member concerned or members collectively from the pocket money payable to them or as an arrear of Land Revenue,. If necessary.
- The inmates of the hostel shall not keep any valuable articles such as transistors, tape recorders etc., The Management shall not be responsible for any loss of such valuable articles kept in violation of this rule.
II. MEDICAL AID :
- The inmates of the hostel will be sent to the nearest Government hospital for treatment of any sickness during the working hours of the hospital.
- No members shall be entitled to treatment from a specialist Doctor / Hospital of one’s own choice.
- The members are not eligible for supply of tonics, vitamins and special nutrients that may be prescribed by the Medical Officer.
13. AUDIT OF ACCOUNTS :
- Every Balance Sheet and Income and Expenditure shall be audited by Auditors to be appointed as here in after mentioned.
- The Study Circle at the Managing Committee shall appoint Chartered Accountants as Auditors to hold office and shall, within seven days of the appointment give intimation thereof to Auditors.
- The remuneration of auditors of the Study Circle shall be fixed by the Managing Committee in the meeting ; except that the remuneration of any Auditors appointed to fill in any casual vacancy may be fixed by the president.

Auditors of the Study Circle shall have a right of access at all times to the books and accounts and vouchers of the Study Circle and shall be entitled to require from the Directors and officers of the Study Circle such information and explanation as may be necessary for the performance of the duties of the Auditors ; and the Auditors shall make a report to the Managing Committee on the accounts examined by them and on every Balance Sheet and Income and Expenditure Account and on every other document required by the bye-laws to be part of or annexed to the Balance Sheet or Income and Expenditure Account laid before the Study Circle in the Meeting during their tenure of office and the report shall state whether, in their opinion and to the best of their information and according to the explanation given to them, the said accounts give the information require by the bye-laws in the manner so required and give a true and fair view :
(i) in the case of the Balance Sheet, of the State of the Study Circle affairs as at the end of its financial year.
(ii) in the case of the Income and Expenditure Account of the surplus and deficit for its financial year.

Auditors of the Study Circle shall be entitled to receive notice of and to attend any Managing Committee Meeting of the Study Circle at which any account which have been examined or reported on by them are to be laid before the Study Circle and may any statement or explanation they desire with respect to the accounts.

Every account when audited and approved by a Managing Committee shall be conclusive except as regards any error discovered therein within 3 months next after the approval thereof. Whenever any such error is discovered within that period, the account shall forthwith be corrected and henceforth shall be conclusive.
14. Notwithstanding anything contained in these bye-laws all the powers exercised and duties performed by the President, Secretary and Managing Committee from the date of formation of the Study Circle i.e., 30.01.1980 till the date of adoption of these bye-laws, shall be deemed to have been, as validly exercised and performed as / if these bye-laws were in force at the relevant time.
COACHING PROGRAMMES UNDERTAKEN
The A.P. Study Circle has been organising coaching programmes for Civil Services in three stages. They are as follows :
- CIVIL SERVICES PRELIMS
- CIVIL SERVICES MAINS
- CIVIL SERVICES VIVA (PERSONALITY TEST)
CIVIL SERVICES PRELIMS
Duration - 7 months (November to May)
Selection - Through Entrance Examination conducted by
APSC, (The syllabus for Entrance Examination is of Post Graduation level and as per the General Studies syllabus prescribed by the U.P.S.C for Civil Services Prelims).
Admissions are strictly made on merit in the entrance examination for the preliminary examination and following prescribed rule of reservation for scheduled castes, scheduled tribes and backward classes. 1/3rd seats will be offered to women candidates.
Eligibility -
- The candidate should have a minimum qualification of a Second Class Degree in Post Graduation in any discipline or Graduation in Professional Course.
- The annual income of Self & parent should not be more than Rs.1,00,000/-.
- The coaching will be provided only one time.

CIVIL SERVICES MAINS
The A.P. Study Circle, Hyderabad gives coaching for the members who are qualified in Civil Services Preliminary Examination from A.P. Study Circle, Hyderabad, Visakhapatnam and PETCs attached to the Universities. A special notification is issued for intake of candidates from outside. A candidate can avail coaching for the Mains examination not more than twice from the Study Circle.
Duration - 4 months (August to November)
Selection - will be made directly for those who have
qualified in Civil Services Preliminary Examination
conducted by UPSC.
Eligibility - 1. The candidate should be qualified in Civil Services Preliminary Examination conducted by UPSC.
2. The annual income of Self & parent should not be more than Rs. 1,00,000/-
Facilities -
The Study Circle provides the following facilities to the candidates admitted for Mains programme.

CIVIL SERVICES VIVA (PERSONALITY TEST)
The coaching programme for Personality Test is organised immediately after the announcement of results of Civil Services Mains Examination. A notification will be issued for calling applications to undergo the coaching programme.
Interactive sessions will be organized for the candidates appearing for Viva by the Resource persons and also mock interviews will be conducted by eminent personalities like Subject experts, Senior IAS and IPS officers, Board Members of Service Commissions etc.
Duration - 2 months (April and May)

Eligibility -
- The candidate should have qualified in Civil Services Mains Examination conducted by UPSC.
- The annual income of Self & parent should not be more than Rs. 1,00,000/-.

- Mock Interviews will be conducted. The interviews will be record on video tape to enable the candidate to improve their performance,
- The APSC will arrange accommodation at A.P. Bhavan, New Delhi for 4 days.

- Stipend (towards mess charges per month) Rs. 700/-
COURSE CONTENT
- The coaching will be organised in the optionals of History, Geography, Public Administration, Telugu and Sociology / Anthropology.
- The Study Circle has regular faculty for History, Public Administration and Telugu and for remaining optional subjects, the services of the Guest faculty will be utilized on payment of honorarium.
- The classes of Guest faculty will be arranged, if a minimum number of five candidates opted for that particular optional subject.
- Since most of the candidates are from rural areas the classes for English language proficiency will also be organized.
- The topic wise tests will be conducted after completion of concerned topic of a subject and is followed by a counseling session wherein efforts are made to remedy any defects in the performance of the candidates.
- Periodical tests will also be conducted in General Studies and optional subjects in the pattern of UPSC.
INFRASTRUCTURE
A.P. Study Circle has the following in house facilities
Class room - With necessary facilities like white boards, Maps, Over Head Projector etc.,
Library - A specialized Library with about 13,000 books with large reference and lending section covering Humanities, Social Sciences and other latest Journals, Periodicals and News Papers which are useful to the candidates for competitive examinations and it is kept open round the clock.
Hostel - Rooms / Cubical type of accommodation is provided for men and A separate hostel accommodation is provided for women candidates.
Mess - A common mess is managed by the candidates themselves while forming a Mess Committee with the stipend amount (Rs. 700/- P.M., per candidate). A television is provided in the dining hall for recreation.
FINANCES
The budget allocation for the year 2006-07 is of the order of Rs.100.42 lakhs for organising various coaching programmes which includes salaries.

CONSTRUCTION OF THE A.P.STUDY CIRCLE BUILDING
Government have allotted an extent of Ac. 1.01 of land at Road No. 14, Banjara Hills, Hyderabad for construction of A.P. Study Circle. Foundation stone was laid by the Hon’ble Minister for Social Welfare on 14.04.1999. The estimated cost of the building was Rs. 2.64 crores. Government have released an amount of Rs. 1.06 crores. Construction of Academic Block has been completed. For occupation of the building, construction of compound wall has to be taken up including provision of water supply, electricity, sewerage system, etc. However, the Study Circle is not able to occupy the building as the Hostel Blocks for men and women are under construction.

JOB CHART OF EMPLOYEES WORKING IN STUDY CIRCLE, HYDERABAD
DUTIES AND RESPONSIBILITIES OF FACULTY MEMBERS
(ASST. PROFESSORS)
-
The job of Assistant Professors is full time. He / she should attend to the duties on all working days and stay within the premises of A.P.Study Circle for atleast 6 hours between 8.00 A.M. to 5.00 P.M.everyday. In addition to holding their regular classes as per the time table, the faculty should be available to the students for counselling during the office hours.
-
The faculty should obtain prior permission of the Chief Consultant and send their leave applications through the Chief Consultant whenever they apply leave so that alternate arrangements can be made well in advance for their classes during the leave period.
-
The faculty shall not engage themselves in private or Government Institutions without prior permission of the Director. However, no permission shall be given to them during office hours of the A.P. Study Circle.
-
The faculty shall guide the students at any time during the office hours either in class or in a separate interactive session or individual uidance to the students by adjusting the timings.
-
As it happens that very often good number of candidates are entirely new to a chosen subject, it is the responsibility of the teachers to make the basics or fundamentals of the subject very clear to the candidates.
-
The faculty after carefully going through the syllabus, prepare select topics for in-depth study and should prepare a list of topics which the candidates should prepare well for the examination. The faculty should prepare work schedule (dates and topics that would be taken upon each working day) and furnish the same to the Chief Consultant before the commencement of each course.

The faculty should conduct tests as per schedule. The corrected answer sheets should be handed over to the students and a separate session should be held to clarify the doubts of the students on the questions that could not be properly answered by the students during the test. There should be a record of individual student-wise evaluation for each test which should be computerized and should be available to the Chief Consultant and the Director for perusal at any time.

The faculty should ensure that the marks are entered student-wise and the progress of students with rank may be communicated to them regularly, which will be helpful to the students for self- assessment.

The faulty should prepare the study material well in advance for taking copies and handing them over to the students. They should avoid delay in submission as it will not be useful to the students for the purpose of examination.

The faculty can also update their notes / study material from time to time and updated material can be handed over to the students in a phased manner.
-
The faculty should furnish the test papers well in advance so that typing and Xeroxing work can b e completed by the scheduled date. Question banks should be developed and should be available in the computer along with keys for reference at any time by the students.

The faculty should also help the institution by their participation in organizing extra curricular activities and other skills, which will help the students to improve their communication skills, written skills and personality development.

The faculty can have interaction with the students and help in maintaining discipline and also attend to any specific duties entrusted to them from time to time.
14. There shall be annual performance evaluation of each faculty member as per the Performance Indicator System introduced by the Government of Andhra Pradesh.
15. Let each teacher prepare a brief note on what has been explained in each of the classes. This is something like a personal record that is being kept by each teacher so that one gets a clear picture of what has been done and what would be done. Indeed a copy of this personalized diary should be kept at the disposal of the Chief Consultant and also the Director.
16. It is wise on the part of teachers to identify one-third of the most important parts of the syllabus for each year’s examination. Once such an intelligent selection is made, it is possible that every student would be able to satisfactorily handle what he or she is expected to handle as per the instruction of the question paper. Indeed, the selection of one-third of the syllabus needs a careful watch as well as periodic revisions or alterations in suggestions.
DUTIES AND RESPONSIBILITIES OF ADMINISTRATIVE OFFICER
1. The A.O. is the sanctioning authority for sanction of Casual Leaves
to the staff members except Faculty Members.
2. A.O. has to look after the PETC programmes and correspond with
the Hon. Directors of PETCs,
3. Sending proposals to Government for Central Assistance, and deal
all important correspondence with GOI and State Govts.
4. Budget allocations to P.E.T.Cs.
5. All the original certificates of the students who are undergoing
coaching programmes are to be kept in the safe custody of A.O.
6. A.O. has to look after and scrutinize the bills like stationery, phone
bills, etc.
7. A.O. is empowered to advance certain miscellaneous items up to a
maximum limit of Rs.1,000/- per day and seek post approval for
adjustments.
8. All the files should be routed through A.O.
9. The A.O. is responsible for smooth functioning of the Study Circle,
10. The A.O. is incharge of indenting library books and study material
to various Agencies.

The entrance examination for admission into A.P.Study Circle (Br.) will be conducted at Visakhapatnam. 1/3rd seats will be offered to women candidates.

CONSTRUCTION OF A.P.STUDYCIRCLEBUILDING AT YENDADA VILLAGE, VISAKHAPATNAM
For the construction of own building for A.P. Study Circle (Br.), at Visakhapatnam, the Government have sanctioned and released an amount of Rs. 28.70 lakhs for Administrative block, classrooms, library, hostels for boys and girls separately at Yendada Village, Adjacent to GITAM College, Visakhapatnam.
The possession of the site has been taken over and the Hon’ble Minister for Social Welfare had laid the foundation stone. The construction of the building is yet to be started.

A.P. STUDY CIRCLE BRANCH, VIJAYAWADA
The Collector and District Magistrate has proposed to start A.P Study Circle Branch, Vijayawada in the newly constructed ‘Dr. B.R. Ambedkar and Babu Jagjivan Ram” building at Vijayawada with the funds allotted by district administration. At present, the Centre is functioning under the control of Regional Employment Officer, Vijayawad.
Government have issued orders vide G.O. Ms. No. 47, SW (Edn.1) Dept., Dated 17.06.2005 to start A.P Study Circle Branch at Vijayawada and have also sanctioned an amount of Rs. 25.00 lakhs towards recurring and non-recurring expenditure. Hon’ble Chief Minister inaugurated the Branch on 05.06.2005.
A.P. STUDY CIRCLE BRANCH AT KADAPA AND WARANGAL
The Hon’ble Chief Minister in a Review Meeting held in the chambers of Hon’ble Chief Minister on 07.11.2005 at 12 noon has agreed for opening of two new branches of A.P. Study Circles at Kadapa and Warangal.
The A.P. Study Circle branches at Kadapa and Warangal will be opened in August, 2006 for coaching Civil Services Prelims.
PRE-EXAMINATION TRAINING CENTRES (PETCs) ATTACHED TO UNIVERSITIES
The A.P.Study Circle has been declared as ‘Nodal Agency’ vide G.O.Ms.No.113 (S.W.) Dept., Dt.22.8.97, to organize different coaching programmes through the University PETCs and District PETCs. The A.P. Study Circle, Hyderabad will plan and monitor the programmes, provides guidance in selecting faculty, and help in conducting classes. It releases the funds time to time and also supplies the study material. Funds for organising the programmes are being released by Social Welfare Department, Government of Andhra Pradesh.
The following are the existing PETCs attached to the Universities.
1. Nagarjuna Study Circle,
for Nagarjuna University Area,
Guntur.
2. PETC for Weaker Sections,
for S.V.University Area,
Tirupathi.
3. Sri Krishnadevaraya Institute of
Academic Development,
for S.K.University Area,
Ananthapur.
4. Kakathiya Adhyayana Kendram,
for Kakathiya University Area,
Warangal.
Apart from the above four PETCs, there were three more PETCs attached to Andhra University, Osmania University, and Central University. PETC at Andhra University was merged with A.P. Study Circle, Visakhapatnam in the year 1999 and PETCs of
Osmania and Central Universities were merged with A.P. Study Circle, Hyderabad in the year 2001.

CIVIL SERVICES PRELIMINARY EXAMINATION
A Common Entrance Examination will be conducted by A.P.Study Circle, Hyderabad for admission into free coaching programme at University PETCs for Civil Services Preliminary Examination to be conducted by U.P.S.C., at Guntur, Tirupati, Ananthapur and Warangal. 1/3rd seats will be offered to women candidates.
Duration - 7 months (November to May) Selection - Through a Common Entrance Examination to be conducted by APSC, (The syllabus as per the General Studies prescribed by the U.P.S.C. for Civil Services Preliminary Examination on Graduation level)
Eligibility -
- The candidates should have a First class Degree in Arts or Science or Post Graduation in any discipline / Professional Graduation.
- The annual income of Self & parent should not be more than Rs. 1,00,000/-.
- Candidates should not be employed or pursuing any other courses. The candidates who have not undergone free coaching earlier from any of the Study Circles / PETCs are only eligible.
- The coaching will be provided only one time.

- Free hostel accommodation,
- Free Study Material supplied by the regular faculty of A.P. Study Circle, Hyderabad.
- Book Grant Rs.1,500/- (worth of material)
- Stipend (towards mess charges) Rs. 700/- (per month)
In case if any candidate of PETCs had qualified at the Prelims, he would be provided admission at A.P. Study Circle, Hyderabad for Civil Services Mains.

The basic mandate of A.P. Study Circle is providing coaching for Civil Services exam conducted by the Union Service Public Commission. As and when recruitment is made for Group-I Services coaching is also arranged for the candidates appearing for the exam.
However the unemployed youth find it difficult to get selected for suitable jobs as number of opportunities are not many. Also as on today there is no reservation for SC, ST and BC in private sector. As such it is imperative that effort is made to train the unemployed youth for the other examinations like IFS, Bank Probationary Officers etc.
FINANCES FOR THE PROPOSED COURSES :
For the courses being offered by the PETCs, the revised Centrally Sponsored Schemes rules shall be made applicable and the PETCs would be encouraged to draw funds under CSS scheme. At present, Nagarjuna Study Circle, Guntur, PETC for Weaker Sections, Tirupati are getting Central Aid. Efforts are being made by the A.P. Study Circle to bring all the University PETCs under revised CSS. The financial burden on the State Government will be limited to 10% of the total budget.
